The Government has launched its 'plan for change', outlining various reforms and initiatives.
What steps is the Minister taking with Cabinet colleagues to implement the Government's plan for change? My constituents in Wolverhampton West will benefit from clear, measurable metrics against which they can hold the Government accountable. This includes shorter hospital waiting lists, better living standards, safer streets, more housing and a better start for our children in school.
Since launching the plan for change, we have published reforms focusing on reducing NHS waiting lists and promoting AI investment. The aim is to increase living standards, cut NHS waiting times, boost energy security, give children a better start in life, make streets safer, and build houses needed for future needs. Today, measures were announced to stop judicial reviews from delaying major national projects.

Context
There has been a rise in shoplifting and antisocial behavior, affecting the well-being of local communities.
Can the Minister confirm that the measures announced in the plan for change will deliver safer streets and be a boost to local economies? This includes tackling issues such as shoplifting and assaults on shopworkers.
Assaulting a shopworker will become a separate criminal offence. Additional police officers and PCSOs are planned to restore community policing and ensure safer town centres where people can go about their business without fear.
