The resources and waste strategy published in December 2018 aims to minimise waste through resource efficiency and a circular economy approach. The Department remains committed to eliminating all avoidable plastic by 2042 and plans to introduce a deposit return scheme as per the manifesto commitment. However, Carshalton and Wallington cannot be considered for a pilot area due to current limitations.
