A wise man recently called for “good growth in every postcode and hope in every heart.” In Croydon, these cannot come soon enough. Gatwick's expansion could provide Croydon's young people with world-class employment and training opportunities close to their homes, but the previous Conservative Government's cuts to rail infrastructure investment around East Croydon station could still put them out of their reach as they cannot physically get to them. Will the Prime Minister look again at the Croydon area modelling scheme, back my campaign to unblock the Croydon bottleneck and outline what this Government are doing to give young people in Croydon East access to the opportunities they deserve?
Context

We certainly will do that. I am in no doubt over the importance of good transport connectivity to young people's life chances, and I will ask No. 10 North to make contact with my hon. Friend so that we can get that scheme back on track. More broadly, we do need to change the way we support young people, and I have already announced a change to education so that we have a technical path for young people from 14—so that we give young people a path towards good T-levels, BTECs, work placements and degree apprenticeships and we support them with travel costs, which is something that I did in Greater Manchester. Bringing back hope very much starts with our young people—give them a clear path from school towards a good job. That is something that the current education system that was put in place by Michael Gove has sadly failed to do.

I am proud of Labour's action to bring Greater Thameslink Railway, Southern, and Gatwick Express into public ownership. The previous Government shelved plans for the East Croydon station improvement scheme. Will the Prime Minister look again at this scheme and support my campaign? Does he agree that by bringing railways back into public hands, we are getting back on track?

Building a Croydon for all starts with ensuring that our residents have the dignity and stability of a decent home, but hundreds of families in my constituency face homelessness because of no-fault evictions, so will the Prime Minister outline how the Government are progressing on their plans to fix the private rented sector and ensure that renters in Croydon have the security and peace of mind that they deserve?

My hon. Friend is a brilliant representative for Croydon, and she is right: for too long, renters have been at the mercy of rogue landlords, pushing thousands into homelessness. I am delighted to confirm that this Friday no-fault evictions will be scrapped once and for all. That sends an important message to anyone living in a damp, unsafe home, anyone who has suffered an unfair rent increase, and every family forced to move over the last year to year.

Successive Conservative Governments stripped our councils of funding for youth services, pitting them against services that were under statutory protections. That has led to one in eight councils no longer having a youth centre. Croydon, which is London’s youngest borough, is about to lose its youth engagement team and its last crumb of council-run universal youth provision. Can the Deputy Prime Minister outline what this Labour Government are doing to support our young people? Does she agree that it is time to look again at statutory protections for youth services, so that all young people, no matter where they live, can get the services they deserve?

The expansion of Department for Work and Pensions youth hubs and the roll-out of Young Futures hubs are a testament to the Government’s commitment to stand alongside young people and support them to succeed. The Centre for Young Lives has called for Government Departments to work jointly to ensure clear alignment across those hubs to prevent duplication and to stop young people falling through the gaps. What steps will the Government take to ensure that Young Futures hubs and DWP services share information effectively, align their programmes and provide seamless pathways to improve outcomes for young people?

One of my first visits in this post was to the youth hub at Selhurst Park, which is close to my hon. Friend’s constituency, as part of our partnership with the Premier League. When I was there, I heard the story of one young person, Erin, who had had a successful outcome: she increased her confidence, got a job and wanted to move on to another one. It is important that we put in place handover arrangements, particularly for 16 to 18-year-olds, to ensure a smooth transition from the earlier help they will get in a Young Futures hub to the kind of age group we deal with in youth hubs, which is more focused on employment and careers.

How will NHS online help young people access the mental health support they need, and what impact will it have on reducing the waiting times for children and adolescent mental health services?

Early access to high-quality support is critical for young people struggling with their mental health. We are hiring more staff, expanding support teams in schools and boosting support in new Young Futures hubs so that children can get the best possible start in life. Although initially not focused on CAMHS, the scope of the NHS online hospital is a personal priority for the Prime Minister and has the capacity to grow, and we will consider incorporating it when safely able to alongside other services.

Croydon is London’s youngest borough. Given that 6.6% of people aged 16 to 24 in my Croydon East constituency claim out-of-work benefits, supporting young people into work, and breaking down barriers to opportunity, is vital. Will the Minister give a little more detail about the additional funding for the London youth guarantee trailblazers, and will she outline how that will help Croydon’s young people into work?

Despite an increase in council tax of 27% since 2022, £136 million in exceptional financial support this year and brutal cuts to services, Croydon council’s finances remain broken. As an outer-London borough with inner-London problems, Croydon has historically not received the funding it needs to cover the costs for demand-led services like temporary accommodation, so even if Croydon’s debt was wiped out, it would still need exceptional financial support. Will the Minister outline how councils like Croydon will get the resources they need to meet the complex challenges they face and provide the frontline services that our communities deserve?

I appreciate, understand and accept that pressures that were previously felt in inner London are now felt in outer London, and in rural areas too. My hon. Friend will know that in February we provided £136 million in EFS support for Croydon council, and we will continue to work with it. We have met and talked about the issues a number of times, and I know that she understands that those are not small problems to deal with.

A constituent has contacted me about the difficulty he is facing in trying to get what he is entitled to via the Windrush compensation scheme. Given that victims of the Windrush scandal are not entitled to legal aid, a large proportion are assessed as eligible for compensation but cannot meet the high threshold of evidence necessary to prove that they are entitled to it. Will the Home Secretary look again at what legal support can be provided to the victims of this scandal, so that they can finally get the justice that they deserve?

The Croydon area remodelling scheme would upgrade East Croydon and Norwood Junction stations in my constituency and improve services across the Brighton main line and most of the south-east. However, after the previous Government withdrew funding for this vital infrastructure project, passengers continue to suffer delays, and opportunities for growth across the south-east remain untapped. Given the Government’s mission for growth and increased demand for rail services to Gatwick airport, will the Secretary of State look again at the Croydon area remodelling scheme and meet me to discuss how investing in Croydon’s transport infrastructure could unlock growth across the south-east?

I welcome this Government’s commitment to halving violence against women and girls, and their investment in the domestic abuse protection order scheme in Croydon. However, Croydon’s youth engagement team, who focus on helping to prevent young women from being brought into gangs through grooming, abuse and vulnerability, are facing cuts due to the budget constraints facing the council. What more can the Government do to support local communities and local councils to prevent young women from being dragged into gangs through grooming and things like that?

We are working with the sector to reform the contract, with a shift to focusing on prevention and the retention of NHS dentists. When I chaired an all-party parliamentary group meeting with over 80 young people and organisations from across the sector, including Reaching Higher from my constituency, they highlighted the urgency of a national plan for young people but noted that 73% cuts to funding have led to 4,500 youth workers leaving the sector in the past decade. Can the Secretary of State outline how her national youth strategy will support youth workers and attract more people back into vital work?

["The Croydon area modelling scheme, or CARS, is a Network Rail plan to add capacity and resilience to the most complex part of Britain's rail network. The lack of capacity at East Croydon station leads to delays and cancellations across the Brighton main line and Thameslink corridor. Around 18% of national passenger journeys take place on the Govia Thameslink Railway network, which is already the most congested part of the southern rail network outside London. Without remodelling at East Croydon, the Brighton main line is expected to reach 100% capacity by 2030."]
