The previous Government failed countless women through chronic underfunding of maternity services. At Stroud maternity hospital, post-natal beds have remained closed for more than two years. Local, midwife-led units, such as Stroud, deliver fantastic quality of care for women, while having low intervention rates during birth. Can the Deputy Prime Minister outline what steps this Government will take to improve maternity services?

Most lidos are in financial difficulty due to energy costs, so I look forward to meeting the Minister and establishing a lido fund.

Impcross, a company based in Stroud, is a sole supplier of flight-critical parts to Typhoon aircraft and key supplier for Vanguard submarines. The company is facing financial difficulties, with HMRC planning to wind it up due to national security concerns.

I thank the Chancellor for investing in our community care. In Stroud, the two beating hearts of our community—GP surgeries and our village pubs—reduce social isolation. Today, the publicans are meeting at Stroud Brewery to discuss the impacts of business rates. May I invite the Minister to discuss how we can help our pub landlords—perhaps over a pint?

My hon. Friend is right to point to the role that pubs play at the heart of local communities—I assume that the pubs and GP surgeries in his example are separate. As my hon. Friend the Exchequer Secretary set out earlier, we are in a situation where the temporary pandemic business rates relief is coming to an end and the new revaluation, which is post pandemic, comes into effect. In that context, we are supporting the high street, including pubs, with permanently lower tax rates for eligible retail, hospitality and leisure, as well as a support package that means most properties seeing increases will see them capped next year at 15% or less, or £800 for the smallest properties.

I agree that signage in GPs’ surgeries, dentists’ waiting rooms and pubs and clubs are valuable tools to warn the public about signs of domestic abuse and can help point worried individuals to places where they can be helped. We must ensure that such signage is available when needed.

This morning I heard from my medical colleague, Dr Rebecca Inglis, of Healthcare Workers Watch, that a GP in Gaza was killed by Israeli soldiers—shot in the head, Mr Speaker. He is just one of 1,200 healthcare workers who have been murdered by Israeli forces. Countless others have been unlawfully detained and tortured. Israel is deliberately destroying the Palestinian healthcare system. Will the Minister please raise these issues with his Israeli counterpart?

I can confirm that I have raised these issues with my Israeli counterpart. It is appalling that hundreds of healthcare workers have reportedly been killed since the start of the conflict. We continue to urge the Israeli authorities to ensure that incidents are investigated transparently and that those responsible are held to account and lessons learned. Healthcare workers, premises and facilities must be protected, allowing medical staff to do their work.

Peaceful protest is a cornerstone of a functioning and healthy democracy, but people in Stroud and across the country felt that the legislation passed by the Conservatives in 2022 limited the right to peacefully protest. My constituent Adam Beard was convicted and sentenced to a year in prison for planning a peaceful protest. Given all the prison overcrowding, will the Minister consider whether peaceful protesters could at least avoid custodial sentences?

Pension credit claims, as we have heard, have increased by 64%, and I commend the Minister and the Department for making that happen, as well as Citizens Advice in Stroud and bureaux throughout the country. However, there are 800,000 people who earn just above that limit and live in poverty. I wonder whether, when a fiscal situation arises, the Government will review the cap, and indeed the gradient of this benefit.

I can tell him that, as part of Great British Energy's plans, we want to work with local schools, local hospitals and, indeed, local leaders to have a solar panels programme, because this is a way to rapidly decarbonise and to save money off bills.

["I am concerned about the deliberate targeting of healthcare workers and facilities in Gaza, which has led to over 1,700 healthcare worker deaths since October 2023. Hospitals have been bombed and raided, causing $1.47 billion worth of damages to the health sector. Only three out of 200 primary healthcare centres are fully functional, and no hospitals in northern Gaza or Rafah are operational. Public health issues include 89% destruction of water sanitation infrastructure and a rise in Guillain-Barré syndrome cases. The Israeli Government has systematically dismantled Gaza's healthcare system through attacks on health facilities, resulting in 735 incidents reported by the World Health Organisation. The UN commission of inquiry concluded that Israel's actions amount to a deliberate policy to destroy the health-care system of Gaza, categorised as 'medicide' and part of an act of genocide. Amidst this destruction, medical aid remains obstructed with only limited supplies and evacuations permitted."]
