Homelessness levels are far too high in this country, and we are developing a long-term strategy, working with mayors and local leaders, to end homelessness once and for all. We are taking action to tackle the root causes, which is delivering the biggest increase in social and affordable house building in a generation, and we have picked up where the Conservatives failed by abolishing no-fault evictions, preventing many renters from ending up homeless.

Does the Minister agree that for the tourism industry to be a real success, hotels cannot be undermined by short lets, and that getting the registration scheme in place and the Treasury to investigate where there might be breaches of HMRC rules are important steps forward in ensuring that?

The Cities of London and Westminster has more jobs in it than people—certainly many more than there are young people. For too long, though, some of the young people in the very centre of London have not had the chances they should. I welcome the Government’s youth guarantee. Will the Secretary of State tell me how it will work with institutions such as Westminster city council, the Corporation of London, Zacchaeus 2000 and the Abbey Centre to really deliver on that promise?

I would like local authorities, businesses—all of us—to see the youth opportunity challenge as a national endeavour worthy of all our support. What economic assessment has been made beyond food and drink, the youth experience scheme, Erasmus and the emissions trading system to make sure that, at the forthcoming summit, we deliver on our commitments?

I am working to make sure that the managing agent Freshwater will meet me to talk about its service charges. Does he agree that it is important that managing agents meet representatives in order to tackle these high levels, and to ensure that they are prepared for this Government's reforms? I also have a real concern about the impact of high service charges on the long-term sustainability of the leasehold model for people who are choosing to retire into leasehold properties.

I absolutely agree with my hon. Friend. High and rising service charges are putting unprecedented financial pressure on leaseholders. They are also causing more and more issues with mortgages and remortgaging processes. On her point about managing agents: yes, managing agents absolutely should meet with residents who have concerns, either collectively or individually.

I listened carefully to the Minister’s response and am encouraged by the progress that is being made. When does he expect the UK-EU summit to take place? Is he expecting a completion of the negotiations on a sanitary and phytosanitary agreement and the youth experience scheme? The families I am speaking to tell me they are concerned by a lack of accountability for parents and children when those children are not getting the support set out in their EHCP. What certainty can you give these families about what is coming forward on accountability, so that they have confidence their individual needs will be addressed through their EHCPs?

Not far from here, on Whitehall and on Oxford Street, we have seen the proliferation of Harry Potter shops. These are not welcoming for our tourists and we do not believe that they are trading fairly. Will the Minister support me in encouraging His Majesty’s Revenue and Customs to work with Westminster city council, which is doing great work in shutting these shops down, to ensure that we create space for thriving high street businesses?

I entirely share my hon. Friend’s view. We want to see thriving high streets. We want to see full shops, but we want to see them trading fairly, properly and in a quality way, working well with their staff and being a good part of the community. When that is not happening, it is really important that action is taken—she raises some high-profile examples—and we of course stand ready to support local authorities in whatever way we can.

What steps the Church Commissioners are taking to ensure value for money for leaseholders. I thank my hon. Friend for the time she spent with me and my constituents of the Hyde Park estate to discuss tackling some of the high service charges they are facing. Does she agree that it is vital that the Government continue to make progress on the regulation of managing agents so that these high costs are clamped down on and there is more accountability for leaseholders?

We all know that many managing agents behave in ways that are not fit for purpose. It is absolutely right that we need legislation to deal with unscrupulous managing agents, because things cannot continue in the current vein.

Roberto, one of my constituents, has seen his water bill go up by nearly 45% in the last two years, and other constituents have contacted me to say that their bills have nearly doubled in that time. I am pleased by what the Minister said about holding the previous Government to account for their failure to invest in infrastructure. What more can the Government do to hold Thames Water to account for its failure to invest in infrastructure, its poor service and these rip-off charges for consumers?

Roberto is right to feel angry about his bill increase, the past performance of water companies and the toothless regulation under the previous Government. We have already taken action to deliver our manifesto promise to hold water companies to account, ban unfair bonuses and introduce criminal liability with up to two years in prison. We have also created the water delivery taskforce to ensure that all water companies, including Thames Water, deliver on their promised infrastructure improvements. The Government will always support those struggling with their water bills. Indeed, this Labour Government and water companies are more than doubling the social tariff support over the next five years.

I have been working with residents of the Quadrangle, the Water Gardens and Connaught Village on reducing their service charges by 10%. Will my hon. Friend join me in congratulating them on their hard work and agree that they should not have had to work that hard? 'Massive' is probably the word I would use. His case is being raised in America and across the European Union, and we are raising it too. His trial has begun, and he is now well into his 70s, which is why I have made the case to the Chinese that he should be released. This is becoming cruel and unusual punishment, frankly.
