Global co-operation will be vital to ensure that AI technologies and the rules governing their use are developed in the right way, and are aligned with our values of openness and freedom. The FCDO is working with departments across the UK's national security ecosystem, including the National Cyber Security Centre, to ensure that we contribute to and benefit from advances in AI, while making sure that we increase our resilience against, and reduce the risk from, any threats that we face. We hope to have as many leading nations as possible involved in the AI summit.

Artificial intelligence can bring huge economic and social benefits for the UK and our global partners. We are working with key partners to embrace the opportunities of AI, as well as seeking global co-operation on managing the risks. AI will present significant new opportunities to revolutionise how the Foreign, Commonwealth and Development Office operates, and how it delivers impactful diplomatic and development outcomes across the globe.

That sounds like too good an invitation to miss. I thank my hon. Friend for being such a champion for skills development in Rochford and Southend East. Many local employers, including Essex & Suffolk Water, Rose Builders, Ground Control, DP World London Gateway, Adventure Island and Constellation Marketing, are working with the Essex chambers of commerce and South Essex College to steer the LSIP.

I am delighted that we will be rolling out the local skills improvement plans from this summer. The LSIPs will put local employers at the heart of developing skills provision to meet the needs of their businesses, ensuring that people get the right skills to get good local jobs. In my own Chichester constituency, the Sussex LSIP is working to meet the needs of many sectors.

We are absolutely clear that any devolution deals must be locally led with local consent. I have consulted my hon. Friend, and we will continue to have such conversations, but ultimately this is about getting the best for the people of Essex, and I know he shares my ambition to deliver that.

British military personnel did repairs while using the runway. The airfield was handed back in a usable condition, having been maintained during operations.

The Government will issue a consultation soon on onshore wind partnerships to enable supportive communities to benefit from new infrastructure through local energy discounts, community projects, etc.

My hon. Friend is right to highlight the energy bill support scheme alternative funding, providing £400, and £600 in Northern Ireland, to households who do not have a domestic electricity supply and therefore have not received the main EBSS payment. It is up and running and I urge all Members to encourage their eligible constituents, including those in park homes, to apply via gov.uk.

The new energy bills discount scheme will continue to support all eligible businesses and non-domestic customers with their energy bills from 1 April 2023 until 31 March 2024. This follows on from the unprecedented £7.3 billion expected to be delivered through the energy bill relief scheme over the course of the last winter.

The Department is gathering information from the responsible bodies in all schools, further education colleges and local authority maintained nurseries. We are asking them to complete a questionnaire on the presence of reinforced autoclaved aerated concrete on their premises. That questionnaire covers nearly 22,000 schools, 230 further education settings and 371 nurseries.

Absolutely. That is why we are setting out the suicide prevention strategy and looking at high-risk groups such as men. The Home Office is also working to set up helplines for men. Some £200,000 is going into those helplines, and so far they have supported 10,000 men who needed support.

My hon. Friend is absolutely right that there are disparities. There is an eight-year difference in life expectancy between a woman born in Blackpool and a woman born in Woking, and we want to end that. That is why our major conditions strategy is in parallel with the work that NHS England is doing on its Core20PLUS5, where we are targeting the 20% most deprived populations and the five key health conditions that are making those disparities apparent today.

Health disparities exist across a wide variety of conditions, from cancer to mental health, and contribute to the unacceptable variation in health outcomes. The major conditions strategy that we are launching will therefore apply a geographical lens to end the disparities in health outcomes across England.

Our priority at the moment is securing these trailblazer deals—securing the devolution of vital powers on things we know really matter to communities in Greater Manchester and the West Midlands. Following that point, we will be talking to other metro areas about how we can deepen their devolution deals as well.

Devolution gives local leaders the tools to level up. Mayors already drive economic growth, improve public services and respond to local priorities, which is why the Government are committed to deepening the devolution settlement for the most mature institutions, supported by stronger processes for accountability. I thank my hon. Friend for staying vigilant on the creation of socialist power bases, which those of us on the Government side take incredibly seriously.

My hon. Friend will, I hope, be aware that there was a meeting a couple of weeks ago with my fellow Minister Lord Goldsmith to discuss the issue in more detail. Officials are working closely with him to find a resolution.

Sixteen chapters have closed. I returned from India just yesterday, and I am still a bit jetlagged. We had two days of invigorating trade talks. Minister Goyal and I had face-to-face discussions on the priority areas within the FTA, including goods, services and investment.

The shadow Minister makes a good point. I think she is referring specifically to vulture funds, which we will certainly address. We are working very closely with the international financial community.

Wagner's presence in Africa is obviously deeply unhelpful, and it has no interest in the countries in which it operates; it is simply there to extract the maximum value for Russia, and potentially to cause as much chaos as it can for those of us who are trying to help on the continent. We are concerned by the growth of Daesh and the continued presence of al-Shabaab and Boko Haram across Africa. We are working closely with our partners across the continent, as well as with our international allies, to ensure that we counter the shared threats of violent extremism and terrorism.

Yes, I certainly will look into that. The school was initially closed as a precaution while we carried out enhanced testing. Testing is now complete, and the school buildings are safe, but asbestos remains on the site of a previously demolished building, so the school will remain closed while that is removed. However, we are doing everything possible to ensure that the school site reopens by 3 January.

Decisions on setting local speed limits on roads are a matter for local authorities and they are democratically accountable for them. They also have the power to decide and implement traffic-calming measures if they are more appropriate. Most central Government funding for local government is not ringfenced, so local authorities can make the best decisions relating to local priorities. My Department is providing £170 million this financial year to local highways authorities in England outside London and city region areas through the integrated transport block for small-scale transport schemes, but we will continue to look at all evidence provided to the Department on all sorts of road safety and transport schemes.

We are reading the report with interest and looking into the details as we speak. Local authorities are best placed to decide where 20 mph limits will be most effective on their local roads.
