Will the Minister join a campaign to make in Britain, ensuring our industry and economy move together to support not just our defence, but our economy?
Context
The Tata Steel plant in Port Talbot is considering cutting down its blast furnace capacity.

On the important question of steel, we do not expect the closure of Port Talbot to have a significant impact on defence, but obviously we will continue to monitor that situation. I would just gently point out that in 2022-23, the last year for which we have figures available, 89% of spend by the MOD with industry was with British industry. It will be an awful lot harder to make that level of spend if Labour is unable to commit to matching our spending commitments.

What recent assessment has been made of the effectiveness of the defence procurement system?

The effectiveness of the defence procurement system is under scrutiny.

The Department uses a range of measures to assess the effectiveness of defence acquisition. We have reduced the average time taken to deliver our projects and programmes, but we must go further to drive pace, so last month I announced our new integrated procurement model.

What steps has the Ministry of Defence taken to ensure financial sustainability? There is an £8.5 billion funding shortfall identified by the NAO for the next 30 years. How are they addressing this decline?
Context
A series of National Audit Office reports highlight a serious funding shortfall in the defence estate over the next three decades. The MP emphasises the link between poor infrastructure and military effectiveness.

£18 million a year is spent on single-living accommodation and additional funding of £200 million was provided. The frontline commands intend to invest £1.5 billion over 12 years in new build and upgrade programmes. We take the issue very seriously.

May I join the Secretary of State in sending our best wishes to Sir Tom for a speedy recovery? It is a well-known fact that in the 21st century we need to modernise our defence estates to compete, given changing world needs. The Government have announced the closure of 90 sites across the country, so will the Secretary of State update this House as to how his Department aims to ensure that the British taxpayer is not left paying huge rents on a great number of empty properties, as has already happened, when these sites are closed? How many of these defence estate sites will be affected by the Crichel Down rule?

The defence estate optimisation programme was and is planned to unlock £1.4 billion, to be reinvested in an overall plan of a £5.1 billion investment in the defence estate across the board, helping soldiers, sailors and air force personnel with better quality accommodation and a better training estate. Some of the PFI schemes introduced under his Government lay a heavy burden on the defence budget. We are both examining and negotiating on a number of those areas to try to reduce the overall burden on the taxpayer.

The country has a vaccine for covid-19, and it will be rolled out as a matter of urgency to save lives. The Ministry of Defence has had approval for funding the defence industry. Will the Minister roll out the FSS and other shovel-ready defence projects now, not wait until summer, to give a real shot in the arm to the defence industry, retain thousands of jobs, create new jobs and apprenticeships for technology graduates, support British workers, and use the springboard of the British defence industry to lead the country out of this covid recession?
Context
The Ministry of Defence has approved funding for the defence industry. The FSS and other shovel-ready projects could provide a significant boost to the industry by retaining jobs and creating new ones.

The hon. Gentleman may be referring to the CSEU report on shovel-ready projects, which was praised for its advice. Many of these projects are already ongoing, and I remind him that Germany is increasing spending by €10 billion to €12 billion over the next few years, while France has an extra €1.5 billion planned. In comparison, the UK's £24 billion investment in defence over the next few years is the biggest single boost to defence in 30 years and will benefit British firms.

As shipbuilding tsar, I am working with Cabinet colleagues to supercharge the British shipbuilding industry. Driven by the ministerial shipbuilding working group, in the past 12 months the Government have signed the contract for five Type 31 vessels to be built in Rosyth, developed a maritime enterprise export plan to pursue export opportunities that will hopefully deliver state-of-the-art British ships to our global allies, and launched a major analysis of the skills required in the broader maritime sector through the Maritime Skills Commission.

Will the Minister ask the Secretary of State to match the commitment made by the shadow Secretary of State, my right hon. Friend the Member for Wentworth and Dearne (John Healey), to procure “built in Britain” equipment? This would ensure no redundancies in West Dorset and support awarding the £1.5 billion fleet solid support vessels contract to a British consortium, creating 2,500 UK jobs.

We are proud to support British companies and the entire UK defence sector. Over £19.2 billion was given to UK companies in 2018-19 for our defence needs, delivered through the Defence and Security Industrial Strategy (DSIS). More details will be shared with the House when it is released later this year.
