My constituent's daughter, Bethany Rae Fields, was brutally murdered by her ex-boyfriend in 2019, despite raising multiple alarms of her abuse to the police. This week, Bethany's mother Pauline travelled down to Parliament to bring her case to the Minister. Does the Prime Minister agree with Pauline that more needs to be done to shift the culture towards believing victims and reacting fast when they sound the alarm of concern, as one way to reduce violence against women and girls?

What happened to Bethany is appalling, and my thoughts, as I am sure are those of the whole House, are with her family. We need a culture shift here, and we have committed to halving violence against women and girls in a decade. No Government have ever made that commitment before, and I hope that can be something that is shared across the House, because this is so important. It starts with that central question of belief and confidence: for every woman or young woman who comes forward, there are probably about nine who never had the confidence to come forward, and this starts with belief and the culture that we put in place. We are committed to that, and I invite the whole House to join us on that mission to halve violence against women and girls.

I work closely with fantastic local businesses across Leeds North West, and I know they already have a lot to contend with, so I am concerned to see a pattern of crime on our high streets, from burglaries to other forms of vandalism, that leaves owners in Horsforth and Adel feeling unsafe. At the same time, like most hon. Members, I am very aware that the Government have inherited a significant backlog that undermines the sense that justice will be served. How does the Minister plan to address that so the individuals responsible are dealt with and small business owners know that we are on their side?

My hon. Friend raises an important point. The impact of the Crown courts backlog is being felt by domestic abuse victims and small businesses, so we have a real job to do to restore confidence in our criminal justice system. That is why we gripped the crisis by putting in place an extra 110,000 Crown court sitting days—a record number. We understand, however, that we will need fundamental reform to address the backlog, and that is what we have asked Sir Brian Leveson to look at.

I declare that I am an ambassador for Leeds Women’s Aid. I welcome, as do my constituents in Leeds North West, the proposed changes to the victims’ right to review scheme that are being piloted, which will give victims a greater say in their cases. Will the Solicitor General outline the specific way in which those changes will help victims and what the impacts will be?

My hon. Friend raises an important issue. The victims’ right to review scheme is an important pillar of the criminal justice system. Through the CPS pilot scheme to offer victims a review prior to a decision to offer no evidence, victims will be empowered to challenge more decisions. That is likely to lead to better decision making, more victims staying in the system and, ultimately, more offenders being put behind bars.

With the upcoming UN ocean conference in France in 2025, will my hon. Friend ensure the UK arrives in the strongest position by ratifying the high seas treaty and delivering domestic nature restoration goals through measures such as ending bottom trawling in marine protected areas?

I am sure that the thoughts of the whole House are with the Minister’s constituent Joanne, and I am sorry for that loss. The scale of violence against women and girls in my constituency of Leeds North West and across the country is intolerable. Our manifesto commitment to halve violence against women and girls by the end of the decade, which the Minister mentioned, is much needed and ambitious. How will her Department contribute to delivering this critical commitment? Specifically, what steps does her Department plan to take to reduce the backlog of domestic violence cases, and to support victims of domestic abuse?

The Government are determined to meet our ambitious target of halving violence against women and girls over the course of a decade. I proudly co-chair our cross-Government working group with the Under-Secretary of State for the Home Department, my hon. Friend the Member for Birmingham Yardley (Jess Phillips), to look at how we can bring every Government Department to the table. This issue is not just for the Ministry of Justice or Home Office to tackle; the onus is on all of us—every Department and all of society—to do better if we are to reach the target. We have funded a record number of Crown court sitting days to hit the backlog and tackle it head-on. The majority of domestic abuse cases are heard in the magistrates court, and we are determined to do more to reach vulnerable victims.

The Government are committed to improving mental health support, and access to specialist mental health professionals in every school, to help young people to achieve and thrive. We will work closely with colleagues in the Department of Health and Social Care and the NHS who will lead on services, including mental health support teams. They are recruiting 8,500 additional mental health staff to treat children and adults, getting on with delivering the promise we made at the last election.
