North Northumberland has seen an increase in rural crime. What reassurance can the Minister provide regarding this issue?
Context
The hon. Member's constituent was a victim of burglary, and there are concerns over the increasing frequency of such crimes.

Can the Minister reassure my constituents that Berwick academy will still be considered for SRP funding despite avoidable delays? A planning application has been submitted after missing the 2022 round and the school applied in April for SRP.
Context
Young people in Berwick have been taught for over a decade in a crumbling high school—the only one in town. The Conservative county council promised five years ago to rebuild the school, but delays occurred.

We are investing almost £20 billion in the school rebuilding programme to rebuild over 750 schools up to 2034-35. Some 500 of those are already in the programme—we have a further 250 to select, which we will do later this year. Despite those delays, I can confirm that the school will be considered for the school rebuilding programme.

Salisbury has benefited enormously from investment in the river park scheme, which has alleviated flood risk to the centre of the city. My attention now turns to the villages, the role that farmers and agricultural land can play in effective flood defence, and the consequential impact on food supply. How does the Minister view the role of farmers in a collaborative approach to flood defences?

The right hon. Gentleman raises an important point. Quite often, we find that flooding farmland is used to protect villages and rural communities. I have been thinking about the best way to take this issue forward, after meeting a farmer when I went to Somerset, and seeing the extensive flooding right across his land. We have put £91 million into internal drainage boards, which is the most money that has ever gone into trying to support farmers in draining agricultural land. I am actively considering this issue, and am having conversations about it at the moment.

I warmly welcome the funding just announced, including for areas in my constituency—Budle bay, Belford and areas along the Coquet river. The national assessment of flood and coastal erosion risk assessment says that one in four homes are projected to be at risk of flooding by 2050. Will the Minister give us further assurances about what the Government will do on an ongoing basis to address those concerns?

I know how much my hon. Friend cares about this issue. As well as announcing the biggest ever major flood investment, we are also changing the flood and coastal erosion funding policy. As part of those changes, at least 20% of future investment will be set aside to help the most deprived communities. The reforms will make it quicker and easier to deliver flood defences, and ensure that deprived communities continue to receive vital investment. We are also investing at least £300 million in natural flood management over the next 10 years.

Sticking with detentions in China, last week I had the great honour of meeting Grace Jin Drexel, the daughter of Pastor Ezra Jin, who—along with 18 other pastors from Zion House Church—was arrested and detained by the Chinese authorities last October on the very vague charge of illegal use of information online. Basically, they had an online church service. What can the Government do to advocate for the release of all the Zion House Church leaders, and to promote freedom of religion or belief for all people in China?

Reports from within China about the detention of Zion House Church leaders are a very worrying indication of further persecution of Christians in China. This Government continue to engage with China on the issue of human rights and freedom of belief. We will continue to champion freedom of religion and belief for all and uphold the right to that universal freedom through our positions at the UN and in the G7, as well as through our bilateral engagements.

I am proud to support a Government who believe in progressive taxation, as I am sure the Minister does—that those with the broadest shoulders should bear the greatest burden. Under the CenTax minimum share rule proposal, farm estates where at least 60% of the estate is used for farming would receive relief of up to £5 million per person. This would reduce the risk of family farms being broken up, place a greater burden on very large estates and those gaming the system, and double the forecast tax take. Will the Minister direct Treasury officials to take another look at the CenTax proposals on APR prior to the Budget?

CenTax published a report titled “The Impact of Changes to Inheritance Tax on Farm Estates” which assessed potential implications for farmers. The report suggested reforms that would reduce the risk of family farms being broken up.

I thank my hon. Friend for his question—he is a strong advocate in this place for his constituency and for farming communities. Just last week, he made the point to me that our farmers and farming communities are crucial to economic and social and cultural life. Along with other Labour colleagues from rural constituencies, he has been working hard to raise the points that matter to farmers, and this Government are doing all we can to support our farming industry. On the specific point about CenTax’s proposals on minimum share, I do not need to direct officials to look at them, because I have read the proposals. It is worth noting that the number of losers from the proposed policy would be more than double the number of people affected by the changes that this Government are making. Over 1,000 estates would be affected by the proposals put forward by CenTax.

What recent discussions has the Minister had with the Scottish Government on the impact of the Barnett formula on levels of funding for local authorities? The largest ever devolution settlement—£50 billion—is great news for Scotland and its local authorities, but under the SNP there are 840,000 cases on NHS waiting lists. This affects people in my constituency in North Northumberland, many of whom use cross-border healthcare and dental services, so does the Minister agree that the SNP needs to sort itself out and start delivering change to the NHS, as Labour is doing in England?

In England, waiting lists have fallen since Labour came to office less than a year ago, while in Scotland they continue to rise, and we now see nearly one in six Scots waiting for treatment. John Swinney has, in total desperation, announced that the SNP Government’s fifth NHS recovery plan in less than four years, but the reality is that patients, staff and we all know that Scotland desperately needs a new direction.

However, I am sure that he is aware that over Christmas there were attacks by Hayat Tahrir al-Sham fighters on the Christian-majority town of Maaloula, and some reports of attacks on Alawite communities. What more can he and his Department do to work with the Syrian Government as they seek to build a society in which all religious communities can take part without fear of religious persecution?

I welcome my hon. Friend to his place, and he is absolutely right: it is a source of national shame that just over 1.3 million households are on social housing waiting lists. Nearly 14,000 of them are in Northumberland alone. This Government do not accept that it has to be this way; we will deliver a fairer, more sustainable right-to-buy scheme where existing social housing stock is protected to meet housing need.

["The farming sector in North Northumberland and across England is facing significant financial challenges. In 2023-24, an average cereals farm took in £250,000 from selling crops but made a loss after costs, relying heavily on subsidies, diversification, and environmental schemes. The profitability review by Minette Batters highlighted that there is no single solution to improve farming profitability. Farmers earn a lower share of food chain gross value added compared to farmers in other countries like Germany, France, and the Netherlands, with only 9% of farms producing 62% of our food. Additionally, the National Farmers' Union reports that there were 2,500 abattoirs in the UK in the '70s but now there are just 200."]
