Does the Secretary of State agree that the UK Labour Government is delivering an industrial strategy to support jobs, unlike the SNP which lacks an industrial strategy and plans?

I thank the Secretary of State for that response. One of the best ways of reducing child poverty is helping parents into good, stable and well-paid jobs, which the SNP Scottish Government are failing abjectly to do. For example, the SNP manifesto in 2021 promised to double investment in the paternal employment fund to £15 million over two years to help low-income families get into work. However, in 2023 that pledge was scrapped. Will the Secretary of State call on the Scottish Government to put some of their record funding into employability funds, to help my Livingston constituents get into work and to provide good jobs right across Scotland?

I could not agree more with my hon. Friend. Economic inactivity is higher in Scotland than in the UK as a whole, and a staggering one in six young Scots are not in education, employment or training. We have delivered an extra £9 billion for Scotland over the spending review—the biggest settlement in the history of devolution—and I hope the SNP will match our ambition to get people who can work into work by investing in employment services, not cutting them, as they have in recent years.

I absolutely reassure my hon. Friend that that is what we intend to do. Our employment Bill is about ensuring that we improve the quality of jobs, give greater security to people and bring about more flexible working that will benefit sick and disabled people. We are investing £1 billion in employment support to make sure that disabled people have the chances and choices they deserve. Through our review, led by Sir Charlie Mayfield, we are changing the workplace to make it more inclusive, because the Labour party is absolutely about ensuring that disabled people who can work have the right to do so.

I recently had the pleasure of meeting with the West Lothian Litter Pickers, who are doing so much in my Livingston constituency to reduce the causes and symptoms of fly-tipping and littering, but it is scandalous that their work is needed. In Scotland, the latest figures show that only 1.2% of fly-tipping incidents have resulted in a fixed penalty notice and a mere 0.2% in a criminal prosecution. Does the Minister agree that, in sharp contrast with this UK Labour Government, who are taking a zero-tolerance approach and cracking down on fly-tipping, the Scottish Government’s record in this area is, quite frankly, rubbish?

I am sorry to hear that the SNP Government are not taking firm action, but perhaps where we have led the way, they would like to follow. I congratulate West Lothian Litter Pickers and pay tribute to Keep Britain Tidy, whose Great British spring clean, backed by the Daily Mirror, helped to tackle the 30 million tonnes of litter discarded on our streets each year, including 5 billion cigarette butts. Each cigarette butt can poison 1,000 litres of water.

Lung cancer causes more deaths in Scotland than anywhere else in the UK. In England, early detection programmes are under way, and by 2028 every patient is likely to gain access to screening. In Scotland, doctors tell me that that programme is a distant dream. Does my hon. Friend agree that the SNP is failing Scottish patients and Scottish healthcare professionals? This UK Government are getting on with the task of fighting this deadly cancer.

I agree with my hon. Friend. We are making great strides in developing our cancer plans. We will be launching a national cancer plan later this year, and the targeted lung cancer screening programme has been particularly effective. The SNP has had a record settlement for Holyrood, and we expect the Scottish Government to deliver. If they cannot, I am sure that Anas Sarwar and Jackie Baillie would be willing to take over.

In the Livingston constituency, we have a number of fantastic biotech and life sciences businesses, such as Valneva, which is working on a range of vaccines, including for malaria, and as the Minister mentioned, SilviBio, which is working on sustainable alternatives to peat. Given the failure and neglect of the Conservative Government and the SNP Scottish Government in this regard, what conversations is he having with the Scottish Government to ensure that we create an environment in which the biotech and life sciences industry can thrive in the Livingston constituency and across Scotland?

I do not imagine there is one MP in this House who has not had constituents come to talk to them about the infected blood scandal. In fact, this week I spoke to one such constituent, Linda Cannon, who told me her story, saying: “I lost my husband, Billy, in February 2013 to Hepatitis C after a blood transfusion in 1986, for a stomach ulcer, at Bangour Hospital. He was not informed till 2011 that he had been infected, only finding out after presenting with a sore back. He underwent severe treatment, without success, which will live with me forever. Life has been difficult to deal with after this”. The consequences have been completely devastating for her family. Mr Cannon will not see justice, but several of my other constituents must. I welcome the urgency with which this Government have moved forward with this issue, because justice for the victims of this injustice is long overdue. Can the Minister update the House on how he has been working—not just in England, but across Wales, Scotland and Northern Ireland—to make sure that payments get to those who need them immediately?

I thank the Minister for his response. This UK Government are indeed working at pace to position the UK as a global leader in the rapidly growing SAF industry, which is vital for decarbonising aviation and our aviation industries, and for growing our economy. Will he commit in the forthcoming sustainable aviation fuel Bill to bringing forward the timeline for the revenue certainty mechanism to the end of this year or perhaps early 2026? Accelerating that measure, which has wide support, will give investors the confidence they need to back the 10 potential SAF facilities across the UK, including in Grangemouth, which is near my constituency.

Under the Online Safety Act, the Technology Secretary has the powers to include such small but very dangerous sites under category 1—the most heavily regulated category—but Ofcom has advised him against doing so. My hon. Friend raises an extremely serious issue. I assure him that we very much share his concerns. The Home Secretary has met representatives from Meta and our officials are in regular contact. What we say in all those discussions is very simple. For years, Meta has been an industry leader when it comes to preventing and detecting child sex abuse online, and what we all want to see is it continuing to play that positive role and not—as my hon. Friend fears—going in the opposite direction.
