Context
In the context of Northern Ireland lacking a functional devolved government for a period, the Act made it obligatory for the UK Government to establish an abortion framework by March 2020.
With the absence of a functioning devolved administration in Northern Ireland, the Northern Ireland (Executive Formation etc) Act 2019 mandated that the UK Government implement an abortion policy by the end of March. Despite this, no response has been given to the consultation initiated for establishing such a framework. Given the current operational status of the Northern Ireland Executive, does my colleague agree that this issue should now be addressed at the devolved level?
The Government acknowledge the significant public sentiment surrounding this issue. They have consistently maintained that it would be optimal if the Executive and Assembly could address reforms in this area in what they believe to be Northern Ireland's best interests. However, due to a legal obligation imposed by this House, regulations must be enacted by 31 March 2020 to ensure lawful access to abortion services. To comply with this duty, the Government will soon present regulations in Parliament, after which it will be up to the Department of Health in Northern Ireland to organise the necessary services.
