Context
The hon. Member highlights the high number of domestic abuse perpetrators and crimes recorded, noting a decline in referrals from police to CPS despite an increase in reported crimes.
She mentions a statistic that Hull has 25,000 domestic abuse perpetrators which could fill their football stadium and raises concern over a 11% decrease in referrals from the police to CPS. She asks for the Minister's intentions regarding this issue.
Before answering, I take the opportunity to congratulate Diana R. Johnson on her damehood which is richly deserved. She raises an important point about improvements being a priority for the Government and CPS; there has been a 21.6% rise in prosecutions for violence against women and girls, an increase in charging and prosecution of stalking cases—80% of which occur within domestic abuse contexts—and a rise in prosecutions for controlling and coercive behaviour.
