I thank the Prime Minister for his response to the hon. Member for Aberdeen South (Stephen Flynn), but I am still confused on this matter. Just yesterday, the Secretary of State for Work and Pensions said that the pensions triple lock was not sustainable, and the Chancellor's economic advisers have suggested that it is time to review the policy, but those at No. 10, when questioned, have said that they are committed to it. Which is it?

This Government are committed to the triple lock; it was this Government who introduced the triple lock. The hon. Lady might want to have a word with her own deputy leader, who did not provide much clarity on the matter. What we all remember, when it came to pensions, is Gordon Brown's 75p a week increase.

I commend the resilience of my hon. Friend. Before Christmas, I spoke at a report launch with the charity Working with Cancer, which focuses on exactly the issue she has raised. She is right: employers have a key role in supporting people with cancer to continue to thrive in work, and the “Keep Britain Working” review will engage with people with lived experience as well as employers.

Can the Minister assure the House that they will work to deliver resilience for everyone, not just some of us? The report found that impact was acutely felt by the most vulnerable—the elderly, those with pre-existing health conditions, people living in overcrowded housing, and those on low incomes.

This is such an important point. If resilience is to mean anything, it has to be for us all, not just for some. My hon. Friend is right to say that one of the lessons of past tragedies, whether it is covid-19, Grenfell Tower or others, is that it is often the most vulnerable in our society who are hardest hit. That is why it is so important that we learn the lessons of the past and have support for the most vulnerable at the heart of our work. The Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Erith and Thamesmead, recently met senior representatives from a range of organisations that support people who are disproportionately impacted by emergencies and crises to make sure that resilience is, indeed, for all, and not just for some.

The Government's first responsibility is to keep the public safe, which is why national resilience is a top priority for us. In July, I announced that I would lead a review of resilience, and work has been progressing across Government. We have engaged at all levels with the public, private and voluntary sectors, and this work is overseen by the dedicated resilience sub-committee of the National Security Council, which I chair. It is also closely linked to our consideration of the covid inquiry module 1 report, to which the Government will respond next month—within the six-month timeframe set out by the chair of the inquiry.

We will implement the Victims and Prisoners Act 2024, which lays a good foundation for ensuring that victims know their rights under the code and that agencies are held accountable. My constituent has waited more than a year for her 15-year-old son's EHCP. He has attempted suicide and stopped eating, and my constituent's health is suffering due to stress. Given the £1 billion for SEND provision, how can the Minister ensure that issuing EHCPs speeds up so students with special needs receive timely support?

It is incredibly important that the relevant infrastructure, amenities and services are in place. We have taken a number of steps to better support that in the short period we have been in office, not least through the national planning policy framework, but there is more to be done in that area. Last week, the Minister for Women and Equalities rightly called the comments of Conservative party donor Frank Hester about the right hon. Member for Hackney North and Stoke Newington (Ms Abbott) “racist.” It has since emerged that Mr Hester has said that a group of Indian members of staff should climb on the roof, like on the roof of the train, and has made reference to Asian corner. Does the Minister agree that those comments are racist—yes or no?

Those attitudes are not tolerated in the Conservative party. However, I will push back on what she said about rape statistics. The fact is that, for the year ending March 2023, the crime survey for England and Wales shows a 5.1% reduction in the number of adults experienced domestic abuse.

In smaller and rural communities, populations and services are often very sparsely distributed. What is the Government's plan to address that issue?

We have been trying to increase the number of places within both mainstream and special educational needs and alternative provision settings. We have 108 more special educational needs schools already built and 76 more approved. We have worked with many local authorities, including in rural areas, to make sure they get the provision they need.

We are absolutely committed to supporting disabled people. We have supported more than 1 million disabled people into work, hitting the target five years early, and we are rewiring our benefits system to give a renewed focus on what people can do rather than what they cannot.

Some six months ago, the dentist based at Firthmoor community centre, serving 8,000 of my constituents, handed back its contract to the integrated care board. I was shocked last week to learn that the ICB has still not commenced the tender process to replace that provision. What advice can the Minister give me to ensure that our ICB is doing what it needs to do?

Unfortunately, the reality is that cancer referrals have only got worse with the Conservatives in government. In September 2023, only 74% of urgent cancer referrals to a consultant met that two-week target. That is the second-lowest rate for two-week referrals since 2009. How can such businesses have confidence in the Government's support for SMEs when Britain's export growth is among the worst of the G7 economies and is forecast to be falling? The hon. Lady had a royal visit in her constituency; however, I think she is off on the data. We see that we had £877 billion-worth of exports in the 12 months to the end of September 2023.

I certainly welcome the royal visit that the hon. Lady had in her constituency; it is always fantastic to see that support, particularly for exporters. However, I think she is a bit off on the data. When we look at export data, we see that we had £877 billion-worth of exports in the 12 months to the end of September 2023. We are heading towards the £1 trillion export target, and that figure is up by almost £200 billion—or 29%—on the figure from five years ago.

In previous answers, I have set out a number of the interventions the Government have taken to help the most vulnerable. I have mentioned the household support fund, the benefits that accrue to all those who are on means-tested benefits, particularly pensioner households, and those who are eligible for disability benefit. As I have also said, the money that the Government have made available is designed to focus on those who are most in need, and we will continue to look out for the most vulnerable through this difficult time.

Rail connectivity is crucial to the border communities of Wales and England, such as connections between Wrexham and Merseyside. Furthermore, Merseyside is just as inaccessible for some communities in the north of England as it is in Wales. Skelmersdale in my constituency is a community of 40,000 people, but has been left without access to a train station since 1958. Will the Secretary of State tell me how the Government plan to make sure our communities on both sides of the border have access to rail services?

I welcome that question from the hon. Lady. I am sure the people of north Wales would welcome many more of her constituents coming down to visit and spending money in the local tourism industry, if they can afford the tourism tax imposed by the Welsh Labour Government. To answer her question simply, there will be a rail network enhancements pipeline review out shortly. I believe it will contain good news for rail users across Wales, which will benefit travellers from across the United Kingdom.

The Park Pool in Ormskirk and the Nye Bevan Swimming Pool in Skelmersdale have served communities for over half a century, teaching thousands of children to swim and providing essential community services. However, these facilities are now aging and need major refurbishment or replacement at a cost of £49 million, up from £36.6 million due to rising costs and inflation since 2019. Since 2010, more than 400 swimming pools have closed in Britain, with deprived areas being disproportionately affected.']
