My hon. Friend knows that food is always at the very top of my agenda, and the nation's food security is as well. We have discussed the right frequency for that report's sequencing many times. The three-year timescale is about right.

It is crucial that we do exactly what the Chair of the Environment, Food and Rural Affairs Committee says. The Cabinet Office works closely with DEFRA on our great campaign to promote food around the world and we do that through our trade commissioners and the great teams that we have in post.

The memorandum of understanding with the South West Food Hub did not include specific funding, but the Minister is keen to work with the hon. Friend on this issue and explore it further.

We have a dedicated group within DEFRA since January planning for potential impacts from Ukraine, and we are largely self-sufficient in wheat imports. We will look at the costs of inputs for livestock sectors.

I am aware that my hon. Friend has asked previously whether FareShare could also be engaged in making sure that food from farms does not go to waste, and I have said that I am willing to discuss that with it. On his point about prices, we have a highly competitive retail sector and, generally speaking, it has absorbed some of the price pressures to date.

We are working hard to ensure that my hon. Friend has that clarity and that we have that understanding in the area of biosecurity. We want to ensure that everybody knows what the rules are so that we can get on with improving the environment and planting those trees.

The Government are working on a sanitary and phytosanitary policy statement that will set out the UK's farm-to-fork approach on these matters, the science of good farm husbandry and how that improves food safety standards. We also have some key things in our legislation, such as bans on the use of hormones in beef and of chlorinated washes. Those are in our legislation and will not change.

The Government is working with the banking sector to ensure victims are not left out of pocket, and encouraging reporting suspicious emails and texts. Forward suspicious emails to report@phishing.gov.uk and texts to 7726 for swift action.

The Government is working closely with industry, regulators, law enforcement, and consumer groups. Since its launch last year, the National Cyber Security Centre has shut down over 50,000 scams and taken down almost 100,000 websites. The economic crime victim care unit works to ensure victims are not left out of pocket and encourages reporting suspicious emails and texts.

We are looking at how we can best support the industry in a proportionate and joined-up way, including speaking to colleagues across Government repeatedly with those in the FSA and Department of Health and Social Care.

The bill increasing the maximum penalty for animal cruelty is nearing completion with a high degree of confidence it will pass before the end of the Session.

Unlike the European Union, we have taken a pragmatic approach to phasing in border controls, so that we can protect business supply chains and UK consumers, but when we do start to introduce those export health certificates, they will be certificates that are of a similar form to those of the European Union, since they are derived from retained EU law. I understand the point my hon. Friend is making, but we should also remain conscious that the primary focus of these checks is to protect food standards and animal health.

We are already conducting some checks on live animals, with full documentary checks and physical checks being conducted at the premises of destination. We plan to introduce some documentary checks on products of animal origin next month and then begin some physical checks from July onwards, and also to introduce similar checks on plant products later this year. Recruitment of staff by the port health authorities is at an advanced stage.

I thank the Chairman of the Environment, Food and Rural Affairs Committee for that question. I know he takes a very keen interest and we also await with equal interest the publication of the report next week. It would not be proper to prejudge what may or may not be in the report, but it is clear that we are doing everything possible to support our food and drink exports. Returning to the question of Australia, we actually have a food and drink surplus with Australia. We are looking to get more market access and to promote more agricultural exports to Australia, which I know will come with great welcome from him and the EFRA Committee.

The UK and Australia held the third round of negotiations for a free trade agreement between 23 November and 4 December. Discussions reached an early milestone of exchanging initial tariff offers, showing the momentum behind the negotiations. The fourth round of negotiations began this week and is live as we speak.

One-to-one support is offered to fishing enterprises struggling with new paperwork from HMRC or APHA. A £23 million fund was announced to help affected fishing businesses.

My hon. Friend was right to raise the ELM scheme. Our future farming policy will be centred around support aimed at incentivising sustainable farming practice; creating habitats for nature recovery; and establishing new woodland ecosystem services to help tackle climate change.

The Government are committed to creating a high-quality route along the A303/A358 from the A3 to the M5. This will be the south-west strategic route. The Government have no plans to dual the alternative A303/A30 route between Ilminster and Honiton.

My hon. Friend makes an important point. We have been doing a lot of work on business readiness with the sector—in particular, with meat processors—to ensure that they understand what will be required of them. Whether or not there is a further agreement with the EU, meat processors will need export health certificates. We have been working with the Animal and Plant Health Agency to ensure that there is capacity in the veterinary profession to deliver those export health certificates, and we are also ensuring that those companies understand the customs procedures that they would need to go through.

DEFRA is working with officials across government to ensure that the flow of agricultural imports at UK borders continues after the transition period. We will introduce a phased approach to import controls for EU countries, to give businesses impacted by covid-19 time to adjust, while maintaining biosecurity controls.

We have created a £200 million port infrastructure fund to provide financing support directly to ports. Furthermore, in July, to help the whole of the border industry prepare, we published a border-operating model for the border. An update will be published shortly, providing further details on policies and processes for the end of the transition period.

George Eustice acknowledged Neil Parish's point about the importance of domestic production in maintaining food security. He mentioned that the Agriculture Bill includes a commitment to review food security every five years which will cover the health of the food supply chain and food production in the UK.
