Does the Prime Minister share with me the concern that while some ambassadors retiring in disgrace get tens of thousands of pounds in pay-offs, many other civil servants are failing to get the retirement that they are due and are expected to turn to their old Departments for bridging loans? This is clearly a scandal. Will he put all his effort behind making sure that those who have served with integrity are treated with the dignity that they deserve?

I very much welcome my right hon. Friend's answer to my hon. Friend the Member for Harwich and North Essex (Sir Bernard Jenkin), with its emphasis on global Britain and partnership in standing up to autocracies. Does he therefore share my concern about reports that I have just got from the Foreign Office of a staff cut of 10% across the board? How is that compatible with global Britain?

We are investing massively in overseas aid—this country is spending £10 billion a year on overseas aid. Friend is an expert on foreign affairs, but I am assured by my right hon. Friend the Foreign Secretary that the information that has recently trickled into his ears is fake news.

I thank my hon. Friend, and of course I remember Tony very well... All I can say is it is very important that cases like that—injustices such as that suffered by Tony—receive the full force of the law. People who commit serious offences against children can receive exactly the same penalties as those who commit serious offences against adults, but we will keep this under review, and if there is a gap in the law—I will study his amendment very closely—we will make sure that we remedy it.

Will the Prime Minister confirm that the sale of the existing Edenbridge hospital will help to fund the new building? He has invested £20 million in Wales, Scotland, England, and Northern Ireland. Will he join me in welcoming this investment?

Considering we have one of only two nuclear programmes in Europe, does the Minister agree that without it, our conventional defence spending is closer to 1.7-1.8%, similar to Spain rather than Poland or Estonia at around 4-5%. Does he agree we need to uplift immediately?

I was wondering whether the Minister has had a chance to speak to her colleague the Housing Secretary about the different pressures that water is having on housing demand in Kent. If she had spoken to Tonbridge and Malling council and South East Water, she would have heard that the planned house building is simply not possible with the water capability available. Has she engaged in any way with her housing colleagues, and does she have an answer for the people in my community?

The short answer is yes. The Minister for Housing and I sit on the water delivery taskforce, which considers whether we have the water we need where we need it. We have done some heatmapping to find areas of stress, and have committed to building nine new reservoirs—none has been built over the past 30 years.

I thank the hon. Member for Rotherham (Sarah Champion) for bringing us on to International Women's Day. Today is obviously an important day for celebrating the actions of so many courageous women around the world. Will my right hon. Friend speak today about those who have been made particular victims, those who have been chased out of their homes, the young women who have been sold into trafficking and not supported as refugees, and those women who are even now being brutalised in north Africa as they are forced over the border as slaves into southern Europe? Will she please speak about the action that her Department is taking to defend those women and girls?

My hon. Friend makes an extremely good point about how many women and girls are suffering, and covid has made that situation worse. That is why we are restoring our humanitarian budget, why we are restoring the women and girls budget and why we are working on our preventing sexual violence in conflict initiative to stop that happening, as well as increasing the amount of development spending we are using to tackle human trafficking, working with the Home Office.

I very much welcome my right hon. Friend's comments. She will know that the Foreign Affairs Committee was in Ukraine last week. I would like to place on record my thanks to Ambassador Simmons and her impressive team in Kyiv, who are serving our country extremely well. We are off to Sarajevo tomorrow. Does my right hon. Friend agree that we are seeing an arc of instability from Moscow, designed to put democracies on the back foot and make Putin's regime look normal in a world of corrupt thieves? Will she reiterate her stance in the defence of freedom and promise to speak to our German friends about their decision not to support Ukraine with the sale of military weapons from Estonia, which was so recently denied?

I welcome my right hon. Friend's comments about the workers serving so bravely in the HALO Trust in Afghanistan. He knows as well as I do that many other people are serving the Afghan community, and indeed the international community, by seeking to assist women and girls in education, to help farmers, and to fight the corruption in various institutions—and, indeed, the drugs business that has blighted so many lives. Can the Secretary of State, today at the Dispatch Box, redouble his commitment to the Afghan National Defence and Security Force and to supporting all those institutions that made such a difference in protecting the Afghan population, and that really are the legacy of the British Army and many other armies' continuous operations in Afghanistan over much of the last 20 years? Will he ensure that the sacrifice of all those who fought in Afghanistan, and all those who have given so much to rebuilding it, will not go to waste in aid cuts that are so unnecessary?

My hon. Friend is right to point to the precarious situation in Afghanistan. We had long, detailed talks not just with the United States at Carbis Bay but with other allies. We had the NATO summit as well, which has been an opportunity to reinforce the need to stand by those who have stood by us in the way that my hon. Friend the Chair of the Foreign Affairs Committee described, and to ensure that we encourage a political dialogue to avoid the spectre, or the risk, of civil war and that we bank not just the security gains from all the blood, sweat and tears that have been spent in Afghanistan, but a more inclusive Government.

I welcome the commitment to women's and girls' education but note that female genital mutilation hinders their education in many parts of the world. I welcome the release of girls from Zamfara state recently, but will the Foreign Secretary raise with the Nigerian Government the likelihood that 14 million girls will go through FGM by 2030?

My right hon. Friend knows very well that one of the reasons for the proximity between the United Arab Emirates and Israel is the pressure put on both by the Iranian regime, and the work that his Department has done in holding the Iranian regime to account at the UN has been hugely impressive. Applying the rule of law and applying the principles of non-violable international treaty to international negotiation has been so important. Could he please tell me that the UK will read the letter of the treaty of United Nations Security Council resolution 2231, and recognise that any of the named states has the opportunity to snapback sanctions on the violating state of Iran? Will he recognise as well that those international treaties are not for interpretation, but are actually pretty clearly laid out in black and white?

I thank my hon. Friend the Chair of the Select Committee. Lawyers will always have different views on the precise permutations, but I think the position on snapback in relation to the joint comprehensive plan of action is tolerably clear. He is absolutely right also to point to the role that Iran plays not just with its own activities—those it engages in directly—but working through Hamas and Hezbollah and other proxies throughout the middle east as a source of tension and instability. We are working with all of our allies to try to make sure we limit and hold to account Iran for those activities.

What work are the UK Government doing to stop the trade in and export of plastic pollution from the UK?
Context
The UK has a major responsibility for the plastic pollution we see, particularly in developing countries.

I set out earlier what we are doing in this particular area. There is a legitimate export market for plastic waste and secondary raw material, but we take firm action against those engaged in the illegal export of contaminated, low-quality and unrecyclable plastic waste.
