This pandemic has shown how interconnected we are and how vulnerable we are to global challenges. Half of Haiti's population is starving, violence is rife, dead bodies lie forgotten on the street. For too long this crisis has been ignored. As the Minister knows, that grave situation risks also destabilising the wider Caribbean region, including our overseas territories, with the Turks and Caicos islands less than 200 miles away. Can the Minister confirm the UK's donation to the UN fund—the Government missed that out of their statement—and lay out what other diplomatic support the Government are offering to address the crisis?

The Government are committed to investing in our police to drive down crime across Wales. That includes an extra 1,127 police officers for Welsh forces under the police uplift programme. Approximately £9 million has been allocated to Welsh forces through the safer streets fund, targeting neighbourhood crime, violence against women and girls, and antisocial behaviour. I assure the hon. Lady that victims of antisocial behaviour are as much victims of crime as anyone else. This Government have brought in longer prison sentences for serious crimes and made it easier for the police to arrest people carrying out crime.

This week, it has been three years since the harm panel's report found a serious risk of harm to victims of domestic abuse and their children in the family courts, yet we have seen that nothing has changed. Heartbreakingly, the experiences of victims in the family courts all read the same: the mother criminalised, the children ignored, the father excused. One 10-year-old girl disclosed to the guardian assigned to her case that her father had sexually abused and assaulted her. The guardian dismissed this and, instead, read a book to her, saying that her mother had made it up and her father had done nothing wrong. With no definition of rape or consent in statute in the family courts, when will the Government put a stop to this national scandal?

Family courts across the country are being used to perpetuate domestic abuse, and when that abuse proves fatal, which we know it too often does, the family courts allow it to be continued against the victim's family. Currently, the parents of a woman who was killed by her husband would have to be cross-examined by that same murderer to adopt their orphaned grandchildren. This is a system that is stacked in favour of the killer. Do the Government agree that this practice is abhorrent and support Labour's calls to implement Jade's law in the Victims and Prisoners Bill?

The Minister completely failed to answer the question. The CEO of Solar Energy UK has said that solar infrastructure projects are being delayed into the 2030s—15 years or more—meaning that operators will not connect them to the grid. Renewable energy is cheap and will help to bring down the current absurd energy prices. Are the Government purposely trying to keep energy prices high and at the mercy of fossil fuels, firmly leading us on the highway to climate hell?

Frankly, that question is utterly ridiculous. It is because of the Government's investment in new renewable technology that we are powering ahead and leading the world in reaching our net zero obligations. Half our energy now comes from renewable sources. I have already acknowledged that the delays to grid connections are completely unacceptable, which is precisely why we commissioned Nick Winser to develop his report. We will be publishing his recommendations in June.

I personally and the UK Government have regularly condemned the abuses in Iran. Of course, I recognise that that tone is reflected right across the House. We will continue to work with our international partners, and directly, to sanction the members of the Iranian regime who continue to abuse the human rights of the people within that country.

My constituent Sarah was sexually assaulted. After a three-year wait and a hugely traumatic trial, the defendant was found not guilty. Of her experiences in the criminal justice system, she said: “I felt like I was being publicly beaten and humiliated. I wouldn't advise anyone to go through it, they destroy you.” Can the Secretary of State tell me how survivors such as Sarah are supposed to trust the Government when, seven years on, we are still waiting for the victims Bill and he is under investigation for bullying?

While the Government derail the economy and crash the markets, victims and survivors are still being abandoned. This Government are too busy trying to save their own skin to care about what is happening to victims. One survivor told me her partner sexually assaulted her and abused her child. Her truth was misbelieved and mistrusted. She never got her day in court. Now she is just one of many Jane Does denied justice and traumatised by the criminal justice system. These are the victims being failed by this Government's negligence, and now we have a victims Bill going nowhere. Will the Minister tell victims when she is finally going to put them first and bring forward a Bill?

Unsurprisingly, the UK Government have repeatedly broken their promises to fund Wales to the tune of nearly £800 million, and they are blatantly trying to undermine devolution at every opportunity. Can the Minister tell me how that serves the Welsh people when they are struggling with the cost of living crisis? While he is at it, can he tell us why he is still propping up a broken Government who promote an abuser and then lie about it?

That statement is completely incorrect. Prior to Brexit, Wales received around £343 million a year in structural funds and £337 million a year was spent on agriculture. Post Brexit, the sums will be exactly the same. My question is why Opposition Members are still supporting a Government in Wales who have left us with lower education standards; lower standards in healthcare; and more taxes on business, such as a tourism tax and a tax on wine producers.

First, I associate myself with the hon. Lady's comments about my hon. Friend the Member for Burton (Kate Griffiths) and her experience. She showed incredible courage. The hon. Lady asked when we started to act. We did that when we came into government—We have tripled the amount of support for victims during our tenure. We will invest £150 million this year. On top of that critical support for the independent sexual violence advisers and the independent domestic violence advisers, we have also published a victims law consultation, which, for the first time, will make victims' experience central to the functioning of the criminal justice system.

The hon. Lady's sense of frustration is shared on behalf of victims across the country. There is no single solution due to system-wide failures. More victims are now reporting crimes compared to before. Operation Soteria aims to shift investigations from victim-centric to suspect-centric. Technical improvements include section 28 and better phone technology for digital disclosure. Publishing criminal justice scorecards will identify best practices at both national and local levels.

In the year ending March 2020, more than 600,000 women aged 16 to 74 were victims of sexual assault. For these women desperate for legal protections, when can we expect this legislation?

The Minister has the power to stop violence against women being an afterthought in the justice system, so will he work with us to achieve it?

One of my constituents who is severely disabled and vulnerable had her personal independence payments removed and lost vital care as a result—that was because medical advice was ignored by the assessors. Another lost his mobility car at the height of the pandemic, leaving him trapped, isolated and suicidal, unable to access vital services. Another had to turn to food banks to survive. They all had rejected applications overturned many months later at tribunal. Four out of five disabled and vulnerable applicants have faced unnecessary barriers to PIP support during covid. I am proud of my team in Cardiff North, who have been there to support my constituents through this traumatic time, but many are not so fortunate. So what is the Minister doing to make sure that assessments are right first time, to avoid this trauma and delay?

Although the vast majority of assessments—we have had over 4 million PIP assessments —are right first time, there are serious implications for those involved where they are not. As part of the forthcoming health and disability Green Paper we will be looking at claimants' ability to get good-quality supportive evidence; the role of advocacy; the role of the assessment itself; and further changes on mandatory reconsideration and appeals, building on the holistic changes we brought in that allowed us to nearly double the successful changes at the mandatory reconsideration stage, rather than have claimants having to go through the long appeal process. The key bit here is that the vast majority of successful appeals are because of additional written or oral evidence at that stage, and we need to make it as easy as possible to get such evidence into the beginning of the application.

Ahead of the G7, the Prime Minister has said that climate is his top priority, yet the Department for International Trade is still funnelling billions—including £3.5 billion from UK Export Finance—into overseas fossil-fuel projects and dirty projects are still being considered, despite the promise to end them. The Prime Minister himself flies into Cornwall on a private jet to talk climate. How can this Government expect to be taken seriously as a climate leader on the biggest threat facing us when they clearly do not take the issue seriously themselves?
