I thank my right hon. Friend for her work both in this area and with Zelda Perkins, who has rightly been recognised in the new year honours list. I am proud that our Employment Rights Act 2025 introduces a new measure that will void any provision in an agreement between a worker and their employer that prevents a worker from speaking out about harassment or discrimination in the workplace. My right hon. Friend will be aware that implementation of this measure is subject to consultation. We have engaged closely with the Department for Business and Trade on this policy and continue to do so.

What work are the Government doing with the Lebanese Government and in particular the Lebanese armed forces to shore up our crucial ally in the region?
Context
Despite a ceasefire being in place for almost a year, Israeli forces struck UN peacekeepers in southern Lebanon over the weekend.

Lebanon is a crucial ally. I will travel there shortly and intend to go to the area affected. It is vital that Lebanon’s borders, in both the east and the south, are secure. That is vital for their security, as well as for ours.

Earlier this year, 15-year-old Harvey Willgoose was murdered when attending school. His murderer has now been convicted and a national child safeguarding review panel set up, but recommendations are often not implemented. Will the Home Secretary ensure that these recommendations are followed and prevent further such tragedies?

In 2019, Boris Johnson commissioned the Shawcross report on Libyan-sponsored IRA terrorism. United States citizens have received compensation from the Libyan Government for attacks on British soil, but UK citizens never have. Will the Secretary of State work with the Foreign, Commonwealth and Development Office to ensure that the report is published?

Will the Rail Minister join me in campaigning to save Brandon station, which is a beautiful listed building that has been unused for years? Will he support my efforts and attend a public meeting on 14 June to advance this cause?

Given that the Secretary of State had advance notice of my question, his answer showed how out of touch he is. Car insurance is a legal requirement and unaffordable for millions. The average premium has increased by £219 in two years. Instead of speculating about conspiracy theories, why doesn't he take action, demand it from regulators, or call in the Competition and Markets Authority?

I associate myself with the Secretary of State's best wishes to His Majesty the King. After the Rotherham scandal, high standards were set, including CCTV installation in cabs and NQV level 3 on child safeguarding. These are now at risk due to deregulation by the Government. Does he agree that this is putting women and girls' safety at risk? Is it time for robust national legislation?

The Cumbrian Coast railway is vital to the energy coast, for both passengers and freight. I welcome the extra funding and services that Network North will bring, but could the Rail Minister update me on the latest progress?

I would be delighted to update my hon. Friend. She will know that the upgrade of the energy coast line was one of the commitments in the Network North document. The Department is now working closely with Network Rail and local stakeholders to revisit the scope of the interventions, which were presented in the 2022 outline business case, and we expect that work to conclude later this year.

They were disgraceful comments from Avanti, but the problem goes to the contracts that the Secretary of State is signing with such failing operators. Last year, Govia Thameslink failed on every single performance measure at its stations, but rather than enforcing the standards in the contract and demanding better, he lowered them so that Govia would still potentially receive its bonus and performance fee, at a potential cost of millions to the taxpayer. Is that not the perfect symbol of the Conservatives' broken rail network: failure rewarded, and passengers and taxpayers paying the price?

It absolutely is not. The hon. Lady referred to Avanti West Coast, I gave her the answer to the question on Avanti and then she just repeated something that simply was not the case. According to the service quality regime under which Avanti West Coast operates, it has not received any payments, because it has not been hitting the quality targets—[Interruption.] If she would listen to my answer, Avanti has not hit the quality targets, so that is exactly the performance regime working.

My right hon Friend's Department has ensured many can benefit from £2 fare caps, but sadly, Red Rose buses in my constituency is not offering it because it is not compulsory. Will he help me convince all bus companies to do so for Aylesbury residents and meet with bosses who refuse?

Neither the Secretary of State nor the Prime Minister were paying attention, were they? They have fatally undermined confidence in HS2 and its delivery, which is why no one has confidence in Network North. The Rail Minister failed to respond to my hon. Friend the Member for Wythenshawe and Sale East (Mike Kane) about the fact that dozens of projects in Network North are unfunded because they are valued in 2019 prices. Will he publish the delivery plans and up-to-date costs, or can we all conclude that Network North is not worth the paper it is written on?

Does the Secretary of State think it is acceptable that the villages of Little Ouseburn and Beal, in the Selby and Ainsty constituency, have no bus service either in the evenings or on Sundays? Who does he hold responsible for that? Is it the Tory Government, which completely snubbed Selby and Ainsty in their bus strategy, the Tory council, which cut 1 million km of subsidised bus routes, or the previous Tory MP, who mentioned buses just three times in over 13 years? Does he not agree that it is time for Selby and Ainsty to have a fresh start, with Keir Mather?

It will not surprise you, Mr Speaker, that I do not think that at all. North Yorkshire Council, the local transport authority for Selby, was allocated £1.4 million as part of the bus service improvement plan plus funding. That means it has the resources to deliver the ambitions plans that it needs to carry out.

The Secretary of State has some nerve accusing Labour of tax rises and interest rate rises after his party crashed the economy last year, presided over funding cuts to buses and pushed most of the road-building projects promised in his manifesto to later down the line. The bare minimum the Secretary of State could do is bring forward the legislation his Government promised, and that industry and investors have made clear is required. It is a simple question: will he bring forward legislation to establish Great British Railways before the end of this Parliament—yes or no?

It is interesting to note that the hon. Lady is interested in what investors think. I thought her policy was to nationalise the rail industry and take it away from investors. People will have noted that with great interest. We remain committed, as I said in answer to the hon. Member for Ellesmere Port and Neston (Justin Madders), to moving forward on delivering Great British Railways. Much of it can be delivered without legislation. Legislation plans will be set out in the King's Speech in the autumn, in the usual way.

Whether he has had recent discussions with the Leader of the House on legislation to establish Great British Railways. Turning to the question, the Government's ambition is for a customer-focused, commercially-led industry, with the creation of Great British Railways as a new guiding mind for the sector. We are working closely with the GBR Transition Team, the wider rail sector and other Departments to move forward with reform, and I was pleased to recently announce Derby as the location of GBR's headquarters.

With your indulgence, Mr Speaker, I will begin by sending my heartfelt condolences to the people of India, who, in the eastern state of Odisha on Friday, suffered the country's deadliest rail crash in over two decades. The death toll stands at 288, with over 1,000 people injured. It was caused by the collision of two passenger trains and a stationary goods train. I have written to the Indian Rail Minister expressing our deepest sympathies, and I believe I speak for the whole House when I say that our thoughts are with the victims and their families, as well as with the emergency services as they continue to respond to the tragedy.

Sometimes you just have to admire the brass neck of the Conservative party. As Chancellor, the Prime Minister personally slashed the pothole budget by £400 million, which is enough to fill 8 million potholes. Lined up side by side, that giant Tory pothole would stretch from here to John O'Groats and back again. Will the Minister accept that after 13 years, the British public see that our roads, like the Tories' excuses, are full of holes?

Will the Secretary of State urgently reinstate the hard shoulder?

This is a very good example of why the Labour party is not fit for government. The hon Lady does not want to face up to difficult choices. If she wants to reinstate the hard shoulder and maintain the capacity of the road network, that would mean spending billions of pounds on road improvements and she has no plan to pay for that.

Smart motorways remain the safest roads on the strategic road network, which is why the existing smart motorways are going to remain in place and we are finishing the construction of the two that are almost completed. However, the public do not have as much confidence in smart motorways as we would hope.

In November, the Minister assured us that the new timetable would be deliverable. However, service has never been worse with 123 services cancelled or disrupted this week alone. Will he strip TPE of its contract and bring it under the operator of last resort?

I repeat that that promise was made in the middle of the pandemic. Only once before on record, also under a Conservative Government, have bus numbers fallen by as much as they did last year. So instead of continuing to defend this broken bus system, will the Minister extend franchising powers nationwide, remove the hurdles that operators use to block reform and finally put power and control over routes and fares into the hands of the communities who depend on them?

As I say, we continue to show that support for our regional airports, but at the end of the day this is an airport held in ownership by the Peel Group and we want to continue to work with it. As I said to many colleagues, we continue to provide the technical support from DFT officials that may help to find a solution, but at the end of the day a solution is offered and accepted, or not, at that level with the Peel Group.

Department for Transport Ministers and officials have been clear throughout that the Government support our regional airports and that they provide a vital contribution. Throughout the period of review carried out by the Peel Group, Transport Ministers have been working together—I am very pleased to hear there are new proposals on the table—with the local authorities and the Peel Group to find ways forward. On the issue the hon. Lady raises relating to the Civil Contingencies Act to prevent closure, I have looked at that in some detail. While all things under the Act are owned and determined by Cabinet Office Ministers, I am not persuaded that the closure of DSA could be undertaken under that Act.

I apologise to the Secretary of State, but what he has said raises even bigger questions about what he has been doing with his time. From near-record delays on railways, mile-long tailbacks at Dover, disruption at airports and the first national strike in three decades, everything this Transport Secretary is responsible for is falling apart, and now so is his promise on buses. From October, when the covid funding runs out, there will be four buses across the whole of South Yorkshire after 10 pm. That is four buses for more than 1.3 million people. That is not levelling up, is it? It is managed decline.

On Monday, I was in Bradford meeting local schoolchildren left stranded by cuts in Northern rail services. In Wakefield, some passengers will face a four-hour gap in services between 6 am and 10 am. The Transport Secretary has not said a word about the cuts, but has spent his week boasting about new routes in Sevenoaks. Of course the south-east needs routes, as does the rest of the country, but what message does that send to our northern communities? If Ministers mean a single word of what they say about levelling up, will they commit themselves to restoring those northern services to pre-pandemic levels, as a matter of urgency?

People need help in the here and now as they struggle to make decisions over which basic essentials to cut. This has to be a wake-up call for the Government. The crisis shows exactly why this country must never again be left dependent on the oil and gas of foreign despots. My hon. Friend the Member for Sefton Central (Bill Esterson) mentioned the statistic of 1,000 electric vehicle charging units outside London—a stat that the Transport Secretary did not correct—which reveals the gross inequity of access in this country to EV charging units. The National Infrastructure Commission was also damning in its appraisal that the Government have no plan to deliver infrastructure. When will he publish the strategy on EV infrastructure that the industry is calling for, to help turbocharge the transition to cleaner transport?

I have to say again that words are one thing—I understand the hon. Lady is doing her job—but action is another. When individuals vote against measures that will freeze fuel prices for British consumers and motorists, they can hardly then stand there and say, “Why aren't the Government doing something?” The Opposition could help: they could vote for it. On EV charging, I do not know where the stat of 1,000 chargers outside London comes from. It is completely untrue. There are nearly 30,000 chargers across the country, of which over 5,500 are rapid. According to the Society of Motor Manufacturers and Traders, we now have the fastest chargers in the west.

Doesn't that say it all: the ambition of this country far exceeds that of the Government? So will the Secretary of State come clean by admitting that vast swathes of the country will not get a penny in transformation funding?

No, that is absolutely incorrect. We have just heard about this Government's investment in Stoke. That is investment we are going to spread across the country. It is false to claim that that £1.2 billion is the total funding. There will be £5.7 billion over five years for the city region sustainable transport settlement, bringing more money in.

['Last month I tabled an amendment to the Employment Rights Bill that would end the misuse of NDAs in cases of harassment, discrimination and abuse. A recent survey found that 100% of NDAs in the hospitality sector are written too broadly. This issue affects low-income workers, disabled people, and people of colour. Since the debate last month, I have received numerous details of such cases involving sexual assault, blacklisting, and mental health discrimination.']
