A safe, effective vaccine will be deployed only after meeting robust standards through clinical trials and approval by the Medicines and Healthcare Products Regulatory Agency or an appropriate regulatory body. The NHS has been asked to prepare flexible distribution arrangements including workforce, training, consumables, and infrastructure to rapidly deliver a vaccination programme.

Acknowledging Liverpool's help with repatriation and mass testing, the Minister stated that while every effort is being made to deploy vaccines swiftly through regulatory approval and distribution at pace from manufacturers, no specific timeline was given due to process requirements.
