That is why tomorrow we are delighted to be launching Team Derby with our East Midlands Mayor Claire Ward. Does the Prime Minister agree that with our brilliant Chancellor and our Labour Government backing our city, Team Derby can ensure that every pound of investment in Derby delivers real change for our residents, so that everyone feels part of our success story?

I refer the House to my entry in the Register of Members' Financial Interests relating to Rolls-Royce. By backing SMRs, which the previous Government failed to do, this Government are backing Britain, delivering stronger energy security and good, skilled jobs in Derby and across the UK. Does the Minister agree that, in order to boost the benefits for our brilliant small and medium-sized businesses, at least 70% of the SMR supply chain must be built here in Britain?

I agree with my hon. Friend, as do Great British Energy Nuclear, which has set a 70% target, and Rolls-Royce. Although we understand that these great export products, when built abroad, will necessarily have some overseas content, we need to do more to strengthen supply chains in the UK. We have a gap at tier 1 and tier 2 of the supply chain, and I am determined to work with Rolls-Royce and engage in some meaningful industrial development activity to see how we can encourage British companies to compete successfully in that part of the supply chain.

I thank my hon. Friend and all the other MPs from the Stoke and Staffordshire area for their work in championing the ceramics industry. First, let me say how sad I was to hear the news about Denby, as that company proceeds into administration. The Government are providing support to the workforce. On the point he raised, with the Chancellor of the Exchequer's support we are providing £120 million to enable ceramics companies to invest in lower carbon production—essentially, electrical furnaces—so that they can decarbonise and reduce their operating costs.

Sexual assaults and harassment on trains have risen by more than a third over the past 10 years, yet too many trains and stations still lack adequate CCTV. Many constituents tell me how fed up they are with the long waiting times for driving tests. By the time they secure a practical test, their theory certificate has expired, forcing them to pay again. What steps will the Minister take to help people who cannot afford to pay for another test?

Constituents are frustrated with long waiting times for driving tests, which causes their theory certificates to expire, requiring them to retake the test.

By law, theory tests certificates are valid for two years, for road safety reasons, to ensure that road safety knowledge and hazard perception skills are up to date when the individual takes their practical test. The Government have no plans to change that. My focus remains on driving down test waiting times once and for all, so that we are never in this situation.

I thank my hon. Friend for that important question. Energy prices are still far too high because of dither and delay from the Opposition when they were in government. No one should have to make the difficult choices that my hon. Friend describes. The Government are totally focused on reducing the cost of energy and making life easier for people throughout the UK. That focus includes the £150 off the cost of energy from next April—the removal of those costs from bills—and the extension of the warm home discount. We are also working with other Government Departments to improve access to data so that we can properly target support for households. We will come forward with more proposals in due course.

My hon. Friend himself was an apprentice before entering this place, and he welcomed the Secretary of State to his constituency to open a construction technical excellence college not that long ago. The main thing that I took away from the Budget last week, which is extremely welcome, is that we will fully fund apprenticeships at small and medium-sized enterprises for people aged 16 to 24 from the next academic year, which will do a lot to answer my hon. Friend’s question.

Car insurance is an essential, not a luxury, so I welcome the Government’s commitment to tackle the spiralling costs for drivers in Derby and across the UK. There is much more to do. We want to make sure that children have hungry minds, not hungry bellies, and we are determined to deliver that.

We will shortly publish a financial inclusion strategy, as well as extending the household support fund to support some of the most vulnerable. There are huge opportunities in Derby, as my hon. Friend knows. I was at Rolls Royce in Derby just last week. What we are doing on trade deals, particularly with the US, hugely supports our aerospace sector, along with the increased spending on defence to 2.5% of GDP, which helps to invest in Great British firms and, indeed, in Great British steel.

Earlier this year, I had the pleasure of hosting a roundtable and listening to businesses in Derby—small and medium-sized businesses in engineering and manufacturing, including the vital defence sector. With nearly 70% of Government defence spending directed towards businesses outside of London and the south-east, we know how every pound spent with UK defence businesses has the power to create jobs and employment for local people. Will the Secretary of State therefore outline how the Department will ensure that as many SMEs as possible are aware of Government procurement opportunities, so that they can deliver jobs in areas such as Derby?

My hon. Friend makes an important point. The access of SMEs to defence is very often through primes and subcontracting, rather than directly with the Ministry of Defence itself. It is the certainty of long-term relationships and long-term contracts for the primes that allow them to pass those benefits on to smaller firms. That is why it is significant that when my hon. Friend joined me at the Derby Rolls-Royce factory when I announced the eight-year £9 billion Unity contract for Rolls-Royce, 240 small firms were part of that submarine supply chain.

In Derby, like in so many communities across the country, we face a lack of available SEND school placements with appropriately trained teachers. In ’23-24 alone, Derby city council spent £18 million on placements outside the city. It is wrong that pupils and their families are not getting the support that they need in their communities. Will the Minister outline what steps the Government are taking to increase the availability of SEND school places in Derby, in the east midlands and across the UK?

I or one of my team will definitely visit the Derby Promise. I share my hon. Friend’s concern that young people are ruling out future careers at a young age. I met with the Careers and Enterprise Company on Friday, and they told me that children are ruling out careers by their gender at age seven and by their class by age nine. For the Labour party, that is not good enough. I hope the Derby Promise will be involved in the youth guarantee in the east midlands, led by the mayor, Claire Ward, because we have to unlock the potential of every young person if they and this country are to succeed.

Of course that will not be sufficient to bring down the backlog and deliver swifter justice for victims, and that is why we need to hear from Sir Brian Leveson and implement reform in due course.
