Harry Parker, a 14-year-old boy, was fatally run over by an uninsured and unlicensed driver who fled the scene. The charges were dropped last November due to section 3ZB of the Road Traffic Act.

Our roads must be safe, and those who break road safety laws must face justice. We are committed to a new road safety strategy which will outline future steps. The Government reviews motoring offences regularly, including unlicensed and uninsured driving. While the CPS prosecutes independently of government policy, I am happy to meet with him to discuss this issue.
