I am pleased to tell my hon. Friend that our NHS long-term plan sets out a real-terms increase of at least £4.5 billion a year for primary and community care by 2023-24. We now have over 2,000 more full-time equivalent GPs working in our NHS, and we have had the amazing achievement of more than 50 million more appointments per year, beating our target several months early.

I thank my hon. Friend for his continued support for this growing and important sector. Alongside the work of the nuclear skills taskforce, we are currently in phase B of our advanced modular reactor research, development and demonstration programme. We aim to demonstrate that technology by the 2030s to decarbonise industry and we welcome his support in that work.

My hon. Friend is completely correct. That is why at the end of last month we laid a statutory instrument before the House to fix the system, so that pharmacists can spend more time using their skills to provide high-end clinical services and less time snipping blister packs.

We have already been growing the range of NHS services available in pharmacies: we have set up the community pharmacist consultation service, the discharge medicines service, the new medicine service, the blood pressure check service, smoking-cessation services and the contraception service. We are now investing £645 million to go further through the new Pharmacy First scheme for common conditions.

My hon. Friend has a formidable reputation himself in championing, and from having worked in, that area. We are increasing investment in further education and skills by £3.8 billion over the course of this Parliament, because we need technicians to access high-quality training.

My hon. Friend will know that his local council, Bolton, is one of the best at information sharing with respect to taxi driving licences across the country. I hope that councils such as Birmingham, Manchester, Sefton, Newcastle and Liverpool will get on board with the voluntary scheme before the mandatory element kicks in soon.

I could not agree with the hon. Gentleman more on that point. If powers are being handed to local areas, which I think we all agree is right, it is important that that comes with a proper scrutiny framework. That is why we will shortly be publishing a detailed devolution accountability framework, alongside the trailblazer deals.

I am delighted that my hon. Friend raised Morocco, because although they were defeated in the end, their performance was marvellous in the World cup last night.

I thank my hon. Friend and note that the Prime Minister's plan includes £1,200 direct payments over winter for families. The Chancellor will further update on this 17th of November.

Yes, I do share my hon. Friend's enthusiasm for helping his constituents to access jobs and for cycling as a way of getting to and from work. At the spending review we announced £710 million of new funding for schemes like the one he described, but Bolton is also receiving £30 million through the towns fund and the shared prosperity fund, and work on the electrification of the Wigan-Bolton line has begun, supporting economic growth for his constituency and the wide area.

We are driving economic growth through investment in infrastructure, innovation and skills. The Budget and spending review confirmed £100 billion of public investment in economic infrastructure to benefit every part of the UK. We are launching a UK infrastructure bank with a financial capacity of £22 billion to crowd in private finance to support more than £40 billion of investment in infrastructure over the next five years.

We have already taken steps, starting with the introduction of the Genetic Technology (Precision Breeding) Bill. The EU has just opened a consultation on the issue because my hon. Friend is totally right that precision-bred crops are very different from genetically modified organisms. Through its agricultural research institutes, the UK is at the leading edge in this area.

The Department for Environment, Food and Rural Affairs has one of the five largest science and innovation budgets in Government. It is investing £270 million in innovation through the farming innovation programme to 19-2029, working with our leading-edge agricultural research institutions across the UK's four nations to harness the power of innovation.

I congratulate the port of Liverpool on its busiest ever month and look forward to the record being beaten regularly as exports from the north-west continue to grow. The Department continues to help exporters across the Liverpool city region and the wider north-west. Last month I joined a joint mission to Ireland with Mayors from Liverpool and Greater Manchester, showcasing 15 exporters from the north-west.

I understand that an initial site search put forward Captains Clough as a preferred option, but we are aware of the concerns raised by my hon. Friend and others, and that a local group has submitted a village green planning application. We are exploring options with the local authority to resolve those concerns, but of course I would be delighted to meet my hon. Friend to discuss the matter further.

The free schools programme has created hundreds of new schools, including Eden Boys School and The Olive School in Bolton, both judged as outstanding by Ofsted. Before signing a funding agreement to open any new school, the Secretary of State will always have regard to local consultation on the proposals.

Iran's destabilising activity risks regional peace and prosperity, raised regularly at UN Security Council. More than 200 UK sanctions designations in place against Iran under various regimes, including IRGC in its entirety. We continue to support allies' security through close defence partnerships across the middle east.

The vaccine saves lives, and 92.5% of care home staff have had their second dose as of 14 November. The Department closely monitors workforce capacity data and local intelligence. Longer term, at least £500 million is committed to support and develop the workforce.

Stepping back in time at the Dispatch Box, Mr Speaker. Steam is not necessarily an option for that particular line, but I am pleased to confirm that on 1 September this year, £78 million to electrify the route between Wigan North Western and Bolton was announced. It will enable greener electric trains—rather than Thomas the Tank Engine—to run along that route, with more seats to serve passengers across Greater Manchester. The scheme is on track and targeted for completion by 2024.

We are reforming rail guided by the “Great British Railways: Williams-Shapps plan for rail” White Paper. This will improve services for passengers and drive taxpayer value for money at the same time.

Every single universal credit payment depends on the individual, so I cannot articulate that, but it is fair to say that a number of different levers appear when people work more hours, and that includes the lifting of the benefit cap. There are a number of ways in which people can earn more and keep more of their money when they are working more hours.

AMR is one of the most pressing global challenges we face this century. The UK has invested more than £360 million in research and development on AMR since 2014.

As my hon. Friend rightly says, and my right hon. Friend the Secretary of State for Health and Social Care has said, we are making very good progress towards 19 July. We are hopeful and, indeed, confident that we will be able to remove, as planned at stage 4, all the remaining legal limits on social contact, reopen the remaining closed settings and remove all limits on weddings and other life events. That is very much what I am working towards.

We have provided unprecedented support for arts and sports and have only just opened up applications for the latest round of the £2 billion culture recovery fund. That will focus specifically on helping sectors to reopen fully. Our aim is, of course, to get everything—sports, live music and cultural events—back at full capacity from 19 July, and we are making good progress towards that goal.

I hugely appreciate the endeavours of all our work coaches, especially and including those in Bolton and Leigh JCPs. The Office for National Statistics says that our new monthly experimental vacancy data suggest that we are almost back to the pre-pandemic level in terms of vacancies; it was over 800,000 in May. Through our Jobcentre Plus provision, we have a wide variety of support available to help employers to fill those vacancies.

I appreciate that the hon. Gentleman likes to cast himself at the court of Keir as something of a witchfinder general—a sort of weird amalgam of Lavrentiy Beria and Mary Whitehouse—but I can tell him that there are no witches to be found here today. With respect to the Sandleford Park application, that was recovered by officials, as many applications are, without recourse to Ministers; we have yet to see any advice from officials on that application. With respect to the Ledbury application, that was a recommendation to proceed made by the independent planning inspector, not least because at the hearing the local authority reversed its position and took the view that the application should go ahead. I took the advice of the planning inspector; I accepted the planning inspector's recommendation. Process and procedure were followed punctiliously.

Local plans create the local community's vision for where essential development such as housing should go. Our planning reforms will give communities the chance to be involved meaningfully at the start when local plans are prepared and will make it easier for local people to understand proposals and express their views. This will bring certainty that housing will come forward in areas best identified for growth by the community, while ensuring that valued countryside remains protected. I am grateful to my hon. Friend; he is a doughty champion of his constituents in Bolton West. He will know that rather than allowing suffering from speculative development, local plans give certainty both to developers and to communities in providing the homes that the country needs, and where agreed. It is essential that we get local plans in place to help to put our economy back on track; I am pleased that he recognises that. As he says, Bolton Council, along with eight other Greater Manchester councils, is committed to taking forward the Places for Everyone joint local plan. I will continue to monitor and support the progress of plan making across Greater Manchester to ensure that plan coverage is achieved by the end of 2023 and that my hon. Friend's constituents in Bolton are best protected.

It is a great ten-minute rule Bill, Bolton West is a wonderfully vibrant and diverse community, it has a brilliant local MP, and we are on it.

My hon. Friend accurately pointed out that the design of universal credit ensures that individuals are better off working than not, encouraging them to take advantage of additional hours offered by employers. The Government will continue to assist people in finding suitable employment.

I echo my hon. Friend's words and those of other Members who have praised the very hard work of all our DWP staff, especially of course in Bolton and Leigh. They include an additional new 41 work coaches recruited for jobcentres that serve my hon. Friend's constituency. Thanks to their efforts, the kickstart scheme has so far seen the development of more than 300 roles across more than 50 employers in the Bolton and Prestwich area.

My hon. Friend makes an important point. We aim for Conservative representation in our great cities, recognising the changing political landscape.

I agree entirely with my hon. Friend. Where an asylum claim has been rejected, it is only right and fair that the person whose claim has been rejected should leave quickly. Sadly, we are currently accommodating some thousands of failed asylum seekers at public expense.

I congratulate Lord Austin on becoming the new trade envoy to Israel. We have already signed a continuity FTA with Israel, and we want to go further in a new free trade agreement in areas such as tech, digital and data. We are two tech superpowers, and there is huge opportunity for British businesses and Israeli businesses to work more closely together.

Over the last month, we have made significant progress to establish the United Kingdom as an independent, free-trading nation. We have agreed in principle a deal with Japan that goes further and faster than the EU deal in areas such as digital and data, food and drink and financial services. We have set out our pathway to join the Trans-Pacific Partnership, and yesterday we joined the WTO Government procurement agreement, which gives British businesses access to a £1.3 trillion global market.

I thank my hon. Friend for his question. The requirement for pubs and some other businesses to be closed to the general public by 10 pm was designed to strike the balance of allowing people to continue to socialise while reducing social contact and minimising negative impacts on the economy. He will know that we do not take these decisions lightly. None of us would want that to continue a day longer than is necessary, and as with all measures, we will keep them under constant review.

Reopening churches and other places of worship is an important step in the right direction. People of faith have shown patience during lockdowns. The taskforce worked with faith leaders to produce guidance for reopening safely.
