I welcome the Government's historic investment in carbon capture and storage technology for Teesside and Merseyside. This week I have been at the sector's conference, and the feeling there is that this is a Government who are delivering after years of delay. Will the Prime Minister recognise the unique potential that Teesside has for jobs, prosperity and economic growth into the future?

Yes, and you will have observed, Mr Speaker, that on Monday we had a very successful investment summit, with £63 billion coming into this country, jobs in every part of the UK, and a clear message from businesses that they are prepared to invest now under this new Labour Government. Part of that was a £22 billion commitment to carbon capture, usage and storage, creating the first clusters in the world including, as my hon. Friend points out, in various parts of the country. We will support those jobs and investment. We will grow our economy and rebuild our country.

Working with Councillor David Branson, I have been pushing to get more support for our local schools to cut their bills. I am really pleased that Great British Energy funded new solar panels for Sunnyside academy in Coulby Newham last year. Will Ministers meet me to see whether we can get more support so that more of our local schools to cut their bills?

Will the Security Minister give us an update on the work of the defending democracy taskforce to tackle the level of disinformation on social media and in our democracy?

The defending democracy taskforce is the fulcrum point that co-ordinates activity across Government. We work very closely with other Departments specifically on the issue of countering misinformation and disinformation, not least as we move towards the important elections taking place in May. This is an important body, which has recently had its mandate renewed by the Prime Minister.

Do the Government expect the article 28 GATT—general agreement on tariffs and trade—process to be honoured for those quotas, and will trade measures be set out prior to the steel strategy?

There are 46 long-term empty properties in the community of Park End in my constituency. Park End desperately needs regeneration, so I am delighted that the Government have awarded it £20 million of Pride in Place funding, for the community to use for regeneration over the long term. Will the Government commit to working with me to make sure that the local community gets the best from that funding?

On 28 September, the historic Boulby line in my constituency will be reopened for passengers to celebrate 200 years of passenger rail. Yet I believe the line ought to be open permanently so people can access jobs and opportunities. Will the Secretary of State meet me to talk about that prospect and other transport proposals that I have for East Cleveland?

I would be very happy to meet my hon. Friend. He is right that in some instances, reopening branch lines on the rail network can be transformative for areas. I visited the opening of the Northumberland line in the first week I was in this job. Passenger numbers on that stretch of line have exceeded expectations and are unlocking opportunities for a whole range of communities in the north-east. Of course we want to replicate that across the country. That is why we have announced additional investment in the MetroWest scheme, down in the areas surrounding Bristol. I am happy to talk to him about the situation in his constituency in Cleveland.

I am grateful to my hon. Friend for raising this issue. Let me be crystal clear. Hamas must never be rewarded, and we will not reward it by the UK’s recognition of Palestine if we reach that point. Our demands of Hamas are absolute and unchanged: it must immediately release all the hostages who were cruelly taken on 7 October 2023 and held in the most atrocious conditions, which we have already discussed in the Chamber this morning.

I am pleased that the Government have been listening to us and backing Teesside businesses with serious investment—I have been pushing for investment in clean power and advanced manufacturing. Last year, the 2024 UK tech jobs report named Middlesbrough as the UK’s fastest-growing tech destination. Will Ministers work with me to bring in investment in frontier technologies such as artificial intelligence to our region as well?

The area of Middlesbrough South and East Cleveland is focused on clean energy opportunities, carbon capture and storage, offshore wind, creative and digital investment, chemicals production, steel manufacturing, and transport infrastructure. The region has seen significant investment in the form of a recommitment to £160 million for an investment zone.

He is right to say that some of the perhaps more traditional industries, though very exciting for the future, are not just the only story in his area. Specifically, our investment in skills to make sure that there is a pipeline of talent in every part of the country is a formidable and significant contribution to delivering on those opportunities. I want to ask about our compliance with article 14 with regard to the fast-track justice system. My constituent, a woman with schizophrenia, has been convicted of not paying her TV licence during mental health difficulties sparked by her mum’s mental illness. Next month I will meet the Safeguarding Minister alongside my constituent and a group of survivors of abuse and safeguarding failure within the Church. I thank my hon. Friend the Member for Battersea (Marsha De Cordova) for the work she has been doing to push the case for fully independent safeguarding processes. Will she continue to impress upon colleagues the need for full independence in terms of operations and oversight within the Church?

The General Synod voted in February to adopt a partially independent safeguarding model that includes an external scrutiny body, but work remains on moving towards full independence.

I reiterate that it is really important that Members, including my hon. Friend, continue to raise this issue and hold the Church to account. The Church is undertaking detailed work to look towards seeking to go with a fully independent model. In the meantime, the Church is getting on with setting up the external scrutiny body, which is likely to be on a statutory basis, in order to give it depth and may require legislation.

I welcome the Government’s action to increase prison capacity, but I am worried about youth custody. My local police force is particularly concerned that there is simply not enough space in the secure custodial estate for young people at risk of being exploited by organised criminal gangs. The number of Ministry of Justice contracted spaces has fallen since 2010 and is now around only 100 for the entire country, which is appalling. How will the Minister work with Department for Education to increase capacity, and protect vulnerable young people and our residents?

We certainly do not wish to reduce capacity. I can confirm that we contract with local authorities’ secure children’s homes, and place children there. In 2010 we contracted for 191 beds, and currently we contract for 103. That correlates with a decrease in the number of young people in custody, mostly over the period when the Conservatives were in government. We do not currently intend to reduce overall capacity in the youth custody service estate, which comprises young offender institutions, secure training centres, secure school and SCH beds. However, we are recommissioning secure children’s home places, and cannot predetermine the outcome of that exercise, but I assure my hon. Friend that we will not run out of space.

The Crown court backlog was dire when we took over. Instead of reducing cases waiting to be heard, it exploded under the Conservatives. We have taken steps such as funding 106,500 Crown court sitting days this year and increasing magistrates' sentencing powers, but more is needed.

What recent assessment has been made of the contribution of tourism to the local economies of coastal towns. The coastal village of Skinningrove is home to a fantastic tourist asset, Land of Iron, which is the leading ironstone mining museum in the country. Tourism is vital to our coastal towns, and if we are to reach our target of 50 million international visitors to the UK by 2030, we will need to do far better at improving tourism numbers in our coastal towns. My hon. Friend challenges me a bit. The Rhondda has the best mining museum in the UK, but I am prepared to concede that in England he might be right. But there is an important point: our mining heritage is part of understanding the country that we have been, and the country that we can be in future. I am very happy to meet my hon. Friend.

I welcome that announcement by the Secretary of State. It should shame every politician in this House that today veterans who have served our country are still sleeping rough on our streets. Can the Secretary of State set out the steps he will take to ensure that homes will be there for heroes?

Our first step was to ensure that veterans who face homelessness have a more advantaged place in social housing provision—that was announced by the Prime Minister in his Labour party conference speech and will be followed up by the Deputy Prime Minister in changes to the arrangements for local authority guidance. On the eve of Remembrance weekend, we also made a pledge of £3.5 million to help homeless veterans.

I welcome the Minister's response and last week's fantastic announcement about track 1 carbon capture investment in Teesside. Teesside has extraordinary potential for green jobs, whether in sustainable aviation fuel with Alfanar or in carbon capture, hydrogen and so much else. Does the Minister agree that only with Labour's plan for clean power by 2030, Great British Energy and our national wealth fund can we create well-paid long-term jobs in the industries of the future?

I agree with my hon. Friend, and I thank him for his support. I doubt anybody would disagree with him on the benefits of our announcements on carbon capture and storage, which will create 4,000 jobs in the short term, with carbon capture more broadly creating up to 50,000 jobs over the next decade or so. The Opposition Front Benchers chuckle, but I wonder whether, instead of dismissing that number of jobs, they might welcome them alongside Government Members. Alongside carbon capture, Great British Energy, our national wealth fund and our British jobs bonus, we are putting in place the levers to encourage growth across our country, and the Climate Change Committee estimates that up to 725,000 net new jobs could be created in low-carbon sectors by 2030.

Changes will be made to ensure decarbonisation without deindustrialisation, focusing on skills development and collaboration with the Department for Education.
