May I start by congratulating Sir Billy Boston? Billy ended his career playing at Blackpool, and I know this has been a long campaign by the Culture Secretary, the Speaker, my hon. Friend the Member for Makerfield (Josh Simons) and many in this House—congratulations to Sir Billy. It has been exposed by Shelter that 12,000 people are waiting for council housing in Blackpool. This is a damning indictment of the legacy of the 14 years of the previous Government. Hundreds of families in my constituency are waiting for housing, stuck in a bed and breakfast or, like my constituent Kaci with her two children in tow, are sofa surfing. So will the Prime Minister, alongside the Deputy Prime Minister, commit to a new generation of social housing and council housing in my constituency, and help me build a better Blackpool?

We are turning the tide on the housing crisis, with the biggest investment in social and affordable housing in a generation. The Chancellor is investing £39 billion over the next 10 years—almost double what we saw under the last Government—and it is no wonder the National Housing Federation welcomed this as transformative, saying it offers “real hope” to the thousands who need safe, secure and affordable homes.

At the beginning of the year, Blackpool had the worst 12-hour A&E waiting times in the country, but thanks to the tireless work of local NHS staff, that has been reduced by 43%. However, we face some of the biggest challenges in the country with health inequalities, deprivation and the 21 million visitors that come every year. Will the Secretary of State agree to meet me and the chief executive officer of our hospital to talk about what support we can get to bring these numbers down so that residents in Blackpool can get the care they need?

In Blackpool, we have a waiting list of around 12,000 for social and council housing. Given the deprivation throughout Blackpool, we know that the quality of housing is below where it needs to be, and so many people are struggling with their health and other conditions. Will the Secretary of State outline for me and Blackpool council what more can be done so that we can build the social housing we desperately need and meet the 1.5 million target?

Last weekend I attended Waterloo Road’s first ever winter wonderland Christmas lights switch-on, which was a fantastic celebration in the spirit of small business Saturday in the most deprived ward in our country. Those businesses told me on Saturday, as they have done many times, that they have been left behind for too long, and that the high street is suffering. Will the Minister meet me to discuss what we can do to support our high streets in the most deprived areas of this country?

What steps is the Education Secretary taking to ensure children in disadvantaged communities like mine, where the need for targeted SEND support is high but current provision often falls short, receive the necessary assistance they urgently require?

The last Conservative government left behind a SEND system that was failing children and families. Parents had to fight for support, with education, health and care plans denied or delayed and vital services taken away. Tory cuts to early years support combined with rising poverty and extreme deprivation in Blackpool have deepened the crisis facing vulnerable young people.

Last week I joined Blackpool police and our police and crime commissioner, Clive Grunshaw, under the iconic Blackpool tower to launch the safer streets summer initiative in Blackpool. This has coincided with delivering the guarantee that every community in Blackpool will now have a named police officer and PCSO, which has been welcomed across the community. Can the Home Secretary confirm that my constituents will soon see more visible policing and regular foot patrols in our town centre, and, crucially, start to feel safer and more confident on the streets of Blackpool?

In 1911, Blackpool was home to the busiest railway station in the world—a testament to our town’s rich transport heritage. Today, the Blackpool South line urgently needs a passing loop to enable trains to pass each other and deliver the reliable, frequent rail service that our community in South Shore deserves. The Government’s recent £4 million investment in Blackpool’s local bus services was welcome. Will the Minister meet me to discuss the long-overdue need for investment in the Blackpool South line to finally deliver that passing loop?

It is a year today since I was sworn into this House, and every single week, someone has raised with me the issue of getting access to an NHS dentist in Blackpool. Nowhere is taking on adults, and nowhere is looking after pregnant women. There is no perfect payment system. We have to look at the issue around units of dental activity, and at options around capitation and sessional payments, and come to a conclusion about what works and about how to ensure that everything that we commit to NHS dentistry is spent on NHS dentistry. We are in a mad situation in which, although demand for NHS dentistry is going through the roof, we have an underspend every year on the contract. We have to fix that. It will take some time to work that out with the British Dental Association and other key stakeholders.

My hon. Friend is right that we have seen deeply damaging increases in knife crime; halving knife crime over the next 10 years involves stronger action on knife sales, law enforcement, and prevention with a new young futures programme.

Blackpool is experiencing the scourge of unlicensed taxis in our treasured seaside resort. Uber and similar companies, which have no operating licence in Blackpool, are allowing passengers to use their unlicensed taxis uninsured, creating a real public safety risk. These unlicensed taxis are parking in local ranks illegally, taking fares from our hard-working, rule-abiding Blackpool taxi drivers. What is the Minister doing to tackle these unlicensed drivers, and will he meet me to discuss this issue in my constituency?
Context
Uber and similar companies are operating unlicensed taxis in Blackpool, posing a risk to public safety and taking business from licensed taxi drivers.

May I first welcome the hon. Gentleman to his place? He is a worthy winner and I am delighted to see him in the House. The Government have published updated taxi and private hire vehicle best practice guidance for licensing authorities in England. A meeting will be arranged if required.
