I am concerned about the number of children being remanded to custody and wonder what assessment has been made regarding its implications for policies considering 44% of youth custody places are occupied by those on remand who do not end up with a custodial sentence. I also raise concerns about high levels of violence in young offenders institutions where children spend most of their time locked up.

Giving all young people a good education is key to levelling up our country. The number of apprenticeship starts has fallen by a third since the last decade and there are 3% fewer completions than three years ago. Why have the Government let the number of offered and available apprenticeships slide, and why do young people not qualify at the rate they did in the past?

We want all young people to have access to good, high-quality apprenticeships because they offer a valuable experience and an opportunity to upskill at the start of their career. We have seen a 4% increase in apprenticeship starts by young people under the age of 19 so far this year, and 57% of all starts have been by those aged under 25. Last year, we saw a 21% increase in apprenticeship achievements in St Helens South and Whiston. That is welcome news but there is always more to do.

Reoffending costs £18 billion a year, but there is not just the financial cost but the impact on society in general, as well as on the individual. Some young prisoners are still getting only one hour out of their cells, so there is no time for rehabilitation—they can perhaps do a little exercise, but that is not the same. How confident is the Minister that all young prisoners will get the re-education that he has outlined? When does he think all young prisoners—if these people have to be in prison—will get proper rehabilitation and the support they need when they come out of prison to get a home, to have somewhere to stay and to go into further training?

I am grateful to the hon. Lady for that. As she knows, I have a huge amount of respect for her, and she raises a hugely important point. We have heard from the Lord Chancellor that reoffending rates have come down from 31% to 25% since 2010. So we are making progress, but we want to drive them down further. She also rightly highlights the importance of purposeful activity leading to the opportunity on release for employment, accommodation and so on. That is central to the opportunity for prisoners to rehabilitate themselves.

In the last two weeks there have been repeated examples of the Chinese Government's attempting to intimidate those who have bravely stood up for the freedoms promised to Hong Kong. Does the Minister accept that we must urgently improve our own protections of the Hongkongers, especially given our moral and legal responsibilities?

The UK and our allies were swift in condemning the issuing of arrest warrants for eight individuals living overseas. What progress her Department has made on developing a register of home-schooled children. An increasing number of children are being educated at home, partly as a legacy of the covid pandemic. I am sure that many of those children are receiving a good education. However, local authorities still have a duty to ensure that resident children are receiving a suitable education. It is essential that local authorities are notified of children who are being educated at home, but at the moment there is no legal obligation for them to be notified by the parents.

I completely agree with the hon. Lady that we must treat all those living with dementia and all those caring for people with dementia with respect and do everything we can to support them. We have not. We have proven our leadership and commitment time and again. We have ramped up pressure on China in multilateral forums. We are taking targeted action on supply chains and our approach to China remains clear-eyed: we remain rooted in our values and in our interests. The truth is that we have announced a series of measures to help make sure that British businesses and the public sector are in no way complicit in the rights violations in Xinjiang, and that includes making sure there is a review of export controls as they apply to the situation there.

We both know that being a prison officer is a difficult job that takes years of experience to perfect, yet a combined 86,000 years of experience has been lost since 2010. As at 31 December 2020, the cumulative length of service by all band 3 to 5 prison officers was more than 243,000 years. From late 2016 to the end of December 2020, the number of prison officers has increased by more than 3,600.

In 2021, 3,630 social workers left their posts at local authorities, representing a 16% increase from the previous year. Many of these social workers leave due to unmanageable caseloads; over half of all social workers have considered leaving because of them. Local authorities are increasingly relying on agency workers, costing an additional £26,000 per worker annually.']
