Context
The fiscal framework agreement was signed in February 2016 to manage the financial relationship between the UK and Scottish Governments.
Welcoming Mr Speaker and the new Secretary of State, Greg Hands inquired about recent assessments of the effectiveness of the 2016 fiscal framework agreement. He highlighted that negotiations alternated between London and Edinburgh and noted the creation of a powerful devolved Parliament with tax powers under the Scotland Act 2016.
Welcoming Mr Hands and acknowledging his role in the agreement, Alister Jack stated that the Scottish Parliament is more accountable with its tax powers. He noted regret over Scotland's status as the most highly taxed part of the UK but emphasised the extra £1.2 billion allocated to Scotland in the spending round.
