If the Treasury wants a quick trick to increase tax receipts from new employment, may I suggest that the Chancellor takes steps to boost rural bus connectivity? North Norfolk has independent operators such as Central Connect which, in spite of challenges facing the sector, has managed to double its bus frequency in Stalham and Hoveton. It wants to go further. Can he tell us how he will work with the Department for Transport to ensure barriers are lifted and support is provided to bring more buses to my constituents?

Since day one in the job, the Prime Minister and I have been in lockstep in our determination to meet Britain's fiscal rules. This is the bedrock on which we build good growth and help give a bit of breathing space to families and businesses. We acted in the first week to cap bus fares, cut business rates for pubs, social clubs and live venues, and cut VAT on electricity bills. We have also announced further sanctions on Russia. We have changed procurement rules to back British jobs. We launched a new plan for growth from places right across the UK and £100 million to back British sovereign AI firms. This is a Labour Government who are determined to deliver good growth in every postcode and sound fiscal discipline.

The Transport Committee's “Buses connecting communities” inquiry heard about the significant impact that public transport connectivity has on unemployment. That is especially the case for young people in North Norfolk. It is a vicious cycle: poor connectivity creates poor prospects, and young people leave to start their careers elsewhere. How will the Secretary of State work with his colleagues across Government to make sure that young people in rural communities do not face extra barriers to unemployment compared with their urban peers, and will he commit to making sure that rural young people have a fair opportunity to thrive?

The hon. Member raises an important issue. Whenever I discuss youth unemployment and opportunity with MPs, they often identify transport links as a barrier. We are capping single bus fares at £3 on thousands of routes in England outside London until March 2027, but I believe that there is more that we can and should do, because he is right that connectivity is really important and is linked to opportunity.

Youth employment in the UK has not reached its pre-financial crash level in any year since, and there has been a sharp rise in recent years in the number of young people not in education, employment or training. That is why we are investing an additional £2.5 billion over the next three years into the youth guarantee and the growth and skills levy.

Will the Minister commit to undertaking new research and publishing up-to-date guidance so that small rural primary schools can be protected?
Context
There is concern about the closure of Corpusty school and similar small rural schools in North Norfolk. The Department for Education's research on running a small rural school was published eight years ago.

The Government recognise the essential role of small schools in rural areas. The national funding formula provides additional funding through the lump sum and sparsity factor. I welcome the hon. Member's taking time to discuss pressures on small schools, met local council about supporting these issues, happy to continue conversations on the Government's work to support rural schools which we prioritise and fund.

The summit is an opportunity for global action on the dirty money that flows through our financial systems, but the Foreign Secretary might rightly be asked by our international partners why overseas territories, who fly our flag and have our King as their Head of State, are preventing transparency and accountability for billions of pounds of illicit finance. Britain should be a world leader in tackling dirty money, but we have to get our house in order. Can the Minister assure the House and our international partners that he will bring overseas territories into line, and can he outline which of his powers he will use to do so?

The hon. Member will know from my previous answers in this place how seriously I take this issue. Our commitment across the whole of our British family on these matters is very clear. I have been working closely with leaders of the overseas territories. We have seen some important progress from a number of them, but a number have not gone far enough; I have been very frank with them about that. We are working in partnership and providing technical advice and support, and I am very hopeful that we will achieve progress, particularly on legitimate interest access to beneficial registers of ownership.

The illicit finance summit will convene a coalition of international partners to scale up global enforcement against illicit finance. The summit will forge new partnerships to combat this shared threat, including illicit gold, money laundering in the property sector and the abuse of cryptoassets. The summit builds on our long-term commitment to this agenda, which is also shown in the 2025 UK anti-corruption strategy, and will complement our upcoming presidency of the Financial Action Task Force and other meetings.

Transparency International uncovered at least 160 cases since 2022 of luxury yachts being transferred into or out of Russia that were registered to companies in British overseas territories. While the brave Ukrainians are defending their country from a brutal invasion, Putin's cronies are joyriding their multimillion-pound yachts, enabled by the likes of the BVI. Does this sicken the Foreign Secretary and the Minister as much as it sickens me, and can the Minister tell certain overseas territories that we are fed up with their excuses and their shielding of evil regimes and tax dodgers, and that they must deliver transparency now?

I welcome the work of Transparency International and others in shedding light on these issues. Those are exactly the concerns that I have raised directly with overseas territories' Governments and have expressed in this place, and we will work to ensure rapid progress on these issues.

What steps she is taking to ensure greater financial transparency in the British overseas territories. St Helena, Montserrat and Gibraltar now have fully public registers of beneficial ownership, while the Cayman Islands and the Turks and Caicos Islands have implemented legitimate interest access registers. However, progress has not been quick or comprehensive enough in the British Virgin Islands.

Progress has been made in some overseas territories on financial transparency, but others, such as the British Virgin Islands, have not made sufficient progress. The joint ministerial council in November agreed to provide technical-level support for this work.

I welcome the progress that many overseas territories have made on financial transparency. St Helena, Montserrat and Gibraltar now have fully public registers of beneficial ownership, while the Cayman Islands and the Turks and Caicos Islands have implemented legitimate interest access registers. However, I have also been clear with those overseas territories where progress has not been quick or comprehensive enough, including the British Virgin Islands, and at the joint ministerial council in November, I pressed for further progress, and agreed to provide technical-level support for that work. We will reconvene later this month to assess the latest position, and we reserve the right to consider all options, if progress is not made.

What steps is the Minister taking to tackle crime in rural areas?
Context
The questioner asks about steps being taken to tackle crime specifically in rural areas.

As I said earlier, I have met representatives of the Agricultural Engineers Association to discuss the implementation of the secondary legislation that is required to deal with the theft of agricultural equipment, and I am also having meetings with the rural crime units to discuss some of the specifics. However, the neighbourhood policing guarantee applies in rural areas just as much as in urban areas, which is important.

With a significant backlog, why are the Government planning to reduce the number of sitting days in our courts?

The court backlog stands at nearly 68,000 cases, yet the Government plans to cap the number of sitting days in courts below last year's levels.

We will incentivise new graduate dentists to come to areas that are underserved to ensure that we plug the gaps—there will be golden hellos to make that happen.

North Norfolk has the lowest number of dentists per head in the country, and over 13 million people are unable to see a dentist due to Conservative party policies. North Norfolk has suffered from unallocated units of dental treatment being moved to other parts of the country.

Thanks to what the Conservative party has done to NHS dentistry over the past 14 years, a staggering 13 million people are unable to see a dentist. Our rescue plan will provide 700,000 more urgent dental appointments and recruit dentists to areas that need them. We will rebuild the service for the longer term by reforming the dental contract. On the Monday after the general election, my right hon. Friend the Health Secretary met the British Dental Association to look at a range of issues around the long-term NHS contract, including units of dental activity.
