The Government are committed to reforming the Child [5D [K Child Maintenance Service to get more money to children by removing direct [K pay to combat hidden non-compliance, streamlining enforcement by introducin [10D [K introducing administrative liability orders and improving our most serious [K enforcement measures. There are currently no plans to introduce curfew meas [4D [K measures; doing so would require amendments to primary legislation and rais [4D [K raise significant safeguarding concerns for paying parents and those who li [2D [K live with them.

Every year, millions of pounds of child maintenan [9D [K maintenance go unspent, not including deductions for money hidden away and [K parents who pretend they cannot work. Enforcement is not working because th [2D [K the Government treats it like an unpaid utility bill rather than a moral ob [2D [K obligation that people have towards their children. I would like the Minist [6D [K Minister to revisit his suggestion that the Government would need primary l [1D [K legislation to use curfew orders.
A range of serious enforcement powers are already a [1D [K available to the Department, including disqualification from driving, remov [5D [K removal of a passport, taking control of people's goods and even commitment [10D [K commitment to prison in some cases. Significant safeguarding concerns arise [5D [K arise as a result of the use of curfew orders; an individual subject to a c [1D [K curfew order recently murdered members of his family. On whether use of the [3D [K the orders requires primary legislation, I will follow up in writing to con [3D [K confirm.
