Despite being its capital, my home city of Edinburgh is, per head, the lowest-funded local authority in Scotland owing to the austerity inflicted on us by the Scottish National party in Holyrood. Now that the Secretary of State for Scotland has secured the biggest block grant for Scotland in history, will the Deputy Prime Minister work with me to ensure that the Scottish Government use it to end austerity for my constituents?

I absolutely agree with my hon. Friend, who is entirely right to raise the subject of the impact of the SNP's irresponsible management of Scotland's finances and the austerity that it is inflicting on his constituents. Our Budget rejected a return to austerity. We delivered the largest real-terms funding settlement for Scotland since devolution, and the result of the Budget is clear: the SNP has the powers, it has the money, and it has no more excuses.

I draw attention to my entry in the Register of Members' Financial Interests. There is some scepticism among the public about refugees, but despite the fact that twice as many people came to this country from Ukraine as crossed in small boats, there has been no public outcry and there is no public unrest. Does the Minister agree that this is because the British public recognise and welcome refugees who come here fairly, in a legal way, and with proper support? What conclusions are the Government drawing from that as they create their new scheme around safe routes?

My hon. Friend raises an important issue here. I know from my own community, where the immigration conversation is sometimes very difficult indeed, that those who raise frustration at the lack of order and control in the system—as inherited from our predecessors —are the same people who leaned into the Ukrainian scheme, the Hong Kong British national overseas scheme, the Afghan resettlement scheme and the Syrian scheme. The message that I take from that is that when the British people see that systems are ordered, controlled and for those who need protection, and when we know who is coming, then they lean into it. That is the spirit of our reforms to the system, and I hope my hon. Friend, and all right hon. and hon. Members, will support us in that venture with the Immigration and Asylum Bill.

Given the recent jump in oil prices, would it not be good for the UK economy, jobs and Government's tax receipts to maximise drilling for North sea oil as Norway does?

I disagree with the right hon. Lady on that one. We will use existing North sea oil and gas fields for their lifetime, including tiebacks announced last autumn. Exploration licences make no material difference to production levels.

I am concerned about our energy security being exposed to events in the Middle East because we have relied on oil and gas for too long. Not only do fossil fuels cause climate change, but buying them on the open market exposes us to price volatility. No further drilling in the North Sea would help mitigate prices. The only true path to energy security is through renewables and nuclear power.

That is why it is good to see that removals of foreign national offenders have gone up 40% from what was left under the previous Government. The way we deal with crime in communities is by reinvigorating neighbourhood policing and supporting our police. Does the Home Secretary agree that those are two areas where this Home Office is clearing up the mess left behind by the previous Government?

We have already reduced costs by a third and aim for zero spending. Conversations with suppliers are ongoing, focusing on the break clause and ending contracts in 2029 to achieve better financial outcomes.

In Scotland, there are four times as many people fleeing oppression from Ukraine and Hong Kong than asylum seekers. There has been no public outcry and they have been welcomed. That shows that Scotland is a generous country willing to play its part if the system is fair and controlled. Moreover, 14 children this year have drowned in the channel coming here. Does he agree that there is nothing progressive about not fixing a system where public support for refugees drains and children drown?

What is the Home Secretary doing to address the appalling profiteering that the Tories allowed, and the disastrous asylum contracts, and will she trigger the break clause next year?

So far, the amount that has been recouped by this Government is £74 million, of which £46 million is excess profit and the remainder is service charges or service credit and VAT. We are rapidly reviewing the contracts that we inherited, including the break clause, to ensure that they are providing value for money for taxpayers. I will keep the matter under review and update the House in due course.

I am already in touch with my French counterparts; the Conservatives failed to achieve a landmark deal despite years of rhetoric, but this Government have done so and are working with France to get the first flights off the ground as soon as possible.

In the pandemic, young people were among the least at risk, but they gave up so much of their lives to protect those who were at risk. No generation has made such a sacrifice for another since the war, but they have been badly let down: across the UK, one in eight are not in employment, education or training, and it is worse in Scotland, where the figure is one in six young Scots. What steps is the Minister taking to mitigate the inaction of the SNP Scottish Government and build a better future for young Scots?

As I just mentioned, our new jobcentres will create a universal service across Great Britain. We must make those changes to serve young people. My hon. Friend makes an excellent point about the pandemic generation, who deserve much better from us all. I know that his city of Edinburgh is full of chances and opportunities that we cannot let go to waste. Given the role of Edinburgh and Glasgow in our visitor economy, I am sure that he will be interested in the work we are doing with UKHospitality to help more young people to have an opportunity in that great sector.

The beautiful beaches of my constituency are marred by sewage-related debris. In Scotland, under the SNP, we do not even properly monitor sewage overflows. Meanwhile, in England, the Labour Government are making great strides to improve water quality—how I wish we had that in Scotland. Will the Secretary of State commit to working as constructively as possible with his counterparts in the Scottish Government so that they can learn from here how we can improve water quality in Scotland?

People smugglers do not just put the immigration system in jeopardy; they exploit the vulnerable and they put lives in danger.
