May I begin by wishing the Parliamentary Secretary [K at the Cabinet Office, my hon. Friend the Member for Bury North (Mr Frith), [7D [K Frith), a happy birthday, and noting the generosity and co-ordination of th [2D [K the House in not submitting a single question for him to answer today? I en [2D [K encourage Members to submit particularly difficult questions for him in fut [3D [K future. I will update the House on some of the work that I am leading in re [2D [K response to the war in the middle east. As part of our work with the new mi [2D [K middle east response committee, I am chairing a new contingency planning mi [2D [K ministerial group. It will focus on preparing for and mitigating, where pos [3D [K possible, any impact on our economy and domestic security as a result of th [2D [K the conflict. I am convening relevant Secretaries of State twice a week, wi [2D [K with their permanent secretaries, to scrutinise plans and ensure that we ar [2D [K are prepared for different outcomes across major and relevant UK supply cha [3D [K chains.

The Government are absolutely committed to promotin [8D [K promoting and protecting the human rights of LGBT people worldwide. Our UK- [3D [K UK-EU security and defence partnership is underpinned by shared values, and [3D [K and I absolutely give that commitment. We will continue to work closely wit [3D [K with EU partners to uphold those values.

As I confirmed to the House, I think, a day or so ago, a leak inquiry has begun. When further facts are established, we reserve the right to do so.

I can confirm that we take this matter deeply seriously and, as I say, we reserve the right to do so once the facts have been established through the inquiry.

My hon. Friend talks powerfully about the impact of long covid, and it has had that impact on many people following the pandemic. The most recent module 3 report from the covid inquiry covered this issue in detail. Of course, the Government will carefully consider the inquiry’s work on this in our full response—it absolutely should.

We are working in co-operation with the Metropolitan police. As the hon. Member would expect, and as I am sure the House would agree, we do not want to do anything that would interfere with the police process.

In the national security strategy, the Government made an historic commitment to spend 5% of our GDP on national security by 2025. That includes funding to protect critical infrastructure, ensure civil preparedness and resilience, unleash innovation and strengthen our defence industrial base. We are currently working through proposals for the UK to meet the 1.5% NATO commitment, and we will set out our detailed plans in due course.

As I have said from the Dispatch Box, the victims of Jeffrey Epstein want to see justice. A criminal investigation by the police is under way, and it is right that the House does not interfere with that process and works with the Metropolitan police to allow them to undertake their work.

My hon. Friend raises an important point. He is right about the reforms that we are trying to make to public procurement, and to improve our number of electric vehicles. I will write to him with the specifics on the Government Car Service.

I do not have that information to hand.

We recognise the serious disruption that incidents [K such as the attack on JLR can cause for supply chains and local economies. [K We continually assess the resilience of our critical national infrastructur [13D [K infrastructure. The proposed cyber-resilience index will support improved a [1D [K accountability, and we are considering appropriate mechanisms to ensure par [3D [K parliamentary scrutiny as it is developed.

As I have said, one aim of the Government's procure [7D [K procurement reforms is to ensure that we support more British companies and [3D [K and end the reliance on external suppliers. The two Palantir contracts that [4D [K that the hon. Gentleman mentions are for the NHS and defence, so it is best [4D [K best to take the matter up with the Department of Health and Social Care an [2D [K and the Ministry of Defence, which are the relevant Departments.

My hon. Friend is absolutely right to raise that. S [1D [K Social value should be integral to the system, but the current system has b [1D [K become too tick-boxy and does not deliver what it needs to for local commun [6D [K communities like those in Derby. We are working with businesses, unions and [3D [K and charities on a new definition. I am happy to speak with her further abo [3D [K about it, but I think it is an important part of improving the system.

The House will understand that I am not at liberty [K to comment on a potential ongoing employment dispute.

I thank my hon. Friend for her excellent question. [K I can confirm that the Foreign Office is part of our contingency planning w [1D [K work at the centre of Government. On all issues, we look at the internation [11D [K international data available to us, and the Foreign Office will keep that i [1D [K in consideration when trying to support allies and partners, as well as ens [3D [K ensuring security and resilience for the UK.

I think any constituency MP would find those circumstances utterly unacceptable. If the hon. Member writes to me, I will ensure that I pass the information to colleagues in the Ministry of Housing, Communities and Local Government to see what we can do.

That is why the EU-UK reset is so important, as it will help us in bearing down on fuel bills and energy bills, which will help my hon. Friend’s constituents.

The Cabinet Office has been withholding milestone payments from Capita. We have a robust recovery plan, which says that full contractual service has to be restored by the end of June. I have been absolutely clear that I will consider all options at that moment, but I would be grateful if the hon. Member could write to me with the details of his constituent’s case.

The Government have taken robust action through our [3D [K our Public Sector Fraud Authority. There is a huge amount of work being don [3D [K done. In fact, last year we saved the public purse more than £7.5 billion. [K A lot has been done, but there is lots more to do, and I am happy to meet m [1D [K my hon. Friend to discuss that further.
