The Atherleigh Way bypass in Leigh was first proposed over 60 years ago but is still unfinished. I recently met representatives of Wigan Council, Warrington Borough Council and St Helens Borough Council, as well as the Mayor of Greater Manchester, and am pleased to say that an agreement in principle has been reached to bring forward proposals to complete the bypass. Will the Prime Minister also throw his support behind this vital project for my constituents in Leigh?

I would encourage my hon. Friend to work with stakeholders to progress this important scheme and ensure that they can bid for that funding when it becomes available.

I thank the Prime Minister for his commitment to levelling up the north, the benefits of which we are already beginning to see, with a £15 million allocation from the Government's transforming cities fund enabling the plans to reopen Golborne station in my constituency to progress. Will the Prime Minister not only welcome that progress but back my campaign to reopen Kenyon Junction railway station, which will help unlock the potential of Leigh, provide my constituents with a vital rail connection between Liverpool and Manchester, and ensure that Leigh is no longer one of the largest towns in the UK without a railway station?

My hon. Friend is a doughty champion for his constituents. My officials continue to work closely with the Greater Manchester Combined Authority on the proposal to open a new rail station at Golborne as part of the £1 billion city region sustainable transport settlement announced earlier this year. Local partners are currently producing an outline business case to support the proposal, which we expect to receive and consider in due course. Bids to open Kenyon Junction station were submitted in the second and third rounds of the ideas fund, but were sadly unsuccessful.

My hon. Friend is right. Those are just two elements of violence against women and girls. I am pleased that in the last decade the Government have: outlawed upskirting; criminalised sending revenge porn images; created a standalone offence of non-fatal strangulation; passed the Modern Slavery Act 2015; introduced the Domestic Abuse Act 2021; banned virginity testing and hymenoplasty; and reversed the decision to automatically release sexual offenders at the halfway point of their sentences. Those who commit crimes against women should expect condign punishment.

Stalking and coercive and controlling behaviour are serious crimes which disproportionately harm women. Prosecutions for both have increased in the years since the offences were created. In the case of coercive and controlling behaviour, they have risen from just five in 2015 to 1,403 in 2020-21. I am pleased to say that the conviction rate for domestic abuse cases in the last quarter for which data is available was 76%.

Ensuring that perpetrators are brought to justice, and that the public are protected, is a priority of the Attorney General's Office, of the CPS and of this Government.
