Will the Government ensure that key retail workers in England and Wales receive similar specific legislative protections as those recently passed for Scottish counterparts?
Context
Retail workers are not adequately protected from abuse by specific legislation in England and Wales.

In response to serious crimes against retail workers, Sentencing Council guidelines refer specifically to such workers' roles in public services, increasing sentences. Courts should find aggravating factors where shop workers are victims of crime.

According to TUC polling, two fifths or 40% of workers say they will have to go into debt or into arrears on their bills if their income drops to £96 per week, which is the equivalent level of statutory sick pay. What steps is the Department taking to ensure that SSP is set at a level that does not require people to take on extra debts or avoid paying bills?

I thank the hon. Member for that question. As set out earlier, SSP is only part of the wide range of support that could be available, including universal credit, new-style ESA and support through local authorities. It will depend on each individual claimant's circumstances. Wider SSP was increased as part of the annual uprating. As part of “Health is everyone's business”, we continue to review the rates, structure and support provided through SSP.

I gave an update to the House on the situation recently, just a few days ago. We regard the reports of forced labour, the conditions of detention and the forced sterilisation of women as grave violations of human rights, which is why we have introduced new measures to prevent any British businesses from feeding into the supply chains, or any businesses in China from profiting in the UK from this gruesome trade.

Some sources predict 2.6 million people could be unemployed by next year. Universal credit, piloted in Hartlepool five years ago, still has teething problems. Can the Minister assure that the system will manage increased claimant numbers?

The universal credit system handles 5.8 million claimants, rising from 2.2 million. It is modern and dynamic and has performed well during previous challenges.

Would the Secretary of State agree to meet me to discuss the reopening of our police cells in Hartlepool as a matter of importance to build back confidence?

Cleveland police are 500 officers down, Hartlepool magistrates court has closed, and local cells have been mothballed due to underfunding.

I am sure he supports our moves to scale up number of officers. In Cleveland, numbers are rising encouragingly. I note the point about custodial facilities but use remote technology too for quick case resolution.

Last year, administrative errors in UC fell from 2.3% to 2.1% in respect of wrong payments. We recognise that this is still a relatively new system, and we will continue to work with claimants, charities and stakeholders to make sure that UC can continue to offer personalised, tailored support to unlock all people's potential.
