Can I thank you, Mr Speaker, on behalf of the all-party parliamentary group on HIV and AIDS, for hosting today's reception to honour the incredible contribution that Sir Elton John has made to the fight against AIDS? I very much welcome today's announcement of further funding for HIV and hepatitis B and C opt-out testing in hospital emergency departments as a critical step in fighting those diseases. I ask the Prime Minister to join me, and I am sure the whole House, in praising Sir Elton and his AIDS foundation for pioneering this work.

Mr Speaker, I have previously called out in this House the appalling level of service that my constituents and yours receive from train operator TransPennine. Last month, TransPennine had the largest number of cancellations of any service provider in the UK, but it turns out that even that figure was fiddled, because TransPennine had cancelled over 1,000 trains before 10.30 the night before so that they would not show up in the statistics. Does the Prime Minister agree that this practice is totally unacceptable, as is TransPennine's level of service?

I agree with my right hon. Friend: the current service levels are unacceptable. The Rail North partnership, which is managing the contract, is working with the company on an improvement plan. The Rail Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), is having weekly meetings with the Rail North partnership to monitor its progress, and although the TransPennine contract expires in May and we are working on a new contract, if Ministers conclude that the operator cannot be turned around, other decisions may have to be made.

Does my right hon. Friend agree that it is essential that the iniquitous tariffs the US has placed on Scotch malt whisky be removed during the current presidential term? So that that can happen, will he commit the Government, as a matter of urgency, to reaching a bilateral agreement with the US on the Airbus-Boeing dispute?

Does the Minister hold any sway with the bus operator Stagecoach? If so, can he convey the concerns of my constituents about the reliability of the X74 service, which operates between Dumfries and Glasgow? Stagecoach has put older buses on this route, leading to poorer reliability and more cancellations. Given that most of the route is along a motorway, I am sure he understands how unsatisfactory breakdowns are.

I of course agree that safe, reliable and affordable bus travel is really important. That is why we passed the Bus Services Act to empower local leaders to take greater control of bus services, and why we are providing £3 billion of extra support over the next couple of years to boost bus numbers. Will the Secretary of State make it clear to the right hon. Member for Makerfield that devolution in itself is not the answer? It is about how it is used. We recently saw that in Scotland, when the Scottish Parliament voted in favour of another independence referendum and against an inquiry into SNP finances.

Has the Foreign Secretary made any assessment of what impact the conflict is having on the horrendous humanitarian situation in Yemen? Given Iran’s continued support for the Houthis, does she believe that in discussions to end the conflict there will be some opportunity to make a positive impact on that conflict?

I can tell the right hon. Gentleman that the Minister for the middle east, my hon. Friend the Member for Lincoln (Mr Falconer), has met the Yemeni Prime Minister in recent days, to engage with the Yemenis, to express our support and to ensure that they can address humanitarian issues. There is obviously a particular issue with Yemen, where Iranian proxies have been mobilised in the past, and it is important that does not happen now. It is another example of how vulnerable, low-income and conflict-affected countries are the most heavily affected by the restrictions on the Gulf and the strait of Hormuz.

Obviously I do not agree with the Secretary of State's analysis, but I think we can agree that child poverty and the other challenges that face real people in Scotland should be the focus of this Scottish Parliament election campaign, and not independence, for which, incredibly, the Reform UK candidate in Dumfriesshire voted. Does the Secretary of State agree that anybody in Scotland who does not want to see Scotland spend five more years in a constitutional cul-de-sac should use their vote wisely to stop an SNP majority?

If we think about it, their interests are completely aligned, in talking Reform up and talking Scottish Labour down.

I am the Member of Parliament for one of the largest rural constituencies in the United Kingdom, so the rise in the cost of heating oil is obviously a major concern for me. I welcome the opportunity to meet the Financial Secretary, and I hope that liquefied petroleum gas can also be on the agenda for that meeting, because that is a heating source for many of my constituents. People such as Craig Ritchie in Symington will be looking for concrete outcomes from that meeting, given that they face a 200% rise in their oil costs.

I hope that the Foreign Secretary will read the evidence from Samaritan's Purse to the International Development Committee last week, which reiterated the issues on sexual violence. We also heard that in refugee camps, many people have no option but to be naked because they have sold their clothes to get food. I am sure she agrees that is completely and utterly unacceptable. In her last statement, she said that she was seeking to engage with the African Union and to bring it more into participation in bringing a resolution to the conflict. Has she made any progress in that regard?

I will certainly look further at the evidence and the horrendous accounts that the right hon. Member describes. We are establishing, with international partners, a coalition for atrocity prevention and justice to work on Sudan and to work together on preventing atrocities and gathering evidence. We have been pursuing some of the findings in the UN's report on El Fasher, which talked about systematic starvation, torture, killings, rape and deliberate ethnic targeting. The right hon. Member has added a further horrendous account to that, which is why it is important not only to pursue these atrocities but to ensure that there is basic humanitarian support. That is why we are prioritising Sudan for humanitarian support as well.

Many find difficulty accessing adequate charging stations across rural Scotland. The new EV excise duty is designed fairly, addressing costs from road use and congestion. As we transition to electric vehicles, it's necessary to look at appropriate taxation for EV drivers. While those in rural areas often drive more but have home chargers offering lower costs, we continue discussions with the Scottish Government on various issues.

What is the position of the UK Government on a trading agreement with Mercosur?
Context

It is certainly true that now that the EU has secured a Mercosur deal, having taken 25 years to do so, there is a danger that British business will be left out and excluded because there will be preferential rates for European businesses. It is something we are looking at very closely, and I hope to be able to update the right hon. Gentleman very soon. As he knows, I am passionate about trying to increase our exports to Latin America. I would just note that some companies, such as Inca Kola, were created by British firms.

I was disappointed that the UK Government did not go ahead with proposals for a Glasgow campus for UK Government offices. One reason behind that proposal was upgrading the facilities available to Foreign, Commonwealth and Development Office staff who are located at Abercrombie House in East Kilbride, which had been assessed as lacking the facilities required to be a second FCDO headquarters. Will the Chancellor of the Duchy of Lancaster work with the FCDO to ensure that that investment goes into Abercrombie House so that it can be a second headquarters?

Civil servants do tireless work on behalf of the public each and every day and are a critical part of this Government’s determination to deliver significant change for the country and drive forward the missions we have defined. To the right hon. Member’s question, in the early years of devolution there was a lot more interchange between the home civil service here in London and the civil service in offices such as those in Edinburgh, Belfast and Cardiff. I know that thought is being given to how we ensure that there is the right expertise in the right parts of the country, and there is an information exchange on how to get this right.

Land at Eastriggs in my constituency, formerly part of MOD Eastriggs, was declared surplus, and 18 acres were successfully leased to a rail business that provided important jobs in the constituency. However, the plans for the remainder of the site seem to have got bogged down. I hope that Ministers can expedite a decision, so that more valuable jobs can be created in my constituency.

Does the Minister acknowledge that part of what has happened as a result of the pressure tests has been a displacement of learner drivers to test centres in rural areas, where they perceive that there might be less waiting time? When I was at the Scotland Office, I was regularly lobbied by retired senior executives from the electricity industry who wanted to state their concerns about how long it would take to reboot the network in Scotland if there was a major outage. Obviously, I sought the necessary assurances from those running the network, but in the light of what has happened in Spain and Portugal, I would be reassured if Ministers sought those assurances again.

May I associate myself with the comments about Pope Francis and Christina McKelvie, and wish you, Mr Speaker, a happy St George’s day? It is very important that we all celebrate our national identities but still come together as one United Kingdom. I hope that the Secretary of State and I were not too optimistic in our last exchange about trade with the US, in which we hoped that the Trump Administration would be a boost for Scottish business in the United States. What is he doing in the UK’s discussions with the United States to ensure that specific Scottish interests, such as those of the whisky industry, are part of the arrangements?

What practical support are the Government giving to Egypt now that the Rafah crossing has reopened for medical emergencies? When that happened previously, it put enormous pressure on the Egyptian health service and caused some civil unrest in Egypt. As the right hon. Lady knows, Egypt is also under pressure on its southern border due to the conflict in Sudan. Does she agree that support for Egypt at this critical time is very important?

We have supported the Egyptian Ministry of Health and Population with £1 million, delivered through WHO Egypt, to support medically evacuated Palestinians from Gaza. We are exploring further support for the Egyptian system, which is gearing up to receive large numbers of medical evacuees.

Yesterday, out of the blue, Bank of Scotland announced that it will close five branches in my constituency, leaving hundreds of square miles of the rural south of Scotland without a single bank branch. While we must work with Link and others to ensure access to cash in those communities, does the Minister share my concern not only that this will leave empty premises prominent on the high street, but that it sends a message that the banks are giving up on rural areas and on those who do not bank online?

I recognise that the right hon. Gentleman’s constituents will be concerned about the Bank of Scotland’s decision. He may know that more than 9,500 bank branches closed between 2010 and 2023. That is why the Government are determined to ensure the much more widespread roll-out of banking hubs, with a commitment to roll out 350 banking hubs. I strongly suggest to the right hon. Gentleman that he get in contact with Link and Cash Access UK to make the case for a banking hub in his constituency. If I can help in any way, I will be happy to consider doing so.

I have significant former mining areas in the Douglas valley and Upper Nithsdale in my constituency. Constituents there are concerned about the British Coal scheme, because many people in that scheme actually worked underground before being promoted into other jobs. To ensure fairness in the implementation of this Government policy, will the Minister make sure that the timescale on which they are compensated is the same as that for those in the other scheme?

I thank the right hon. Member for his question, and I think “fairness” is the right word. That is why we worked in opposition to try to persuade the last Government to act on the mineworkers’ pension scheme, but we failed because the last Government did not think this was an urgent issue for them to consider. The Labour Government have implemented this change at our first Budget, and that is fairness in action. We will continue to work with trustees of the BCSSS, and we will come back with further options in due course.

I know he shares our deep concern about the impact of restrictions on aid, which we have particularly seen feeding through into the famine assessment from the IPC—integrated food security phase classification—that came out at the end of last year. There must be, above all, a permanent opening of crossings. We were, of course, pleased to see the Adre crossing open for three months, but it must be opened permanently.
