Like the Prime Minister, I had the transformative benefit of a music education as a young person, although he had his some while before I had mine. [ “Ooh!”] After more than a decade of decline in music in schools, the Government's new national centre for arts and music education and measures coming through the curriculum review will ensure that more young people benefit from the opportunities that my right hon. and learned Friend and I both had. Can he tell us how the new national centre will make a difference for our young people, and what are the Government doing to address the funding shortfalls currently facing England's music education hubs, including mine in Derbyshire?

My life was changed by the opportunity to study music—yes, very many years ago. I believe that every child deserves that opportunity. The Conservatives cut those opportunities—that particularly excluded poorer children—and now they call creative arts courses a “dead end”. I totally disagree; they are the lifeblood of the creative industries that showcase Britain around the world. The new national centre will launch this year, and Labour is investing in music hubs so that every child has the same opportunities to enjoy music, to learn music and to learn the skills that music brings them for life.

The regeneration of Belper mills—a large site with buildings, including grade I listed ones dating from the start of the industrial revolution, at the heart of the east midlands' only UNESCO world heritage site—took a significant step forward last week, when planning permission for its redevelopment and conservation was finally granted. The Government want to provide more housing—rightly so—and sites like this, though very challenging, provide a very important opportunity to support that aspiration and share our national story. Can the Prime Minister tell me what support the Government are giving to regenerate at-risk listed buildings, and whether we are delivering support to train construction workers in heritage building techniques? May I ask him to take a personal interest in Belper mills, because it is an internationally significant site?

I thank my hon. Friend for raising this issue, because restoring Belper mills is not just about delivering the housing that his constituents want, but about restoring an iconic world heritage site in the east midlands. We are investing over £1.2 billion in skills, supporting apprenticeships—including courses focused on heritage construction—recruiting 60,000 more construction workers, and backing new technical excellence colleges, so that we have the workforce to build the homes the country needs.

One in five people experience domestic violence in their lifetime—around one in four women, and one in six or seven men—but it is thought that only 20% of it is reported. It is also thought that there is significant under-reporting of the domestic violence experienced by men, due to social stigma. What steps is the Department taking to understand the scale of the problem and to drive action?

Too many victims, including men, do not feel able to report domestic abuse. We recognise that male victims face additional barriers, and that has been set out in a dedicated explanatory note alongside the VAWG strategy.

While the warm home discount helps households save on bills, we could do more with our heat network programme. With a potential heat network in Derby, there's often low awareness of these benefits. Is it possible that reducing support for the Public Sector Decarbonisation Scheme is hindering wider adoption? Can you review engagement efforts to ensure maximum benefit from heat networks?

My hon. Friend makes a really important point about reaching clean power targets through significant levels of clean heat provided by heat networks. The Green Heat Network Fund is already providing support across the country, and we will continue exploring further ways to support these initiatives.

I have previously raised the case of the Ada Belfield care centre in Belper with my hon. Friend the Minister. At the moment, it has an uncertain future, because the Reform-led Derbyshire county council may sell the home. May I ask her to take an interest in this case to make sure that we have adequate adult social care provision in Derbyshire? She might like to raise that with the council’s leadership.

I thank my hon. Friend for raising this issue. It is important for local authorities to work very closely with NHS colleagues, as I am doing in Government, to ensure that we have sufficient adult social care. Otherwise, we will not be able to get people out of hospital and into good homes. I ask his local council to pay attention to that, and I will happily work with him on it.

In my constituency, we have both rural and urban areas. I have had numerous people from rural areas contact me about theft from commercial vehicles, including in Quarndon. As we move forward with our police recruitment plans to get 13,000 more police officers by the end of this Parliament, may I ask that we ensure there are enough officers in rural areas to address this issue? It is particularly pertinent in those places.

My hon. Friend is right to raise this issue. As I said earlier, our neighbourhood policing guarantee applies to all parts of the country. It is very important that we understand the particular challenges that rural communities face and that we robustly support our police, who are getting increased funding this year and will continue to be supported by us to ensure that we tackle these very significant crimes.

On Friday I was pleased to join colleagues from across the House to hear the Royal Marines band service in concert as part of the Mountbatten festival of music. May I invite the Government to reaffirm their commitment to the Royal Marines band service? It makes a huge contribution to defence diplomacy and combat operations.

On Friday, I met my constituent Hayley Johns. She has given me permission to share her story in this place. Hayley was a victim of domestic abuse and actual bodily harm perpetrated by an ex-partner. I was absolutely shocked to hear her story. Her ex-partner was convicted for three years for his crimes. However, he is being considered for release after serving just three months. Does the Justice Secretary agree that given the legacy of the previous Government, we need to redouble our efforts, and the efforts of this Government, to improve confidence in the criminal justice system? Can I please ask her to take a personal interest in this case?

Does the Minister agree that Iran's malign activity and support for its proxies is destabilising the middle east, and will he say a little more about what steps he is taking?

I do agree. In all of our efforts in the region, we are clear that Hamas and the other Iranian proxies that are doing so much to destabilise the region must stop. We are working with our allies to that effect, including by reviewing new measures that we can take.

The Foreign Office works closely with our allies and partners to counter Iran's support for proscribed groups, which include Hamas—as many Members have mentioned—as well as Lebanese Hezbollah and Palestinian Islamic Jihad. We currently have over 400 sanctions in place on Iran in response to its human rights violations, nuclear escalation and terrorism.
