I am sure hon. Members will agree that I, as a person of colour in this House, cannot be held accountable for the vile acts of individuals who share my complexion or heritage. However, there are some in this Chamber who seek division to further their political ambitions—individuals who are fuelling hate against citizens of our own nation and causing hard-working, upstanding people to be afraid for their safety because of the colour of their skin. Teachers, doctors and nurses are afraid to go to work. Words have consequences, and with the eyes of the nation on us in this moment, what pure, cold actions will the Prime Minister take against those inciting and perpetrating violence and, more importantly, to support the victims following the brutal attack in Belfast?

All those involved in the violence will face the full force of the law, and quite rightly so. The hon. Member is right to describe, as he does, the fear that this instils in some of our communities. That is a very real fear, and it is being felt today, this hour, in Northern Ireland by families who are too scared to go about their lawful work, to go to school and to go about their business. That is exactly what it does, which is why we must all condemn it.

Article 2 of Genocide Convention makes it clear that genocide is about intent not numbers. Intent has been explicit in words and actions over the past 400 days leading to more than 45,000 casualties. On Oct 28, FCO denied genocide was happening suggesting insufficient deaths for definition. Last week PM stated he never referred to atrocities as genocide. Will PM share his definition of genocide and state what further action will be taken?

My constituency has among the highest levels of deprivation. Unfortunately, subways and bus shelters are home to the most vulnerable. I know that £440 million has been allocated, but I do not know how much has been given to Birmingham city council. Will the Minister meet me to see how we can address this issue?

In my constituency of Birmingham Perry Barr, antisocial crime is on the rise. Since 2010, West Midlands police has had 520 fewer officers to tackle it. Now, thanks to this Government leaving a funding shortfall of £41 million, residents must either pay more council tax to fill the gap or lose another 80 police officers.

We have lost somewhere in the region of 50 youth workers in Birmingham and my constituency lost out on the Pride in Place funding, which was £20 million that we could have benefited from. Given the importance of youth centres, the loss of Oakland youth centre and the risk of closure of Lozells Recreation Group, will the Secretary of State meet me and representatives of youth clubs in my constituency to see how we can ensure that that service remains in my area?

Will the Minister and the Secretary of State consider diverting defence spending away from programmes that do not truly protect the British people? Our nuclear deterrent now consumes nearly a third of the defence budget through Trident, a system that cannot be launched without US approval. In pursuing nuclear deterrence and mutually assured destruction, we have drained funding from conventional forces and neglected the diplomacy and development that actually prevents conflicts. Does the Minister believe that prioritising nuclear defence over reducing tensions, ending conflicts and promoting peace genuinely delivers security for our people, and if so, can he explain why?

Our nuclear deterrent is operationally independent; the only person who can authorise its firing is the Prime Minister. It is a part of our security apparatus, which keeps us safe every single day, and has done for decades. As a Government, we are continuing to invest in our nuclear deterrent, just as we are investing in jobs and skills right across the country that keep us safe every single day.

I hear what the hon. Gentleman says. On the calls that we have with MPs when we update them on these issues, his tone is quite different. We need to separate the rhetoric from the reality. The reality is that for the first time we had £600 million in the recovery grant, which was about those councils suffering high deprivation and historically low tax bases. Birmingham was the biggest beneficiary of that, receiving nearly £40 million.

This morning, firefighters in Birmingham made it plain that they will stand in solidarity with the bin strikers in Birmingham and not collect the rubbish. We know that there are only 17 workers, which means this is a drop in the ocean financially. Given that the Government have said they will do all they can to bring the strike to an end, will the Deputy Prime Minister confirm that they will force the council to make the payment, and that they will deploy the Army to assist the local charities and organisations that are helping to clear up and need extra support?

The hon. Gentleman does very well to go from zero to 100 pretty quickly on the issue, but let us step back from the immediacy of it. Clearly, we want all parties to be in the room negotiating the underlying pay, terms and conditions dispute that is at play. To be absolutely clear, there has to be a red line. This cannot stray into potentially compromising the equal pay settlement that has been agreed, so that that all begins to unravel.
