This winter there has been significant flood and storm damage to the infrastructure in and around my constituency of Mansfield, including our roads, drains, and flood infrastructure. It is among the highest concerns that residents raise with me on a regular basis. I am really grateful that from next year in particular very significant infrastructure funding is coming our way, but what can my right hon. Friend do to help fix this for my constituents now?

I am pleased that in 2020 we announced that we would double our flood investment to a record £5.2 billion. In Nottinghamshire, since 2010 we have invested over £50 million to protect 15,000 properties. I know that currently there is a programme in Mansfield that is looking at surface water and drainage improvements, but I will ensure that I talk to the Chancellor, and that we have a strong economy to keep investing in local infrastructure in my hon. Friend's area.

I am grateful to the Prime Minister for the additional funds and support that Mansfield has received in recent years for education and skills, for tackling crime, and for our town centre, which will be bidding for the levelling-up fund this spring, but Mansfield residents now want to see the tangible outcomes of those capital funds for the town centre. Will my right hon. Friend look seriously at how we might help to accelerate the often lengthy process of moving from successful funding announcement to spades in the ground, so that our residents can benefit from those investments?

My hon. Friend is a fantastic champion for Mansfield and, indeed, the wider area. I am delighted that Mansfield was awarded £12 million as part of the towns fund. I cannot endorse any specific project, but the next round is coming up shortly and will be announced in the autumn.

I do, and I thank my hon. Friend for all the wonderful work that he does for his constituency. My message would be, yes, I hope that the people of Nottinghamshire will get out and vote Conservative. It is we who share their priorities on crime, on the NHS, on investment in infrastructure and on levelling up across our country, so I hope they will vote Conservative on 6 May.

I do not know whether my right hon. Friend saw my article in The Times a few weeks ago, but it discussed opportunities for towns, such as Mansfield, that have specific local requirements when it comes to tackling economic inactivity, the opportunities of building bespoke local schemes with local employers and training providers, and the opportunities from those relationships on a local level as part of a wider strategy within the region. What is his stance on devolving decision-making powers in this space down to local areas?

My hon. Friend raises a significant and important point. There are areas, particularly around the Work and Health programme, where we have done exactly that. We are engaged in discussions, contingent upon or subsequent to the White Paper that the Department for Levelling Up, Housing and Communities published on levelling up, and in particular with areas such as the west midlands and Greater Manchester, to make sure that we leverage the knowledge, know-how, expertise and all the resources they have at the local level to continue to bring people back into work.

First, I would like to thank my hon. Friend for the four-page letter that he sent to the Secretary of State, which I have studied carefully. He makes some sensible suggestions and recognises the dynamics of different pots being used effectively within local government, and as a local authority leader himself, he is obviously on the frontline addressing these budgets. In last year's spending review we put money into supporting families and family hubs, and provided £500 million of “start for life” investment.

I really enjoyed my recent visit to Nottinghamshire to meet my hon. Friend and his colleagues. We are clear that devolution sits at the heart of our levelling-up mission and we have said that every part of England that wants a devolution deal can have one by 2030. We want those deals to have a sensible geography, and the strongest and most accountable leadership possible, and I am really encouraged that leaders in Derby, Derbyshire, Nottingham and Nottinghamshire—including, of course, my hon. Friend—have brought together a really exciting package of proposals.

I assure my hon. Friend that we work closely with the Department for Education. With the existing flexibilities in the benefits system for people taking up that training, DWP Train and Progress allows universal credit claimants to participate in full-time work-related training for up to 12 weeks and to attend DFE skills boot camps for up to 16 weeks, including the recently announced HGV boot camps, which have more than 10,000 places available.

We know that additional face-to-face learning will be an important factor in helping students to catch up after lost time at school during the pandemic, especially, perhaps, disadvantaged young people. Can my hon. Friend update the House on the progress of the national tutoring programme, and what efforts is he making to ensure that young people in Mansfield who really need it are able to access it?

As I have said, the programme is on track in terms of recruitment, and like schools throughout the country, those in Mansfield can benefit from Government-funded tutoring to help children to catch up after months of lost learning during the pandemic. Mansfield's schools can also take advantage of the chance to appoint an academic mentor, or to provide tutoring support in-house.

I thank the Minister for that enlightening answer. He knows that as well as for HS2 itself, the IRP has huge implications for our regional economic growth, job creation and connectivity within the region. Ahead of any decision in the IRP, will he and the Secretary of State meet me, as the chair of the regional delivery board, to make sure that that decision ticks the boxes that we need in the east midlands?

In order to better integrate and support local services in Nottinghamshire, we would benefit greatly from working with a single integrated care footprint for a simpler and fairer service. A boundary congruous with our county boundary would allow us to offer more equitable care across the whole area. I understand that the decision on the integrated care system boundaries is imminent, so will my right hon. Friend meet me to discuss the potential benefits?

I am aware that several factors are helpful in fostering stronger partnerships between the NHS and local authorities, including alignment of boundaries. My hon. Friend will know that the former Secretary of State asked NHS England to conduct a boundary review for integrated care systems. That review, which is just being completed, will certainly look at and give advice on the best ICS footprint for alignment. No final decision has yet been made, but it is a priority for me. This will offer enriching activities such as arts and sports, which will help them to perform better in school, as well as a free nutritious meal while they are there.

East Midlands airport is the UK's biggest pure cargo airport. It has lots of potential for growth. It has become a hub of investment for freight and logistics in recent years, and must surely be at the heart of our plans to make the most of our global trade. Does my right hon. Friend agree that it would be a brilliant site for an inland freeport? Will she put a word in with the Chancellor?
