On Monday, the Prime Minister talked about creating defence jobs across the country as we rebuild our defence industrial capacity. Will he and the Government bring forward an urgent plan for skills in the defence sector, and does he agree with his Education Secretary that the strategy for defence skills should sit purely under the Department for Education, and not an under-powered Executive agency?

Member for raising this issue, because it is a duty to increase our spending on defence and security, but it also provides an opportunity for jobs across the country—good jobs, well-paid jobs, skilled jobs, as he rightly identifies, and jobs with a real sense of pride, and we are working on that.

I am really pleased that we are accelerating the delivery of a new station at Tempsford, which will be the connection between East West Rail and the east coast main line. The Chancellor brought that forward in her Budget in 2024, and I want to make sure that public transport services are properly integrated with new stations, whether that is at Tempsford or Cambourne. As for a potential new station east of St Neots, the hon. Gentleman will be aware that the current proposals include new stations at Tempsford and Cambourne. We are pursuing further opportunities across the Oxford-Cambridge growth corridor, but any future station would need to demonstrate value for money, affordability and local support.

The Government are delivering a £1.3 billion package of transport and infrastructure improvements across Bedfordshire and Cambridgeshire, including £474 million of investment in strategic road and rail upgrades around Bedford, a new four-platform station at Wixams, and improvements to the A421 serving the Universal United Kingdom resort. The Government have also committed £2.5 billion for East West Rail over the spending review period, with a new station at Stewartby to serve Universal. Just last week, we announced £117 million for a new eastern entrance at Bletchley.

We have changed regulations that often restricted recruitment and were barriers to young people joining, introduced direct entry for cyber recruitment, and are set to put in place a new contract next year for tri-nation recruitment.

The hon. Member is right to point to the disparity of information that there sometimes is for apprenticeships compared with university courses. It is something that we need to address by improving the information available and ensuring that young people embarking on an apprenticeship are treated with just as much esteem and respect as those who undertake a university course. According to the Office for National Statistics, 3.8 million people report feeling lonely, with young people consistently among the loneliest groups. Is it any wonder when we have seen youth centres shuttered and libraries boarded up, and the very places that bring people together hollowed out? The Liberal Democrats have a plan to change this by creating a new wave of third spaces centred around something simple but incredibly powerful: shared hobbies. We want to bring people with shared interests together, creating places where they can thrive. What is the Minister doing to tackle loneliness through rebuilding community life and shared experiences? Will she seriously consider our proposals for a bold new wave of hobby hubs to help restore the social fabric of our communities?

I am sure, Mr Speaker, that the people of Birmingham Perry Barr are clamouring for a hobby hub. In that spirit, I will address the important point that the hon. Member makes. Our national youth strategy is the first time we have put young people in the driving seat of their own lives. We handed over money and power to a generation of young people who told us that they need three things: somewhere to go, something to do and someone who cares. That is why we are investing in the next generation of youth centres and youth workers.

We found out last week that the international student levy will raise £445 million from our universities, but only 1% of that will go to the maintenance grants that Ministers have claimed to justify this damaging tax on our universities. Worse still, the flat fee design hits hardest the universities doing the most to serve students from disadvantaged backgrounds. Can the Secretary of State tell us whether more or fewer disadvantaged students will access university as a result of this policy?

We are investing the international student levy into support around skills and access to high-quality further and higher education colleges targeted at students who most need that support in subjects most closely aligned to our industrial strategy and Government priorities. In July 2024, inspectors rated Cambridgeshire and Peterborough probation service inadequate, with major leadership failures and child safeguarding assessed as adequate in just 28% of cases. The action plan committed to increasing probation officer staffing by 87% by March 2026, but the National Audit Office has now revealed that the Probation Service has underestimated staffing requirements by 34%, which implies that the service in Cambridgeshire has been operating with only half the staff needed. Given that miscalculation, will the Secretary of State commit to revised, accurate staffing targets for Cambridgeshire, and reassure my constituents that child safeguarding will not be compromised as the service tries to manage with inadequate resources?

My constituent Theo, who is blind and a Braillist, has not received a single useable Braille past paper, despite being nearly a year into his A-levels, and reports that his GCSE papers last year contained so many errors that they were nearly impossible to use. Will the Minister take immediate action to ensure that exam boards fulfil their legal duty under the Equality Act 2010 to provide accessible examination materials, and urgently review Ofqual’s monitoring?

It was this Labour Government’s priority to ensure that our world-leading universities were put on a much more sustainable footing. That is why we took the difficult but necessary decision to increase student fees, and it is why we are reforming the Office for Students to have a much sharper focus on financial regulation and sustainability. We, together with the Office for Students, continue to keep under review any institutions that may face difficulty, but the hon. Member will appreciate that these sensitive issues are best dealt with properly and seriously through the Office for Students.

The number of health visitors in England has reached an all-time low, with just 7,000 remaining, and there is a forecast shortfall of 37,000 community nurses by 2036. The Department’s own Skills England sectoral report shows that the health and social care sectors face the highest vacancy rates, at 41%. Has there been any specific assessment of how removing level 7 apprenticeship funding for those over 21 will impact the pipeline of specialist community public health nurses into critical shortage roles, and is Skills England working with the Department of Health on NHS workforce planning?

The number of health visitors in England has reached an all-time low, with just 7,000 remaining. There is a forecast shortfall of 37,000 community nurses by 2036 and the health and social care sectors face the highest vacancy rates at 41%. The Department’s own Skills England sectoral report shows that these sectors are in critical shortage.

Skills England is taking a pivotal and active role. Also, of the 2.5 million workers in critical demand occupations, which includes the NHS, the majority require a qualification lower than degree level. We are rebalancing opportunities towards younger people, whose rates of apprenticeship starts have fallen more dramatically than the overall decline over the last decade. To create more opportunities for young people, we will need to prioritise public funding towards those at the start of their working career and at the lower apprenticeship levels, rather than those who are already in work with higher levels of prior learning or qualifications.

In light of the recently announced 50% staffing reductions across integrated care boards, has the Secretary of State made any assessment of how those cuts to the Cambridgeshire and Peterborough ICB will delay the delivery of essential new primary care services for my rapidly growing constituency, particularly in Northstowe, Cambourne and St Neots, where thousands of constituents are already facing unacceptable difficulties in accessing care?

Despite the significant uplift announced by the Chancellor at the Budget, system financial returns during the planning round suggested an overspend for the coming year of between £5 billion to £6 billion. When I said I would not tolerate overspending in the NHS, I meant it. When I said I would go after unnecessary administrative costs, duplication and bureaucracy, I meant it. That is what this Government are doing to protect frontline services.

Last week the Department announced that colleges would receive only two thirds of the funding that they were promised for the 35,000 additional 16 to 18-year-old students enrolled last autumn, a decision that could lead to thousands of prospective students being turned away this September. That follows a cut in the adult skills funding. Can the Secretary of State explain how cutting promised funds will help to address skills shortages in the economy and help to deliver the Government’s growth mission?

I absolutely agree that skills are critical to driving growth. That is why we are now spending over £400 million more on 16-to-19 education—£100 million more than was announced at the Budget—including £87 million in in-year growth funding, to ensure that places are available where needed. Through the reforms that we are driving with Skills England, we will make sure that where there was once a fragmented skills system, we have a coherent system that supports all our young people and adult learners, too.
