I commend the Prime Minister on his work to tackle the arbitrary detention of British citizens abroad and warmly welcome the creation of a special envoy. He will know of the anguish of the families of Jimmy Lai, Ryan Cornelius, Alaa Abd el-Fattah, Jagtar Singh Johal and others. Can the Prime Minister tell us when he anticipates the appointment of the envoy will happen? Will they have real powers, like their counterparts in Canada and the United States, to help bring our people home?

I thank my hon. Friend for his work on the all-party parliamentary group on arbitrary detention and hostage affairs, championing the plight of British nationals facing the most difficult circumstances overseas? We routinely raise these cases with international counterparts, as he would expect, and we are deeply committed to getting them home and united with their loved ones. As part of our work to strengthen support for British nationals overseas, we are working at pace to get the envoy role set up, and I will make sure that he is kept updated about that.

I welcome the increased funding. Victim support and the commissioning of those services is incredibly important, and the operational independence of police and crime commissioners has been invaluable in that regard. What assurances can Ministers provide that, with the abolition of PCCs, victim support will not be led by forces themselves and that we will keep the important progress we have made over recent years?

We have committed to providing PCCs with £131.8 million for 026-27 and £134 million for 027-28 for their work on sexual violence and domestic abuse. It is really important that we ringfence that funding.

Ryan Cornelius, a British citizen, has been unfairly incarcerated in Dubai for the past 17 years. His son was six when he went to prison; he is now 23 years old. Some 150 parliamentarians from both Houses wrote to the Dubai authorities asking for Mr Cornelius’s release on the UAE’s national day—today—to no avail. Can the Foreign Secretary use her good offices to bring some urgency to the issue of freeing this British citizen from unfair detention?

What steps are the Government taking to ensure that victims of sexual abuse are not left waiting for years to see justice done?
Context
The backlog of Crown court cases rose to record levels during the previous government's term, leaving many victims waiting years for their day in court. This includes victims of sexual abuse who are unable to process their trauma until their trial is over.

My hon. Friend makes an important point. To tackle the chaos in the asylum system the rules need to be properly respected and enforced. That is why we have increased by more than 20% the enforced returns over the summer of those who have no right to be here. We have also increased the number of charter flights, including the biggest ever charter flight return.

More than a million people with mental health issues are not getting the support they need. The Government will recruit 8,500 mental health workers, including specialists in every school and young futures hubs in every community. Legislation to modernise the Mental Health Act 1983 is being brought forward.
