The Prime Minister has just told my right hon. Friend the Member for North Durham (Mr Jones) that, as a Minister, it is inappropriate for him to comment on the bullying allegations at the Post Office, yet he allows his Business and Trade Secretary to comment freely, loudly and often on Twitter. Is he content with her activities and behaviour in this respect?

It is an understatement to observe that the ministerial code has been more honoured in the breach than in the observance during the last few years, and trust in our politics has suffered as a direct result. It has taken the Government two years to respond to the 23rd report of the Committee on Standards in Public Life, and they have failed to accept the most important recommendations in it, including increasing the power and transparency of the work of the independent adviser on Ministers' interests. We have already reformed the role of the independent adviser. It is now the case that the independent adviser can initiate investigations with the presumption that the Prime Minister will approve them. That is the appropriate balance, but we have to respect that the Prime Minister must be the ultimate upholder of the ministerial code, because it is an important principle of our parliamentary democracy that the Prime Minister is able to appoint whomever he chooses to ministerial posts.

Food inflation is rising by double the rate of inflation, and the rate for basic foodstuffs—bread, pasta, milk—is even higher, often going up by 40% or more. In my constituency, 38% of people have skipped meals. Will the Secretary of State investigate the role of sanctions and benefit inadequacy in a system in which people cannot feed themselves?

I thank the hon. Lady for her question. I have fond memories of serving with her on the Treasury Committee. We always keep sanctions under review, but I am currently satisfied that they are broadly operating in an effective and proportionate manner. The hon. Lady mentions inflation on essential foods, and I point her to the cost of living payments, which are very significant, equivalent to £3,000 per family over the two-year period in which they will apply. The energy price guarantee has been extended until June, and there is a rise in the national living wage.

I can reassure the hon. Lady, first, that police referrals and the number of suspects charged have gone up over the last year, and Crown court receipts of those actually arriving in court are going up, but she is right to be restless to do more. We have rolled out national and local data dashboards for crime, but also specifically for rape, to provide greater transparency and to spread better practice in how we secure those vital convictions. As I have already mentioned, we have quadrupled victim funding support since 2010. We have expanded so-called section 28 pre-recorded cross-examination, which is now in place for sexual and modern slavery offences in all Crown courts in England and Wales.

The number of convictions in rape cases has increased by two thirds in the last reporting year, but we are restless to do more at every stage of the process from Operation Soteria, linking up police and prosecutors, through to the current national roll-out of pre-recorded evidence in all Crown courts in England and Wales.
