My hon. Friend has a long-standing and principled view on these matters. I do not share his view and nor do the Government. Nor do I think that the latter part of his question and the specific points he made are likely to come about.

Transphobic crimes are hateful and represent up to 3% of all hate crimes recorded. The Government is funding groups such as True Vision and initiatives like the national online hate crime hub, with £3 million going to five anti-bullying organisations from August 2021 to March 2024.

I recognise the close interest my hon. Friend takes in this matter, and he is right to draw the House's attention to international best practice. I agree that we should take an evidence-based approach in which we look at the data shared with regulators in other countries, such as Australia.

I think I can make my hon. Friend at least partially happy by telling him that the Church of England has no principled objection to humanist marriage. However, I know he will be aware that any move from a premises-based system of marriage registration to a celebrant-based one in England and Wales would not be a minor reform and would affect everyone involved in registering marriages.

The Church is deeply committed to marriage and will always be there to support every family and household. It is for that reason that both archbishops have launched a commission on families and households to look at what more the Church can do to provide the very best marriage preparation and enrichment and to strengthen family relationships.

Pharmacology plays an important role in mental health, and I am happy to meet him to discuss scheduling.

The former LGBT advisory panel's tenure ended on 31 March 2021. I am grateful to its members for the important insights that they have provided on important policy areas such as ending conversion therapy and the impact of covid on LGBT people. The Prime Minister has appointed Lord Herbert as special envoy for LGBT rights.

We have noted my hon. Friend's concerns about the Government's decision, and we assure him that the UK has a strong record on LGBT rights. The wait for gender identity clinics has been very long, and the Government are looking at that issue. I will not make a specific commitment at the Dispatch Box, but I recognise the concern that has been raised. We will continue to do what we can to speed things up.

The UK continues to be recognised as one of the most progressive countries globally for LGBT rights. The Government recently announced £3.2 million of new funding to help Commonwealth Governments and civil society to repeal outdated discriminatory laws against LGBT people. We work closely with the Council of Europe and the UN, in addition to co-chairing the Equal Rights Coalition, and we remain committed to delivering an ambitious international LGBT conference.

I thank my hon. Friend and hugely welcome all his efforts in this regard. We are taking forward all these strands—from media freedom to the Magnitsky sanctions, to the work that we are doing on LGBT rights. He will know that we intend to build on our current official development assistance allocation for the strategic review on LGBT rights, which will be completed in the autumn. As a founding member of the Equal Rights Coalition of 42 states sharing the same values, in 2019 we took on the role of co-chair and we plan not only to deliver the first ever UK-led five-year action plan, committing the coalition to taking domestic and international measures on LGBT and equality issues, but to expand the ERC and, in particular, to try to draw in more participation from Asia, Latin America and Africa, for all the reasons that he mentioned.
