In conjunction with the University of Liverpool law clinic, I run a weekly advice surgery for parents with children having special educational needs which is over-subscribed. There's a real postcode lottery in provision, and we have seen demand for SEND statements and education, health and care plans soar by 480% over the past five years. Can the Minister address the shortage of workforce and resources, and what's the Government's plan?
We know that covid-19 has impacted particularly heavily on therapy services and other support services for children with SEND. A number have adjusted their delivery models. We issued new guidance in September, but I am working closely with my counterpart at the Department of Health and Social Care to address this issue. The hon. Gentleman should look at the SEND review, because the postcode lottery and inconsistency has to end.

Families promised help through the SEND review have waited two years but see no end to fighting at tribunals. What assurance can be given that the review will deliver timely support?
Next financial year, high-needs funding for children with complex needs is increasing by £1 billion to more than £9.1 billion - 13% increase. Over two years it's a £1.5 billion rise; £2.6 billion in capital goes into SEND review which will address many questions posed.
