Passengers have been crossing the Thames between Tilbury and Gravesend in my constituency since 1307, but the ferry service today is currently under threat because of the withdrawal of local authority funding. With so many people using that ferry service to come to work in Tilbury docks, and given the upcoming expansion of the Thames freeport, will my right hon. Friend encourage the local authorities to do all they can to ensure that we take full advantage of the opportunities through a new contract for the service?

My hon. Friend is right to highlight that the Tilbury to Gravesend ferry service forms an important part of the local transport services provided by local authorities. Obviously, those funding decisions are for the relevant councils, but I encourage them to consider the importance of cross-river transport in their local community, which she highlights, as part of their upcoming local transport plan.

Returning to the theme of communities being able to decide where to build, in Thurrock we embrace our obligations to deliver more new homes. At Arena Essex, we have an application to deliver 2,500 new homes ready to go; however, there is a standing objection to any development of over 300 homes from National Highways because of the impact on junction 30 of the M25. What advice will my right hon. Friend give to Thurrock Council on how it can deliver its housing obligations with that national constraint?

I thank my hon. Friend for her question. She highlights a great example of a council that is trying to do the right thing and put the right homes in the right places. It should have our support. I ask her please to write to my right hon. Friend the Levelling Up Secretary with the details of the issues so that we can give her a full response, but I praise her council for trying to make sure that we can build homes where we need them.

Given the criticism that people's mental health conditions are managed through forced administration of drugs, and considering lived experiences shared by those affected, will the Minister reiterate the urgency of introducing measures to reform this?
Context
A number of years have passed since the last promise to reform mental health legislation. The current approach is criticised for managing people with severe mental ill health in a way that does not respect their liberties.

The Government published a draft Bill last January which underwent pre-legislative scrutiny. The Minister agrees that reforms are needed and mentions significant reform efforts including earlier intervention, crisis cafés, and telephone services leading to 15% fewer detentions under the Mental Health Act.

Yesterday, Highways England published the latest plans for the proposed lower Thames crossing. In that set of plans, the proposal for a Tilbury junction, which would divert HGVs from my constituency road network, has been removed. Does the Minister agree that, if we are going to get a road that the community does not want, it is incumbent on Highways England to ensure that it works for us?

['Community pharmacists have made significant contributions during the pandemic, dispensing 1 billion prescription items and delivering healthcare advice at a rate of 48 million consultations per year. However, these efforts have come with financial consequences for pharmacies, including debts due to PPE supplies, increased wholesale prices, and operational costs. The Pharmaceutical Services Negotiating Committee reported that up to one in five pharmacy businesses are threatened by these additional costs.']
