Every week, I meet families in Barking and Dagenham who tell me that they worry about paying their bills because they are on zero-hours contracts. My constituents want the chance to work hard in a secure job, earn a decent wage and have dignity in their workplace. As Labour’s plan for change delivers the biggest uplift in workers’ rights in a generation, does the Prime Minister agree that Reform MPs working and voting against our Employment Rights Bill show that they are no friend of workers in this country?

Thousands of my constituents in Barking receive their energy via a heat network provided by their landlord or a housing association. In many cases, they are not eligible for the warm home discount. What plans do the Government have to make sure that those constituents receive the support they need?
Context
Many tenants are not eligible for the warm home discount via their heat networks.

We have had challenges with heat networks across the country. That is why we are bringing forward regulations to make sure both that there is a fair price for people on heat networks and that they can access the warm home discount.

I thank the Minister for outlining the support available to households with high energy bills. Some 6,000 households in my constituency benefit from the warm home discount, but many in Barking and Dagenham, alongside almost 2 million other households in this country, are dealing with high energy debt. What plans are under way for energy debt relief schemes, or a scheme to help those who built up debt under the previous Government, so that we can support them now?

The Warm Home Discount is being extended to more households, but there are concerns about energy debt relief for those who accumulated debts under the previous government.

We are working with Ofgem to put in place a debt support scheme to deal with the huge rise in energy debt that we saw during the energy crisis, which the Conservatives failed to deal with. That will provide much-needed support, whether through debt write-offs or debt repayment plans. It will mean that households that cannot afford their energy bills, are struggling, and will never pay that debt are provided with support.

I thank the Minister for his answer. As a member of the Public Accounts Committee, I see on a weekly basis the waste that existed under the previous Government, from the billions spent on badly procured covid contracts to a Rwanda scheme that delivered nothing. What steps will the Minister be taking to make sure that we deal not only with value for money for the taxpayer, but the legacy of waste under the previous Government?

My hon. Friend is absolutely right. Not once in 7 years was a zero-based review done, not once did former Conservative Ministers require their Departments to go line-by-line through their budgets, and not once did they think that the responsible thing to do was to go through to check how every pound of taxpayers’ money was spent. The British people were sick to death of that approach to politics, and this Government are taking a fundamentally different approach.

I am concerned about my constituency of Barking being woefully under-served by primary healthcare, especially in terms of GPs where each serves an average of 2,000 patients compared to the national average of 1,600. The area of Barking Riverside has no GP services despite housing developments. Will the Secretary of State meet me to discuss this matter so that thousands of new homes will also have a primary healthcare facility on site?

I would be delighted for my hon. Friend to meet me or the relevant Minister. The NHS has a statutory duty to ensure sufficient services in each local area, including general practice, and it is vital that we also take into account population growth and demographic changes. I strongly support the Deputy Prime Minister’s commitment to delivering 1.5 million new homes and she and I know that this must be accompanied by local healthcare facilities. We are working together to achieve just that.
