My hon. Friend is aware of the very low unemployment in Banff and Buchan and the difficulty in filling vacancies with local people, particularly in the food and drink sector. The seafood sector in particular is still in a transition away from dependency on overseas workers, which could take some years. What data can the DWP provide on the measures that local businesses have taken to maximise the employment of local people, and what other support can the Department offer to attract workers to areas of low unemployment such as Banff and Buchan?

There is no stronger advocate for the fishing industry in this House than my hon. Friend. He will appreciate that we have received that return from the MAC. We will look very carefully at its recommendations, but my hon. Friend knows that as a Government we have been consistently flexible in responding to the needs of the fishing sector. I would argue that there is more we can do to promote domestic employment, but let me take this matter away and consider his representations.

I thank the Minister for that positive response. It is clear that the Government are taking the right steps to broadly address the issue, but what is being done to ensure that individual seafaring companies with responsibility for crews have access to up-to-date advice? I would go so far as to suggest protective measures to enable them to keep their routes open—perhaps protective staff on boats, or helicopters or planes overhead.

Last June the Exchequer Secretary announced the energy security investment mechanism, and I welcomed the announcement in last November's autumn statement that the floor price would rise with inflation from April. How and when will that be legislated for, and will he look at alternative ways of setting that floor price, other than the 20-year reference period that is already used?

Will he join me in recognising female veterans who not only served themselves—as I know he did—but support veterans in their local communities, such as my constituent Morag Lightning? She is an RAF veteran who volunteers as a RAF Association welfare officer and who does too many things to mention in our community, for which she was awarded a British empire medal in the King's new year's honours list. Would he join me in congratulating her on that?

The fish our fishers catch is vital to our food security, but recent actions by the Maritime and Coastguard Agency are leaving many inshore fishers at their wits' end. Can it really be right that a fisherman in the prime of his working life risks losing his livelihood because he was brave enough a few months ago to admit to a doctor that he felt anxious? Introducing the price floor for the oil and gas industry comes from the principle that, while it is right that oil and gas companies pay a higher share of tax during exceptional times, it is also right that when prices fall to normal levels, so do their tax rates. That is why we introduced the price floor in June and we have extensively engaged with the industry since then. I know that legislating will provide some certainty; we are looking carefully at that and will respond soon. I will always be happy to meet with my hon. Friend.

The devolved Administrations are responsible for their education systems, but the Department for Education is working with the Governments of the UK. A recent video by the Scottish Cabinet Secretary made false claims regarding UK Government's stance on devolution.

I did see Angus Robertson's video clip, and I think I counted 16 false claims in the space of one minute and 40 seconds. That is a false claim every six seconds—pretty impressive, even by his standards. As usual, the nationalists are desperate to invent a grievance, but the reality is that the UK Government respect devolution, support it and strengthen it. The only people who want to destroy devolution are the ones who want to rip us out of the United Kingdom.

Given that Mr Moir applied for his medal at the soonest opportunity and unfortunately has not received it in time for this Armed Forces Week, what assurances can my right hon. Friend give that medals will be received in time for Remembrance Sunday?
Context
Colin Moir, a British nuclear test veteran, applied for his commemorative medal but has not received it in time for Armed Forces Week.

I recognise that the medallic recognition has taken a long time to achieve. The Government, for the first time in 60 years, have delivered on that medallic recognition. I want to ensure that those medals are in the hands of veterans who deserve them. I recognise the concerns around delays. I will be extremely disappointed if medals are not on the chests of nuclear test veterans at Remembrance Day this year.
