Dodgy shops are blighting our high streets—we all see them in our constituencies—so this Government have announced a new high street organised crime taskforce, investing £30 million in law enforcement action. That will fund more officers and a nationwide unit based in the National Crime Agency, and will strengthen powers to tackle these criminals.

We welcome the creation of the Government's high street organised crime unit, and in particular its focus on strengthened partnership working between enforcement agencies. In Leigh and Atherton, communities can see that commitment, but they are asking when they will see action on dodgy shops operating in plain sight. Given the national campaign I have launched with colleagues, will the Minister set out when enforcement will begin locally, how partnerships will be delivered and how we will ensure that these criminal enterprises are shut down without delay?

First, I welcome my hon. Friend's important work in this area. Greater Manchester is one of three hotspot areas selected for an enhanced operational crackdown in addition to the nationwide campaign. Families in Leigh and Atherton are exhausted from constantly fighting for the SEND support their children need, so I welcome the White Paper's proposals, including individual support plans and more inclusion bases in schools, because inclusive education benefits everyone. These reforms must come with real oversight and resources. Can the Secretary of State reassure families that the battles for SEND support will end, and explain how local authorities and schools will be properly supported and held accountable?

This is about how we can deliver more support earlier to a much larger number of children than is the case at the moment: EHCP-like support without the fight to get that EHCP. There is already brilliant practice out there, showing the best of what can be achieved when schools work together with parents. We saw that last year when I visited Golborne All Saints Catholic primary in her community—a real beacon of what can be achieved. We want to see more of that, and the extra investment will make that possible in more schools and in more parts of the country.

Our new SEND system will deliver a fully inclusive mainstream education, supported by £4 billion of investment. Children with special educational needs will access targeted and specialist support through a clear national framework, with individual support plans and stronger education, health and care plans for children with complex needs. We will work with education and health staff to prioritise early intervention and cross-service collaboration to ensure better outcomes for children nationwide.

What steps she is taking to reduce the number of children in poverty in Leigh and Atherton constituency? Because of the lack of action from the last Government, 26.6% of children in Leigh and Atherton are living in poverty. I welcome the measures that this Government are taking, including the extension of free school meals, but more needs to be done. Can she reassure us that she is working hard on the child poverty strategy to ensure that it addresses the needs of all children in poverty, including those with disabilities and special educational needs, so that every child can reach their full potential?

According to the Child Poverty Action Group, more than a third of children in Leigh and Atherton constituency are living in poverty. The previous government's lack of action has resulted in 26.6% of children being in poverty.

As a proud Co-op Member, I commend the long-standing campaign for better protections for retail workers. USDAW's National Retail Workers' Day, which took place this weekend, highlights the essential role that retail plays in all our communities. Will the Minister join me in thanking retail workers in Leigh and Atherton and across the UK? Will she commit to strong, visible neighbourhood policing in our towns, which is crucial to protecting them from abuse, to ensure that workers can work safely on the frontline?

We cannot stand for that, which is why we are not only introducing stronger neighbourhood policing—particularly in town centres—but bringing in the new law on assaults against shop workers as part of the Crime and Policing Bill. What a shame the Conservative party voted against it.

Recent figures show that sexual offences recorded by Greater Manchester police have quadrupled since 2010, with the Wigan borough seeing the most domestic abuse call-outs. Although the domestic abuse protection order trial in Wigan is welcome, more must be done to ensure that women and girls are safe. One way that pressure is eased in our GP services is through charities such as Compassion in Action, which provides non-clinical, whole-person care in my constituency. It receives GP referrals from across Leigh and aligns with the Government’s aim to shift care from hospitals to communities. Will the Minister join me in thanking the staff and the founder, Pam Gilligan, and agree to come for a tour of the facilities and to see at first hand the impact that they have?

I thank my hon. Friend; how nice it is to see her back in her place in this House. Of course, collaboration will be key to tackling antisocial behaviour. In line with our manifesto, we will be introducing powerful new respect orders, giving the police greater powers to get persistent antisocial offenders off our streets. We will also introduce zero tolerance zones through a form of expedited public space protection orders, to prevent antisocial street drinking or local drug dealing, for example, from blighting particular areas.
