Will the Prime Minister agree that only with two Labour Governments working together can we restore pride in our Welsh seaside towns?

This summer, Denbigh Town football club did itself proud as the host of four UEFA under-19 championship games, including a Spain versus Germany match that saw record attendance of almost 2,000 spectators. Thanks to significant investment in Central Park, including a £300,000 Cymru Football Foundation grant funded by this Government, not only is the club now match fit to host international games, but it has top-class facilities all year round for the whole community. Does the Minister agree that the inspiration and opportunities that that brings to children from all walks of life are immeasurable? How are the Government ensuring that facilities like those are available across the country?

What assessment has been made of the impact of the national minimum wage rise on younger workers?
Context
The second rise in the national minimum wage has impacted workers, particularly younger ones.

About 300,000 young workers are expected to benefit from the national minimum wage increases in April 2026. The Low Pay Commission was given a remit to develop its preferred path and pace for the equalisation of the 18-to-20 national minimum wage and the national living wage.

So far, we have had really good feedback from over 500 town centres that have taken part in the safer streets summer initiative. That initiative finishes at the end of September, so we will have proper analysis then, but it is our priority to ensure that our police have the resources they need all year round.

Does my hon. Friend welcome, as I do, the additional £20 million announced by the Welsh Government last week to improve education standards, on top of the £262 million extra in total for education in Wales? Is she as perplexed as I am as to why the Conservatives and Plaid Cymru voted against extra money for education in the Welsh budget?

Like my hon. Friend, I am absolutely astounded by the way that Plaid Cymru and Conservative Senedd Members voted against the budget, but the important thing is that this year the Welsh Government will be investing an additional £1.1 million in literacy, numeracy and science support in schools. The Welsh Government have also announced a £10 million investment package for literacy and numeracy in the coming year, increasing local capacity to support schools, national support programmes and interventions to support budding learners.

Tu Mundo, or Your World, is a growing independent business that recently opened its third coffee shop, in Rhyl. Tu Mundo has a distinctive style, not just with the toucan motif that graces everything, including its teapots, but with its commitment to economic growth in the local area. In partnership with the local employability service, Working Denbighshire, Tu Mundo hosts work-start placements for those entering or re-entering the workplace, with several graduates going on to become permanent employees. Will the Secretary of State join me in congratulating Tu Mundo and Working Denbighshire on that work? Does she agree that that is exactly the sort of partnership work that will bring fair economic growth across the UK?

Tu Mundo is a local business that has opened three coffee shops, hosts work-start placements for job seekers in partnership with the employability service Working Denbighshire, and offers permanent employment to several graduates.

Yes. I would like to say a massive thanks to Tu Mundo for all the work it is doing. There is a lot of evidence that work placements or work experience are a really important way to encourage more people into work. Last week, I visited B&M, the fastest growing retailer in the country, to look at what it is doing with short work experience placements, which are a form of “try before you buy” for the company and the employee. The placements have a huge success rate and B&M now recruits 85% of its workers through the scheme. We want to continue such success in the future.

That is another important argument for why we need longer-term, allocative settlements. It is my hon. Friend, her local authority, her local residents and her community who know Rhyl. They are the experts, and they should have the flexibility to break the one-size-fits-all model to make things work for themselves.

A recent report by the Federation of Small Businesses Wales highlights the thriving creative businesses that exist in coastal areas like mine. What can the Secretary of State do to increase awareness of them and ensure that the next round of the creative clusters programme focuses on areas such as Clwyd North?

I was very pleased to visit Blackpool recently to see the incredible work that Blackpool pleasure beach is doing. Coastal communities have an enormous role to play in our creative industries, and we are absolutely determined to do everything we can to support them. They have a very special place in the life of the nation; I think most people holidayed there as children. We hope that they continue to thrive, and I will be in a position to update the House soon.

As a former member of a youth justice board, I know that young people who are drawn into offending often lead narrow lives with little opportunity for personal development. Has the Minister made an assessment of the provision of youth services, such as the Duke of Edinburgh's award scheme, to engage with these young people and prevent reoffending?

We value youth services, such as the Duke of Edinburgh's award scheme, that enable young people to develop new skills to turn their lives around. In fact, the D of E scheme is available in all five of our young offender institutions, and 36 people in YOIs were enrolled in the scheme in August.
