National Highways, a Government-owned company, has reneged on a promise to replace a demolished footbridge at Park Lane West in Netherton. The footbridge crossed one of the busiest roads and junctions in Merseyside, used by countless residents, particularly children and parents going to and from infant and primary schools. My constituents have requested that that bridge be replaced—no ifs or buts. Will the Prime Minister support my constituents' very reasonable request to honour that promise made by National Highways?

I pay tribute to the veterans of the Royal Naval Association Crosby branch who are in the Gallery today. Gabe Santer, a 15-year-old, fell to his death from a multi-storey car park in Liverpool in 2020, one of many to die in such tragic circumstances, including in my constituency. My Multi-Storey Car Parks (Safety) Bill seeks to prevent such deaths. Will the Government look carefully at its contents as part of a national suicide prevention strategy?

We will conduct a call for evidence on part K of the building regulations about minimum guarding heights so that the necessary protections are in place to prevent future tragedies, and we will also look at the contents of the Bill.

Statistics can only partly measure the price paid by…servicemen and women. Incidences of broken marriages, suicides, alcoholism, deep depression, and homelessness among veterans remain largely unquantified. Given that, will my right hon. Friend restate Labour’s commitment to providing our veterans with the holistic support they need and deserve?

Veterans in Sefton have stated that the statistics only partly measure the price paid by servicemen and women, including unquantified incidents of broken marriages, suicides, alcoholism, depression, and homelessness among veterans.

I have just had a meeting with families whose loved ones are in care homes and hospitals, facing unjustifiable denial of access. Is the Prime Minister prepared to introduce legislation to make it legal for people to visit their loved ones in such facilities?

My grand-mother received a war widow's pension for 67 years. My mother received one for 49 years. Two of my nephews are veterans, and a veterans' network operates in my constituency. They would agree that a pension should be paid at UK rates, wherever a veteran, or any pensioner, lives in the world. When will 96-year-old Anne Puckridge, a world war two veteran who lives in Canada, and 60,000 other veterans who served their country courageously and live abroad, stop being treated as second-class veterans and get the full pension they deserve? Will the Prime Minister commit to ending that injustice, and agree to meet representatives from the End Frozen Pensions campaign? As a start, that is the very least that a British Prime Minister could do for Britain's greatest generation.

According to a joint letter I received from the Home Secretary and the Levelling Up Secretary on 27 March 2023: “Tackling antisocial behaviour is an absolute priority for this Government.” In the real world, how can 450 fewer police officers in Merseyside since 2010, and 69p per person invested in the immediate justice pilot, be classed as anything approaching tackling antisocial behaviour?

Those receiving the £150 disability cost of living payment are already £1,000 a year out of pocket, so will the Minister meet me and representatives of Parkinson's UK to discuss this very important issue?

What I can say is that in locating to Blackpool, as was recommended, we will do our utmost to avoid compulsory redundancies. There is a good working relationship at a local level with the trade unions, which are doing well to represent their members. There is an absolute expectation on our part that we will maximise the ability to work flexibly, with things such as deferred moves and everything else we can do to support our employees. This move was designed not to cut posts, but as an estate rationalisation scheme.

The hon. Gentleman has raised this with me on more than one occasion previously. I know that it matters greatly to his constituents. As announced back in 2016, Defence Business Services will consolidate its north-west estate into a single location. Last year, a thorough multi-criteria decision analysis was undertaken, which considered a number of locations and recommended consolidation in Blackpool. The full business case is being considered within the approvals process. I expect to make an announcement soon, and will write to the Members representing the constituencies affected.

I thank the Minister for that response. As he is aware, the national diet and nutrition survey has shown that average intakes of dietary fibre in the United Kingdom are well below recommended levels and less than a quarter of those of countries such as Denmark, where the Government work across industry on a public-private partnership basis to boost wholegrain intakes. What consideration has the Minister given to implementing such an initiative in the United Kingdom to provide a much-needed boost in fibre intakes among the public?

The hon. Gentleman makes a typically sensible and reasonable point. Government advice on a healthy balanced diet is encapsulated in the UK's national food model, the “Eatwell Guide”. It includes advice on incorporating fibre into the diet through fruit and vegetables, bread, rice and pasta. We set nutritional standards for catering in all Government Departments and related organisations to improve the nutritional content of food served, including increasing fibre. I agree that it would be helpful to increase intakes of fibre in our diet, guided appropriately by clinical and medical advice, and a key element of achieving that is working with industry.

This time last year, the Canadian Government asked the UK Government to enter into talks to bring about pension parity for pensioners like Royal Navy veteran Alan Wren, who was forced to work until he was 78 years of age because his pension had been frozen in Canada. Clearly those discussions were not very productive, were they? I can tell hon. Members that, according to the LGA, the likely outcome is 6.6, 6.6, 6.5, 6.4, 6.2, 10, 10, 9 and 4. In all, 37 councils of the 50 new Tory MPs—that is 70%—are set to lose millions under the Government's so-called fair funding formula. Did the Chief Secretary mention that to his new colleagues, or has he been too busy keeping an eye on the potential job vacancies?
Context
The Chief Secretary's previous discussions with councils were not productive. The Government's formula is expected to result in significant funding losses for many councils.

The figures the hon. Gentleman refers to are pure speculation. The formula has not been concluded yet, so it is a bit difficult to talk about the conclusions in advance of that. There will be a consultation. Regardless of the type of area that any Member in this Parliament represents—rural or urban, north or south—it will be an evidence-based formula. All the various criteria that drive local government spend, whether it is rurality or deprivation, will be taken into account. All Members can have input into that process and can have confidence that the final formula will be fair and, importantly, evidence-based.

In my previous role I had many conversations with councils up and down the country. Indeed, in this job I take representations from the Local Government Association, the District Councils' Network and the Core Cities consortium, among others. The point is that this will be an evidence-based formula that looks at the various needs of all authorities up and down the country. It is being done in partnership with independent academics to help us arrive at a formula that is fair for every part of the country and every local authority.

["People with long-term physical health conditions are more likely to experience mental ill health, leading to poorer quality of life. The key concern is the lack of integration between physical and mental healthcare services. Parkinson's disease affects up to 40% of sufferers with depression and up to 30% with anxiety, higher than the general population's 17%. Research indicates that people with diabetes are twice as likely to experience depression and suffer from it more frequently and longer. Studies show over half of all MS patients will experience depression at some point in their lives, and nearly half of those with arthritis report persistent pain affecting mental health negatively."]

["Covid-19 has had a 'calamitous impact' on patient access to surgical care, according to the Royal College of Surgeons. Peter Dowd is worried about the significant increase in waiting times, with nearly 400,000 patients waiting over a year for treatment compared to just 1,643 in February 2020. Only 64.5% of patients were treated within 18 weeks in February against the Government's target of 92%, which was last achieved five years ago. In Bootle's clinical commissioning group area, there are 1,374 people waiting a year or more to be seen, compared with eight in April last year."]
