Setting strategic aims for the middle east requires us to be precise about the terms we use, and that includes the word “peace”. Peace is not just the absence of war or conflict, but the freedom from the fear of conflict, oppression or terror. It requires mutual respect, freedom from persecution and living without fear of destitution.

Since 2016, cumulative growth has been 4% in Italy and 5.5% in Germany, whereas in the UK it has been 6.8%. In July last year, British exports to the European Union were the highest not just since Brexit, but since records began. The UK had the highest growth of any G7 country in both 2021 and 2022. The eurozone is currently in recession, but we are not. Is it not time that we heard more good news and talked Britain up?

My right hon. Friend is quite right to highlight the improvement in our economic outlook and the good, positive news showing the strength in the underlying economy. I know that he joins me in saying that our economic priority right now must be to continue to bear down on inflation, but while we do that, we are putting in place the conditions to grow the economy.

Most jobs are in the private sector, mostly from small businesses which drive our economy's wealth creation and prosperity. Will my right hon. Friend introduce a small business test across Government so that every regulation helps not hinders small businesses?

My right hon. Friend is absolutely right, and we are proud to support small businesses with a rigorous small business test, billions of pounds in business-rate reductions this coming financial year, and the most generous tax incentive for investment for small businesses.

The UK has shown great leadership on this issue. May I ask my right hon. Friend to use every means at his disposal, domestic and international, to honour the courage of the people of Ukraine, and to defend the whole world order?

I have made it clear that the UK and our allies must accelerate our efforts to ensure that Ukraine wins this war and secures a lasting peace. Last year the United Kingdom provided £2.3 billion in military aid to Ukraine, the largest package of support of any European nation.

Thanking the Government for supporting the Down Syndrome Bill, will the PM give his personal commitment to ensure the Bill is passed before World Down Syndrome Day on 21 March? This would make Britain first in the world. Is that not a great place to start?

Will the Prime Minister consider a new discipline within the Government in the form of a small business test to ensure that every measure supports small businesses?

Post-covid recovery requires a small business-led approach, with every tax, regulation and legislation measured against its impact on these businesses.

I thank my right hon. Friend for his excellent suggestion. He is a great champion of small business. Every measure that the Government produce is judged by the effect or impact it will have on businesses large and small. As he knows, we are also providing for these particularly difficult circumstances about £100 billion in business support—the bounce back loans and many other forms of support.
