I welcome the hon. Lady to her place, and wish her predecessor, the right hon. Member for East Surrey (Claire Coutinho), all the very best—as I am sure we all do—as she heads off to welcome her new baby into the world. On this important issue, it is essential that healthcare available to children and young people is safe, evidence-based and clinically appropriate, which is why Dr Hilary Cass has looked at the issue seriously and in detail. She concluded that not enough was known about the safety and efficacy of puberty-suppressing hormones; that is why a trial is taking place, and it is why we accepted her recommendations. We will always put the safety and wellbeing of children first, in line with her recommendations.

We are focused on fixing the issues in our labour market that the Conservatives neglected: poor working conditions, insecure work, inequality, the undercutting of good employers in brilliant SMEs, and the bad industrial relations that we inherited. Since July, real wages have grown. We have the third highest employment rate in the G7, and we are focused on backing our brilliant SMEs. They are the backbone of the community. I come from a small business family, and it provided me with that first job and opportunity. We want to get more people into work and to work with our SMEs, so that we can build that thriving economy where people have a wage so that they can get on.

My hon. Friend is absolutely right. The court ruling in question found that we were on average 17 days late with the paperwork, but it did not find against any of the individual contracts. My team worked so hard to deliver the PPE that was needed and so, as the National Audit Office has confirmed and as my hon. Friend set out, there was never a point at which there was a national shortage. There were, of course, localised challenges and we were in the situation of a huge increase in global demand, but I think that we should all thank the civil servants who did such a good job.

Buckinghamshire will benefit from more than £54 million of covid support this year and £11 million for next year.

My hon. Friend makes a very good point. The Barnettised numbers, which total £4.4 billion so far, do give the Welsh Government a degree of flexibility in addressing issues if the evidence supports doing it in a slightly different way. There are one or two examples of where they have introduced their own interventions, courtesy of money provided by UK taxpayers, but the overriding point is that there does need to be a degree of collaboration and co-operation that straddles all the countries of the UK, because this is an international and a national challenge.

My right hon. Friend's eat out to help out scheme was also hugely successful in Beaconsfield, where 88,000 discounted meals were enjoyed. I cannot say what percentage of those meals were enjoyed by me personally, but one can wager. What reassurances can my right hon. I am delighted that the eat out to help out scheme has been so enthusiastically taken up in Beaconsfield, as it has been around the country, and I thank my hon. I absolutely agree. Our armed forces perform a hugely important task in their service of the United Kingdom, and it is unacceptable that any member of them should be subject to discriminatory taxation. That is why the United Kingdom Government took the decision to make an annual payment to protect them from the Scottish Government's decision to make Scotland the highest taxed part of the United Kingdom.

Does my hon. Friend agree that the quarantine exemption arrangements could be the catalyst for reigniting the Northern Ireland film industry, where 49 locations were used for “Game of Thrones”, including Winterfell. Although the days of House Stark have passed, I hope that the exemption will allow for Northern Ireland to continue to be a beacon for the film industry across the world.

My hon. Friend is absolutely right. As I said, over the summer we introduced the exemptions. We absolutely recognise what a crucial and important sector this is, and the benefits of its success can be seen across Northern Ireland, not least for the tourism industry. Local success stories such as “Game of Thrones” and “Derry Girls” benefit every part of Northern Ireland. Programmes such as “The Fall” have firmly established Northern Ireland as an ideal destination for film and TV projects. The restart of filming in significant projects shows that the industry can continue to achieve global success.

In addition to the points I made to my hon. Friend the Member for Buckingham (Greg Smith), authorities up and down the country, including Buckinghamshire Council, are performing admirably by supporting businesses, charities and the most vulnerable in society. Buckinghamshire Council received more than £10 million from the first tranche of funding paid on 27 March, with further support from the second tranche to be announced imminently.

What steps he is taking to regularly assess the adequacy of support for local authorities during the covid-19 outbreak?

I express once again my gratitude and admiration for the vital work that councils are doing. We have been in constant contact with councils up and down the country from Cornwall to Cumbria to listen to their concerns. More than £3.2 billion demonstrates our very real support for this sector.

If he will make a statement on his departmental responsibilities. The start-up loan programme has been hugely successful in getting thousands of new businesses off the ground, particularly in my constituency of Beaconsfield. Does my right hon. Friend agree that the announcement that the programme will be extended is hugely welcome news for entrepreneurs right across the country?

The spread of the coronavirus has precipitated the extraordinary but necessary actions taken by this Government over the past week to protect people's health and livelihoods and the economy we all rely on... My hon. Friend is a champion for entrepreneurship in her constituency, and rightly so. The start-up loan programme is an excellent programme, providing grants of £25,000 for budding entrepreneurs.

In Beaconsfield, the Thames Valley police have been working tirelessly to protect and prevent child exploitation, particularly from county lines. Will the Minister update the House on what preventive tools the police can use to protect children and young people who are at risk of being criminally exploited through the county lines network?

One of the most significant deterrents that we think will be available to us is differential sentencing. A judge, on giving a sentence to somebody who is involved in county lines, can already take into act culpability factors, such as the use of children. The Sentencing Council is currently reviewing those guidelines, and we hope and believe that the most severe penalties will be meted out to those who exploit children in this way.
