My hon. Friend is a great champion for pubs and other hospitality venues in his constituency, including Arkell's brewery, which I know supplies pubs across Swindon and Wiltshire. As he rightly points out, we have provided support for pubs and community venues, which the Prime Minister announced soon after taking office. We will consider all options for what we can do to further support them in the Budget.

We love our pubs, so to support them the Prime Minister announced in his first week after taking office a 20% cut in business rates for them, as well as for social clubs and live music venues, from April 2027. That is building on the 15% reduction earlier this year. I and other Ministers have regular discussions with representatives from the pubs and hospitality sector to understand the impact of business rates support.

This Government are committed to delivering a truly national civil service, one that lives and breathes the communities that we represent across the UK. We have relocated 23,000 roles from London, exceeding our target, and are now committed to over 50% of the senior civil service and fast streamers being based outside London by 2030. Three new thematic campuses in Aberdeen, Manchester, and the west midlands have been launched.

My hon. Friend is right to point to the fact that the current model of care works least well for some of those experiencing the greatest disadvantage. I am pleased that we have joint commissioning arrangements of more than £28 million in place between the NHS and Swindon borough council, which will help to tackle issues for those most at risk.

This week I met Paul Skivington from the UK Para jiu-jitsu team. Paul, who lost his leg in a motorbike accident, has been very active in inspiring the country by competing on the world stage of Brazilian jiu-jitsu. I am grateful to my hon. Friend for raising this important point. Everyone should have the opportunity to play sport and be physically active. We are committed to tackling persistent inequalities, especially for disabled people, an aim that is reinforced by Uniting the Movement, the 10-year strategy of our arm’s length body, Sport England. It ensures that its programmes directly impact disabled people through partnerships with a range of both disability and martial arts organisations and initiatives such as We Are Undefeatable, a campaign that supports the 15 million people who live with one or more long-term health condition in England to get active.

In addition, the warm homes social housing fund will provide £1.2 billion from 2025 to 2028, and we have committed over £1 billion between 2026 and 2030 to support cladding remediation for social landlords, ensuring equal access to building safety funds.

I thank my hon. Friend for his question, because he raises an important point that I do not want to let go, which is how many people with a long-term health condition or a disability are desperate to work. Our own survey of people on sickness and disability benefits found that 200,000 people would work right now if they were given an opportunity. We need to give people help to tackle their underlying health conditions, which we are doing through our investment in the NHS. We need to encourage employers to do more to give opportunities to disabled people to work. Above all, this Government are determined to meet our responsibilities, with £3.8 billion invested into employment support for sick and disabled people—the biggest amount in a generation.

The principle of self-financing remains the right one, but we are committed to working with councils to overcome the pressures on their HRAs so that they can invest in new and existing stock. My hon. Friend is a fantastic champion for council housing, and Swindon borough council is putting significant investment into its housing stock over the next five years. The Government recognise that councils, like other registered providers, need support to build their capacity; we have consulted on a new five-year social housing rent settlement and allowed councils to keep 100% of receipts generated by right-to-buy sales.

I am incredibly passionate about animal welfare—I have a dog and a cat—and for the most part we are an animal-loving country. That is why I find it so shocking that we still have practices such as greyhound racing that treat animals as disposable. If they do not run fast enough or if they get injured, they get binned off. Some of them are still spending 80% of their life in kennels. Will the Minister meet me to discuss this issue further?

I thank my hon. Friend for his service. It is absolutely vital that the voices of armed forces personnel and their families are listened to more. That is why we are establishing in the commissioner an independent champion for armed forces and their families. The commissioner will have an independent role, be able to scrutinise the actions of the armed forces and report to Parliament rather than to Ministers, and will not be beholden to the whims of either any Government of the day or the chain of command. That independence will allow the commissioner to scrutinise general service welfare matters, shining a spotlight on the issues that really matter to those who serve in uniform and their families.

My hon. Friend raises a powerful point. He is right that between 2016-17 and 2023-24 the number of domestic abuse flagged cases received from the police by the CPS dropped by nearly 36%. We are beginning to see a rebound in those figures, but much more needs to be done. We need a whole-system approach to fix the system, and our domestic abuse joint justice plan will ensure that the CPS and police work more closely together to address those delays from the very outset of a case.

I am very pleased to be responding to a fellow Swindon Member, and I am grateful to my hon. Friend for giving me the chance to mention our home town during my first ministerial outing. I should add that I am also grateful to local judiciary court staff and justice stakeholders for their work in maintaining justice during that incident in Swindon. As the Lord Chancellor said earlier, ensuring that buildings are maintained effectively is critical to the delivery of justice.
