Let me begin by praising my local jobcentre in Bexleyheath for the tremendous work it is doing to get people into employment. I visited it on Friday and was very impressed. Our welfare system should always be there to protect the most vulnerable in our society, but new challenges are threatening its sustainability and preventing it from working as intended. I therefore welcome my right hon. Friend's plans to target the system better towards those who need it most, by controlling spiralling costs and ensuring that it is fair to the taxpayer.

We do not feel that that case was particularly helpful at this moment in the negotiations. We absolutely respect the ICJ—I have appeared there myself—and we of course understand that the interim measures order is binding on the parties. As I said to the hon. Member for Hammersmith (Andy Slaughter), elements of that order are extremely sensible, and we wholeheartedly respect them. We call, as the ICJ has done, for aid to go in and the hostages to come out immediately.

When the Prime Minister made the decision to scrap HS2, the Department for Transport said that the plan would “lead to increased capacity on the west coast mainline.” That is not correct, is it? I have a leaked document from the Minister's own officials that proves it. In it, they admit that the decision will mean fewer seats than today, with Glasgow and Manchester badly hit, and because HS2 trains cannot tilt, they will be even slower than current trains. Does he not owe it to the north finally to admit that? Does he accept that he will be the high-speed rail Minister who left behind slower trains and fewer seats?

Obviously, we do not comment on documents that may or may not have been leaked. What I can say is that the HS2 train design has always had capacity for 500 seats; if the trains had doubled up to 400 metres in length, the capacity would, of course, be 1,000 seats. The Network North document committed half a billion pounds to look at unlocking further capacity. Let us be quite clear that the 140 miles of HS2 being built to Birmingham will reduce the journey times not only to Birmingham, but to Manchester by another 27 minutes, and to Liverpool by 26 minutes. As far as the tilting is concerned, as the Department made clear to the Public Accounts Committee, we are looking at where those speeds can still be achieved on the west coast main line without the need to tilt.

I certainly agree with the hon. Gentleman that poverty is not a lifestyle choice. We have gone through various statistics during questions, with 1.7 million fewer people in absolute poverty since 2010, 200,000 fewer pensioners in poverty since 2010 and 400,000 fewer children in poverty since 2010. We have also gone through the cost of living payments, the increases to the national living wage and all the other support that the Government are providing.

Owing to the pandemic we did see a fall in writing and maths standards. Reading standards rose, then fell by two points this year but are broadly similar to those before the pandemic. Since 2010, reading and maths have improved enormously; I am confident that we will meet the 90% target by 2030.

The hon. Gentleman is just factually wrong. We have increased medical undergraduate places by a quarter—I was in the Department at the time the decision was taken—so he is wrong on the facts. Having dumped the Schools Bill, the only education policy this Government seem to have is a gimmick announcement on making maths compulsory until 18, a plan that experts say is unachievable in the light of the teacher recruitment crisis. What discussion did the Secretary of State have with the Prime Minister before his announcement, because surely she would have told him it was unworkable, given that the Government have missed their recruitment target for maths teachers in each of the last 10 years?

We very much have a focus on making sure that our standards are very high in schools and that our children have the very best education to compete globally when they need to get into the workforce. If we look at every other developed economy, we see that in pretty much all of them children do maths in some form up to the age of 18, and we are a bit of an outlier. We are looking to raise the expectations and standards to make sure that our children can compete, and to also give them financial skills for life. Of course, we will work with the sector, and it is a longer-term strategy to make sure that we have enough maths teachers. We have a number of strategies already in place, because it is always tough to recruit maths teachers, and that is why we have introduced a bursary of up to £27,000 for all maths teachers and also for many science teachers.
